About this file
This Solicitation Addendum No. 2, issued October 21, 2026, by the City of Austin Financial Services Central Procurement for IFB 7800 MLJ1046, provides critical clarifications and answers to bidder inquiries regarding the bulk motor fuels and fuel-related products and services procurement. The solicitation seeks a single vendor to supply unleaded gasoline, ethanol fuels (E10 and E85), diesel, biodiesel, renewable diesel, and diesel exhaust fluid (DEF) with associated delivery services to the City's vehicle and equipment fleet across approximately 130 tank locations. The original bid submission deadline was October 29, 2026 at 2:00 pm CT, with an anticipated award recommendation date of mid-November 2026 and bid tabulations to be posted with the award recommendation. The contract is projected to commence at the end of January or beginning of February 2027, subject to Austin City Council approval, and will have an initial 24-month term with up to three optional 12-month extensions. Annual estimated volume is approximately 5 million gallons, with delivery required within 24 hours of order confirmation, or six hours for Code Red emergency orders.
The addendum clarifies that ethanol-blended fuels must fall within ASTM D5501 specification ranges (E51-E84), with E-75 used as the pricing reference per OPIS. All tanks are above-ground storage tanks (ASTs) requiring carrier-supplied trucks with power-take-off (PTO) pumping capability; several tanks require standard 2-inch cam locks, which the City does not classify as special fittings. Taxes are excluded from pricing submissions. The Scope of Work submission checklist includes mandatory documentation of five years' operational experience, regional supply capability with storage capacity and terminal access, supply reliability evidence, business continuity and emergency response plans, backup carrier agreements, fuel testing and quality assurance plans, blending process descriptions, spill response plans, bulk storage tank testing program documentation, additive blending capability evidence, fleet and equipment capability summaries, 24-hour and 6-hour delivery confirmation, completed pricing sheets for market differentials and DEF, and all City-required administrative bid forms. Offerors must acknowledge receipt of this addendum by returning one signed copy with their bid response prior to the solicitation closing date, or risk rejection of their offer. All other terms and conditions of the original solicitation remain unchanged.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Solicitation: IFB 7800 MLJ1046 Addendum No: 2 Date: October 21, 2026
This addendum is to incorporate the following changes to the above referenced solicitation:
1.0 Clarifications: Ethanol-blended fuels will vary in the range provided at the point of delivery. ASTM D5501 SPEC shows content can be from E51 – E84 and be in SPEC. If the fuel is within the acceptable range and meets the spec/ATSM requirements, the fuel is accepted. For this bid, E-75 as indicated on the OPIS price attachment should be used as a reference.
2.0 Questions:
Q1 Question: Are taxes to be included in the pricing?
Q1 Answer: Taxes are not included.
Q2 Question: Are the tanks mostly above ground and need a pump?
Q2 Answer: All of Fleets ASTs require the carrier to have a truck that will pump the fuel into the tanks with their PTO.
Q3 Question: Do any tanks require special fittings for delivery that would not be standard?
Q3 Answer: No, they are all standard. Several of the ASTs require a 2’’ cam lock, but the city does not consider this “special.”
Q4 Question: What is the anticipated contract start date?
Q4 Answer: End of January or beginning of February 2027 is the projected timeframe. This procurement must be approved by Austin City Council.
Q5 Question: Can you advise what delivery sizes you get per product on average?
Q5 Answer: Exhibit D shows our annual amounts. The chart below are averages for (4) large sites by fuel type.
Q6 Question: When is the anticipated award date
Q6 Answer: Mid November 2026 is the anticipated award recommendation timeframe.
Q7 Question: When will official bid tabulations be available after the bid opening?
Q7 Answer: A bid tabulation will be posted with the award recommendation (mid-November)
Q8 Question: Can you please provide a checklist of everything that will need to be submitted to be considered responsive (including section 4.9, 4.10, etc.)?
Q8 Answer: Please refer to the Scope of Work for full & complete detailed requirements.
• Five-year experience documentation
• Documentation of operational facility meeting 5-year requirement
• Evidence of regional supply capability (storage capacity, terminal access, throughput agreements)
• Proof of operational control/long-term access to fuel storage - (My assumption is the terminal access/throughput agreements meet this requirement)

• Business continuity & emergency response plans
• Backup carrier agreements & City delivery priority procedures
• Draft Fuel Test & QA Plan (recommended at submission)
• Blending process descriptions
• Fuel specification sheets for all products
