About this file

This is a bid sheet for the City of Austin's Invitation for Bid (IFB) 7800 MLJ1046 for bulk motor fuels and fuel-related products and services. The City seeks a single contractor to supply unleaded gasoline (regular and super grades), ethanol gasoline (E85), diesel (TxLED), renewable diesel or biodiesel (with the City reserving the right to choose between the two options), and diesel exhaust fluid (DEF) in various container sizes and delivery methods to support approximately 130 tank locations citywide. The solicitation encompasses five categories: motor fuels (Category 1), alternative energy and fuel blend trials estimated at $280,000 annually (Category 2), DEF in multiple container sizes from 2.5 gallons to bulk deliveries of 500 gallons or more (Category 3), transportation and delivery services including Code Red emergency deliveries, dry-run fees, and pump-out and drop services (Category 4), and secondary product testing at cost with no markup (Category 5). Estimated annual fuel volume is approximately 5 million gallons. The bid responses were due October 29, 2026 at 2:00 p.m. CT, with a non-mandatory pre-offer meeting held on October 13, 2026 and written questions due by October 16, 2026. The initial contract term is 24 months with up to three optional 12-month extensions.

Pricing is established using OPIS benchmark indices as of July 7, 2026, with contractors bidding a fixed differential per gallon to be added to or subtracted from the benchmark rate. DEF and transportation services are firm and fixed for the first 12 months and subject to economic price adjustment thereafter. All fuels must meet ASTM, TxLED, and TCEQ standards. The contractor must possess a minimum of five years' experience in bulk fuel supply, dedicated bulk storage tank capacity in Central Texas, CDL and Hazmat-certified drivers, and secondary product testing capability through independent laboratories. Delivery must occur within 24 hours of order confirmation or within six hours for Code Red emergency orders. The City of Austin Living Wage Program applies, requiring minimum compensation of $22.15 per hour for all employees and subcontractors. Required insurance includes workers' compensation, commercial general liability, business automobile liability, and environmental impairment/pollution liability. Evaluation uses best value competition with local business price discounts (five percent for bids up to $500,000; three percent for $500,000–$50 million) and small business participation incentives (two or one percent based on bid tier). Local business is defined as an entity with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area. Bids must remain valid for 150 days following bid opening and are submitted electronically through Austin Finance Online's eResponse system. Delivery is FOB destination, prepaid and allowed.
