About this file
This document contains responses to industry questions regarding a solicitation for the Restoration of Main Base Electrical Infrastructure at Wallops Flight Facility. Key details include: the solicitation is for construction services including replacement of medium voltage direct burial cable, live front air switches, and transformer replacements across the main base to create redundant feeders and looped circuits. Questions addressed confirm CAD files will be provided as needed by NASA at no cost; hand delivered bids are due between 9:30-10:30 am on the bid date; known contaminated soil areas are identified on drawings; the 30 days of no work are dependent on NASA mission operations and will be coordinated with the contractor; and bidders should not assume existing cable terminations will be suitable for new switches or that extra cable length exists, and should provide for matching conductors and splices as needed.

Restoration of Main Base Electrical Infrastructure Response to Industry Questions #4
5/10/21
1. Will there be any cost from A/E for CAD Files?
Government Response: No cost associated with the CAD files. CAD files are the property of NASA. CAD files will be provided by NASA on an as needed basis.
2. Section L24 states bid may be hand delivered between 12:30 & 1:30 at building N1 on the day of bid. Per SF 1442 bids are due at 11:00 am. What time will hand delivered bids be accepted?
Government Response: Hand delivered bids shall be delivered between 9:30am and 10:30am at Building N-001 on the day of bid.
3. Is the existing soil listed as contaminated?
Government Response: Known contaminated soil areas have been called out on the drawings.
See drawing ES-107 and ES-207 for example.
4. The schedule is to include 30 days of no work? How is this to be broken down? 2 days per month?
Government Response: The 30 days of no work is dependent upon NASA's mission operations which will be coordinated with the construction contractor as the project progresses and dates of no work become know.
5. Drawing E-002 General Note #21 has pad elevations at 24” above grade. Specifications has pad elevation at 4” above grade?
Government Response: Refer to E-600 Series of drawings for pad elevations for various pieces of equipment.
6. New work drawing ES-206 has work associated with drawing Es-203 & Es-205. Please confirm work on Drawing Es-206 is phase 2 work?
Government Response: Work on ES-203 and ES-205 is Phase 2 work. Replacement of XFMR "TR HOT PAD" and associated feeder and conduit work on ES-206 is phase 1 work. G/S 3D4 replacement and associated feeder and conduit work on ES-206 is phase 2 work.
7. There are several existing Selector Switches to be removed and replaced with Gas Switches without replacing any of the existing cables.

Example ES-129 S/S 2C1(Demo) and ES 229 G/S 2C1
1a. In these cases, Does the Contractor assume the existing terminations will work with the New installed Switches without any modifications?
1b. If they will not, Is the Contractor to assume there is enough existing cable present to allow proper new termination to be installed and seat properly on the new installed switch?
Government Response: Refer to Drawing E-701, Pad-mount Style Switchgear Schedule. Note #6 indicates for switch G/S 2C1 and similar switches, “Contractor shall verify suitability of existing cable terminations serving air insulated switch prior to demolition for reuse, EC shall provide dead break elbows where existing cable termination is not suitable for connection to EC provided gas insulated switch. In addition, contractor shall not assume there is enough existing cable present to allow proper new termination to be installed and seat properly on the new installed switch. Provide allowance for providing matching conductor and splices needed to provide proper termination and seating of feeder to new switch.
