# RFP Ref. Question/Comment Response Amend # 1 N/A Please confirm the Government only anticipates awarding one (1) IDIQ contract award under Group C, and that multiple awards are not expected.

a. If this is the case, how will the Government evaluate multiple teams/companies that may present an Outstanding response to one Task Order, but only a Good, or Acceptable response to another Task Order?

b. Does the Government intend to keep open the possibility of multiple awards – especially to provide the best solution for each task order – for SWMS Group C?

Yes, the government anticipates a single award for Group C.

(a): As stated in M1.6.2, the Government will combine individual task order color ratings to form an aggregate color rating for Sub-factor 2, Task Order Management.

(b): No.

A Table of Contents may be included. N/A

3 L3.3 Question 1: Will the Government provide insight into specifically what it deems corporate and personal commitments.

Question 2: By way of example, does the Government envision signed resumes by the applicant and an officer of the company? Or a statement affirming commitment within the resume?

Question 3: Also, will the Government allow a third page (not included in the page count) specifically for a letter of commitment if a signature(s) are required?

Amendment 01 will remove this requirement. 01

H92222-14-R-0019 Final RFP Q&A's Batch 1 (Questions 1-56)

6 Section L4.2 Past Performance

Will the government require each team member to submit a past performance and will the government consider raising the maximum past performance sheets to ensure all proposed team members have relevant experience?

As stated in the RFP Section L, PPQ should be submitted with an emphasis on the prime offeror.

N/A

7 N/A FBO announcement states that, “All inquiries must be emailed and submitted to the Contracting Officer no later than 15 Aug 2014.” Section L 5652.215-9016 directs all questions to be submitted in writing. Is there a specific time the Government wants inquiries to be emailed by on 15 August 2014?

Close of Business N/A

8 N/A Regarding paragraph L 4.6 Subcontractor Consent/Client Authorization Letter, are consent letters required of every subcontractor, regardless of if they are providing past performance references or not? If a subcontractor does not provide a Past Performance Information Sheet in the Offeror’s proposal, nor submits a past performance questionnaire for consideration, are they still required to submit subcontractor consent and client authorization letters?

Consent/Authorization letters are only required for those subcontractors the offeror is submitting for past performance.

N/A

9 N/A Please confirm there is no requirement to print the proposal, and that the only submission material should be CDs/DVDs with electronic versions of our proposal volumes.

Confirmed. N/A

N/A

16 L3.4.1.2 Transition Plan

Although this is a new acquisition, there are incumbent companies and personnel on projected task orders for which are being absorbed into the SWMS-C. Will the Government provide insight into the phase out/transition out plans from the incumbent prime companies under Global Battlestaff Program Support (GBPS)?

GBPS does not provide transition from the incumbent to the successor contractor.

N/A

17 RFP/Section L.5.4

We have submitted our FPR to DCAA, but they have not audited the submission. Do you just need the date of the submission or a copy of the submission?

19 N/A There is no explicit nomination of Task Lead in the SOW Labor Category descriptions, or pricing spreadsheet for the SORDAC Task Order. The other Task Orders have the term “Task Lead” present in one of the Labor Categories.

Are we to assume that the “Lead Senior Budget/Financial Analyst” is indeed the designated task lead for the SORDAC Task Order? If not, who does the Government intend on being designated the Task Lead for the SORDAC Task Order?

Language will be added to the SORDAC SOW, Revision 1

One, the Task Lead as identified by the offeror N/A

27 N/A Is it possible to obtain the Past Performance Questionnaire that will be used for Group B? Is it the same format as Group C?

Please be advised that the RFP attachments for Group B will be released at the same time as the final RFP.

N/A

28 H.1 In response to the SOCOM SWMS Group C Final RFP being released does the Government envision the potential for an OCI if a company were to be a sub-contractor on all three areas of SWMS. Specifically, we would like to ensure that if we join a SDVOSB prime in the pursuit of Group C this will not create an OCI as a sub-contractor on Group A and B as well.

Please refer to H.1 Organizational Conflict of Interest in Section H of the solicitation. The Group C prime contractor and their sub-contractors are not eligible to receive additional work with USSOCOM. See paragraph (c) excerpt below. If you are a sub-contractor under the Group C prime awardee, your company could not be a sub-contractor for any Group A or B companies (primes or subs).

N/A

29 Atch 7a Question 1: Does the government believe that requiring 8 non-management resumes for a Task Order planned for award in October 2015 is necessary and consistent with the acquisition objectives, and will this requirement be changed?

Question 2: What is the Government’s position on exclusivity of resumes?

Question 3: If the incumbent employees exclusively provide their resumes to a single Offeror, and, consequently other Offerors propose equivalent personnel whose resumes satisfy the requirements, which they will then be obligated to provide as Key Personnel, will the provisions of Executive Order 13495 be waived for these positions?

