About this file

This is an Addendum document related to Invitation for Bid (IFB) 7800 MLJ1046 issued by the City of Austin, Texas for bulk motor fuels and fuel-related products and services. The procurement seeks a single vendor to supply unleaded gasoline, ethanol fuels (E10 and E85), diesel, biodiesel, renewable diesel, diesel exhaust fluid (DEF), and associated delivery services for the City's entire vehicle and equipment fleet across approximately 130 tank locations citywide. The estimated annual volume is approximately 5 million gallons. The non-mandatory pre-offer meeting is scheduled for October 13, 2026 at 3:00 pm CT via Microsoft Teams, with written questions due October 16, 2026 at 4:00 pm CT. Proposals are due October 29, 2026 at 2:00 pm CT. The contract term is 24 months with up to three optional 12-month extensions. All offers must be submitted electronically through Austin Finance Online's eResponse system and remain valid for 150 days following bid opening.

Pricing for market differentials is fixed for the contract life, while DEF and transportation services are firm and fixed for the first 12 months, then subject to economic price adjustment. Pricing benchmarks against the Oil Price Information Service (OPIS) at 10:00 a.m. EST on the delivery date, with contractors adding or subtracting a fixed differential. The evaluation uses best value competition with price discounts applied for local business preference (five percent for bids up to $500,000; three percent for $500,000-$50 million) and small business participation (two percent or one percent based on bid tier). Local business is defined as an entity with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area. Contractors must maintain a minimum of five years' experience in bulk fuel supply, dedicated bulk storage tank capacity within Central Texas, CDL and Hazmat-certified drivers, secondary product testing capability through independent laboratories, and redundant backup carriers. Delivery must occur within 24 hours of order confirmation or six hours for Code Red emergency orders. The City of Austin Living Wage Program requires minimum compensation of $22.15 per hour for all employees and subcontractors. Mandatory insurance includes workers' compensation, commercial general liability, business automobile liability, and environmental impairment/pollution liability coverage with specified minimum limits.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Solicitation: IFB 7800 MLJ1046 Addendum No: 1 Date: October 14, 2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Clarifications: The price sheet published with the solicitation has been deleted and replaced with the following, labeled Price Sheet Version #2.

2.0 Questions:

Q1 Question: Please confirm the City places orders 24 hours in advance?

Q1 Answer: Austin Fleet department will place orders by 10:00am for next day delivery.

Q2 Question: What is the highest number of orders the City has placed in a single day?

Q2 Answer: Twenty (20) orders is the highest number of orders the City has placed in a single day.

Q3 Question: Please confirm the City’s requests split loads (multiple products delivered at the same site on the same day/time) and that the Contractor is allowed only one truck on site per day.

Q3 Answer: The City schedules split loads whenever possible to ensure all tanks at a location are fully topped off when a truck is dispatched there. Carriers may make multiple trips to each site per day, and there is no limit on the number of trucks or deliveries to any location within a single day.

Q4 Question: Does the City request E85, Unleaded, Biodiesel, and Diesel bobtail deliveries on the same day, and does this include weekends? To meet the one-delivery-per-day requirement, must the Contractor haul all three or four products on a single bobtail truck?

Q4 Answer: There is no single load or one delivery per day requirement at any location.

Q5 Question: Attachment A nor Attachment D shows a Super Unleaded tank. Which sites will receive Super Unleaded, and what tank sizes and access requirements apply?

Q5 Answer: The City's Fleet department currently only has E10 at all locations. Super Unleaded is listed as an option in the event the city wants to purchase in the future.

Q6 Question: Would the City consider allowing the successful bidder to manage the City's fuel inventory for supply and logistics optimization?

Q6 Answer: No, not currently.

Q7 Question: Please confirm that splash blending is not allowed on bobtail biodiesel loads.

Q7 Answer: Confirmed; splash blending is not allowed on bobtail biodiesel loads.

Q8 Question: Please confirm the Contractor is responsible for preblending bobtail loads at its own facility.

Q8 Answer: Confirmed; the Contractor is responsible for preblending bobtail loads at their own facility.

Q9 Question: Please confirm that no B20/R20 may be preblended or delivered until test results have been received and approved.

Q9 Answer: Confirmed; no B20/R20 may be preblended or delivered until test results have been received and approved.

Q10 Question: Can the City provide a typical timeline for B99 sample approval?

Q10 Answer: Within approximately 8 hours.

Q11 Question: Please confirm the City requires low cloud point biodiesel year-round. Could the City clarify the reason for this requirement during summer months?

Q11 Answer: The City request TxLED low‑cloud‑point diesel in the summer to ensure reliable engine performance and prevent filter plugging during early‑morning temperature drops or unexpected cold fronts. It also standardizes fuel quality across the fleet, reducing operational issues regardless of seasonal fluctuations.

Q12 Question: What process does the City follow if biodiesel test results do not meet the City's product specifications?

Q12 Answer: The City will not accept the delivery.

Q13 Question: Please confirm that transport vs. bobtail pricing is determined by gallons delivered per SOW 7.2.10 (4,000 gallons or more, including multi-site loads within 5 miles), rather than by truck type (Attachment B defines a bobtail as a truck with less than 6,000-gallon capacity).

Q13 Answer: That is correct. Bobtail vs transport pricing is determined by gallons delivered. 4,000+ gallons is giving Transport pricing and can be accumulated by multiple drops to locations within 5 miles of each other.

Q14 Question: Are the SOW 4.9 storage/terminal documentation and the SOW 4.10 adverse-condition references required with the bid for responsiveness? Does a long-term terminal throughput agreement satisfy the "ownership or long-term operational control" requirement?

Q14 Answer: No to both.

Q15 Question: For the Living Wage Contractor Certification, may we enter "Meets or exceeds $22.15/hr" in the "Your Normal Rate" column instead of exact wages?

Q15 Answer: Yes, meets or exceeds $22.15/hr will suffice

Q16 Question: For Living Wage purposes, are subcontracted carrier drivers who are dispatched based on availability considered "directly assigned"? If so, must they be named at bid time, or may the list be provided upon award?

Q16 Answer: No, subcontracted carrier drivers are not considered directly assigned and do not need to be named on the Living Wage sheet.

Q17 Question: What is the anticipated award date for this contract?

Q17 Answer: February 2027

Q18 Question: Do we have to bid the tank wagon sites?

Q18 Answer: Yes

Q19 Question: Can the volumes only come out of the Flint Hills terminals in Austin and Buda?

Q19 Answer: No. The city is not aware of any restrictions on which terminals can be used.

Q20 Question: Do we have to quote the DEF?

Q20 Answer: Yes

Q21 Question: What is the exact grade of super unleaded?

Q21 Answer: The city currently uses E10. We have requested the other grades listed on the price sheet to be bid as well in the event the city uses these grades in the future.

Q22 Question: Are Offerors required to submit pricing for both Category 1, Option 1 (Renewable Diesel R20, Items 1.9–1.10) and Option 2 (Low Cloud Point B20 Biodiesel, Items 1.11–1.12)?

Q22 Answer: Pricing is not required for both categories. An Offeror may submit pricing for only one option and still be considered responsive. The intent is to use renewable fuel but have the biofuel as a back-up option if needed.

Q23 Question: If an Offeror bids only one option, how will its total be compared against Offerors who bid both?

Q23 Answer: In terms of evaluation, biodiesel will be an item the city wants to see pricing for but is not part of the award determination. Renewable diesel is ideal, but the city needs the option to grab biofuel in the event a supply constraint arises. The fuels are largely interchangeable. The city would like to know if the vendor has the capacity/capabilities to supply biofuel.

3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