Q1: Yes, the government believes this requirement is necessary and will not be changed.

Q2: The government takes no position regarding exclusivity of resumes.

Q3: EO 13495 is not applicable to this contract.

N/A

30 RFP/Section L.6.4

H92222-14-R-0019

31 L1.3.4.g. 6. Under Section L.1.3.4.g, what is the Government’s definition of acceptable “evidence of transmittal of past performance”?

Amendment 01 will remove this requirement 01

Page 24 of 46;

Section J - Attachments

Page limits for technical volume sub-factor 1 program management is limited to 40 pages which does not allow for a comprehensive QCP to be included. Will the Government allow the QCP to be provided as an attachment to volume 1 and not to be accounted in page count?

The QCP is submitted by the offeror as part of Volume I and is included in the page count (Amendment 01 increased the page limit for Volume I). The QCP will be incorporated into the resultant contract.

33 Page 37 of 46, Table L.1

Would the government consider increasing the page limitations for Sub-factor 2 to 60 pages (20 pages per TO, not including resumes) to accommodate an adequate and specific response to transition plan requirements as listed in RFP, Section L.3.4.1.2 in addition to the information necessary to meet Section M1.6.2 Sub-factor 2, TOMP and responses to all applicable SOW task areas as described in Section L3.4.2.3?

Amendment 01 increases the page limit for Volume I 01

34 L3.4.2.2 Please clarify the projected start dates of the three sample task orders.

Discussion: Section L.3.4.2.2 states that the anticipated award of the SOFM task order is August 2015. The header of Tab 5 of the Pricing Template (RFP Attachment 3) states the anticipated award date is Oct 2015, while the Base Period and subsequent Ordering Periods cells on that tab imply a start date of August 2015.

The anticipated start dates for the task orders are as reflected in Section L. The pricing template will be amended to correct the discrepancy.

35 RFP/Section B Assume no requirement to complete Section B, or is this the total of the three task orders?

The assumption Is incorrect, Section B will be the total of the task orders.

N/A

H92222-14-R-0019

36 Final Group C RFP – Section L1.6 Service Disabled Veteran Owned Small Business Set- Aside

Will the government check with the Department of Veterans Affairs CVE database to ensure all primes are truly a

SDVOSB?

The DoD does not require the VA certification;

therefore, DoD SDVOSB is self-certifying. The Government will not be requiring the VA certification and therefore will not check the VA database.

N/A

37 N/A Given that questions are due August 15, 2014 and to allow ample time for offerors to review answers as well as any potential resulting amendments, will the Government consider a proposal due date extension to September 10, 2014?

The government does not intend to extend the due date for proposals at this time. Any extension to the proposal due date would be reflected in an amendment.

N/A

38 N/A What delivery methods will the Government accept for delivery of proposals?

The Government intent is that proposals are not hand delivered, that offerors do not need assistance at the gate to deliver or to gain access to the facility to deliver. All proposals must be received at the mail room by the date and time specified.

N/A

39 L1.3.4 Under Section L.1.3.4, are the items not included in the page count because they are not required?

The items listed under L1.3.4 are those items that do not count towards the page limits.

N/A

40 L1.3.4 Question 1: Requiring a 12 pt font minimum for everything will severely limit offerors’ ability to present graphics such as organizational chart(s) and process flow diagrams. Please clarify if the 12 pt font restriction applies to graphics as well as text, and consider reducing the font size requirement for graphics to 9 or 10 pt, providing clarity and ease of reading, while allowing sufficient detail to be presented to be meaningful.

Question 2: For tables, charts, graphs and figures will the Government accept the use of 11 x 17” fold outs?

The language regarding graphs and fold-outs was inadvertently left out of the final RFP. An amendment will be posted to FBO to clarify.

H92222-14-R-0019

41 M1.6.2 Does the Government intend that a Task Order’s Basis of Estimate (BOE) be submitted as part of the Task Order Management Proposal (TOMP), and therefore count against the TOMP’s 10 page limit? Or alternatively, are BOEs to be submitted as part of the Cost Volume?

The M1.6.2 language will be revised to remove reference to the BOE.

42 Group C SOW 4.2.4

In the IDIQ SOW, Section 4.2.4 - Communication and Collaboration Methods has the PPBE Process in the section.

The PPBE Process was its own section in the draft RFP.

Can the Government clarify if the PPBE Process was intentionally inserted into the Communication and Collaboration Methods section? Did the Government intend for the PPBE Process to be its own section?

The move was intentional, no the government does not intend for the PPBE process to be its own section.

N/A

43 Vol II In Volume 2 II, Past Performance, Section L.4.1 requests a “rationale supporting your assertion of relevance” and offerors are encouraged to “clearly link past performance to the factors/subfactors in Section M.” Is this rationale/explanation that the offeror should provide in Volume II in addition to the PPI forms? In other words, does Volume II only consist of PPI forms and applicable Subcontractor Consent/Client Authorization Letters or would the Government also like a narrative explaining past performance relevancy?

The Past Performance Information Sheets asks offerors to provide a narrative on the contracts they are providing to include how it is relevant to this acquisition. Vol II will consist of the PPI sheets, any applicable consent/authorization letters and the past performance questionnaires that are submitted directly to the contracting officer.

N/A

44 5a Please clarify the number of FTEs for the SORDAC task order.

SORDAC SOW Revision 1 updates the FTE's required in support of this task; the pricing template is revised accordingly. In addition, the cell totals will include the decimal to reflect the 0.5 FTE.

H92222-14-R-0019

45 N/A Are foreign nationals allowed to be in a senior management position of a company submitting a proposal for this solicitation?

The prime contractor must be able to obtain the required Facility Security Clearance. Ref. SOFARS 5604.404-80 Foreign Persons, to be incorporated with Amendment 01.

46 CDRL A002 Will the Government provide a QASP framework? OR is the Government requesting industry to set their own metrics for which a QASP will be developed?

The QASP is used to manage contractor performance assessment by ensuring that systematic quality assurance methods are utilized to validate that the contractor's quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP is developed by the government based on the contractor developed Quality Control Plan. The QASP is not incorporated into the contract.

N/A

47 Group C SOW 4.1.9

In the IDIQ SOW, Section 4.1.9 is missing. In the Draft RFP, this section was “Subject Matter Expertise.” Can the Government please clarify if this omission was intentional?

The removal of the SME was intentional; however, the SOW will be revised for numbering

48 RFP/Section L5.5

If the subcontractors agree to T&M rates equivalent to the Prime Contractor’s bid rates, do they still have to submit a sealed package to the Government?

The same level of detail shall be provided for the subs, if they are unwilling to provide directly to the offeror they may submit to the Contracting Officer

N/A

49 6a Please clarify the SOW references in Section 5.0.3 of RFP Attachment 6a (SOFM SOW)?

The SOFM SOW will be revised to correct the discrepancy in the references.

H92222-14-R-0019

50 5a The J8S Task Order identifies which position is the Task Lead. On the SORDAC and SOFM Task Orders, will the Government please clarify which positions align with the Task Lead position?

The SORDAC SOW Revision 1 will include revised language; the SOFM SOW Para. 3.2 states the Task Lead responsibilities are to be assumed by one of the positions identified in 6.0.

51 General Question

Will team partners be provided a DD254 to receive a TS Facility clearance, and will the prime be able to hold the clearances for team members while being processed?

The TS Facility Security Clearance is required to be held by the offeror. Questions about clearances for team partners should be referred DSS.

N/A

52 Group C SOW Is the Government aware that 4.2.4 and 4.3.5 in the IDIQ appear to be the exact same requirement? Is this intentional?

These are not the same requirement. N/A

53 N/A Paragraphs L 1.3.4 and L 1.4 state that offerors should not affix any labels to the CD-Rs or DVD-Rs used for submitting the proposal. It has always been our practice to print a compatible CD label and stick it directly on to the disk. We have done this with every proposal package we have submitted and the CD labels do not cause any problems in operability to the disk.

a. Please confirm that offerors are not permitted to attach a CD label to their proposal submission.

b. Please indicate how we should label the CD-R/DVD-R if a label is not permitted. Should we hand write the information on the disk?

c. Would it be acceptable to print directly onto a disk?

These instructions were provided by our Operations Security Office. Hand-written information or printed directly on the disk would be acceptable.

N/A

54 Page 13 IDIQ SOW, 10.7 “The Government Defense Industrial Security Clearance Office shall have and exercise full and complete control over granting, denying, withholding, or terminating security clearances for contractor employees.”

DISCO no longer exists as of (on or about) October 2012;

DISCO along with six other agencies consolidated under a DoD Central Adjudication Facility (DoD CAF). Please clarify?

Group C SOW Revision 1 removes reference to

DISCO.

H92222-14-R-0019

55 N/A Can a Services-Disabled Veteran-Owned Small Business submit a proposal for both Group C and Group B? Will they be eligible for award under both suites simultaneously?

Yes, a SDVOSB may submit a proposal for more than one Group; however, if the SDVOSB is the prime awardee under Group C they would be excluded from further competition under any of the other Groups. The prime and their subcontractors will be prohibited from future SOCOM contracts.

Please reference H.1. for additional information.

N/A

56 N/A Are there current incumbents on the Group C Task Order? If there are incumbents, by Task Order, are these contractors SDVOSB and thus eligible for an award under SWMS, Group C.

a. SORDAC?

b. SOFM?

c. Analytic and Technical Support for the J8-S?

Yes, these tasks are currently being performed under GBPS. None of the GBPS prime contractors are a SDVOSB.
