Financial Officer (CFO) is responsible for the preparation, submission, execution, and analysis of the USSOCOM budget; accomplishing the distribution of all funds coming into USSOCOM;

managing the USSOCOM Joint Resource Management Budget (JRMB) processes; and the financial management oversight of Special Forces (SOF) acquisition programs. This includes the preparation and submission of all acquisition-related budget products on behalf of the headquarters and components. The Procurement, Research, Development, Test, and Evaluation (RDT&E), and

Military Construction (MILCON) Budget Estimate Submissions (BES) and President's Budget (PB) documents are critical components of these budget products.

2.0 TASK PURPOSE AND OVERALL OBJECTIVE

2.0.1 The overall objective is to provide USSOCOM CFO and the SOFM Organization (currently four divisions) with general program and financial functional support, expert advice, analysis, and assistance in carrying out responsibilities for all phases of Planning, Programming, Budgeting and

Execution (PPBE) programs, research and analysis of accounting transactions, accounts control, systems support, reconciliation of contracts, and training.

2.0.2. The purpose of this SOW is twofold.

2.0.2.1 Establish and maintain cost-effective support providing continuous financial management expertise across the USSOCOM enterprise and SOFM organization and divisions. Support required includes accounting support, systems support, and various other financial management activities associated with two SOFM Divisions: Accounting Headquarters (AH) and Systems Integration

(MS).

2.0.2.2 Establish and maintain cost-effective support providing continuous financial expertise in the Special Programs Directorate (SOFM-S). The contractor shall also be responsible for assisting with ensuring USSOCOM Statement of Budgetary Resources (SBR) and Mission Critical Asset

Existence & Completeness (E&C) are auditable. USSOCOM also requires contractor support to prepare for a full financial statement audit as defined by Financial Improvement Audit Readiness

(FIAR) guidance. Specific support required includes funding management support for

USSOCOM’s Intelligence Programs, and classified funding portfolio and provides accounting support for these programs.

3.0 TASK ORDER MANAGEMENT:

3.1 Due to the size and complexity of this requirement the Government will require a single point of contact from the contractor, normally referred to as a Task Lead to ensure contractor support is received across all Directorates throughout the period of performance and allow for contractor flexibility and movement of personnel based on changing priorities. The Task Lead is considered Key Personnel in accordance with contract clause 5652.237-9001 and is expected to:

1. Be responsible for handling the day-to-day management and administration of project tasks.

2. Assign contractor staff responsibilities.

3. Supervise all contractor staff efforts.

4. Utilize, control and redirect available resources as necessary to complete tasks in accordance with scheduled milestones for deliverables and execution requirements, perform quality checks of all work products.

5. Interact continually with the Government Contracting Officer’s Representative (COR) and any appointed Contracting Officer Technical Representatives (COTR, or TR) to present interim results, discuss concerns, and ensure total product/service satisfaction.

3.2 The Team Lead responsibilities are to be assumed by one of the positions identified in

Section 6.0 of this SOW.

4.0 SPECIFIC REQUIREMENTS

4.0.1 Accounting Support

4.0.1.1 The contractor shall act as the focal point for all accounting actions and issues between

SORDAC Program offices, SORDAC-K, Joint Special Operations Unit (JSOU), and HQ

USSOCOM, Defense Financial Accounting Services (DFAS), and 6 th Air Mobility

Wing/Comptroller Squadron (6th AMW/CPTS). This support includes all accounting actions associated with conducting a formal Tri-Annual review within the Financial Management (FM)

Suite to perform document reconciliation for all expired year accounts IAW DFAS guidance.

Support shall include providing training on the Tri-Annual review process to customers with respect to GAFS/IAPS, reconciliation systems, Mechanization of Contract Administration Services

(MOCAS), Wide Area Workflow (WAWF), and other training as required; perform super module manager and Group Administration Management (GAM) roles. In addition, the contractor shall perform all actions associated with setting up new codes in Automated Business Services System

(ABSS), creating new flows, and establishing new accounts for WAWF.

4.0.1.2 The Contractor shall support the current process for updating Air Force (AF) financial systems with new accounting codes in order for the Business Financial Managers (BFMs) in the program offices to perform daily activities with respect to funds execution.

4.0.1.3 The Contractor shall research and analyze how the current SOFM accounting systems, SORDAC-K systems, and other DoD systems are currently configured and provide a plan to improve efficiency and accountability of dollars across the command using automation.

USSOCOM requires reports to be quickly generated and upon request for various reasons, however, it is the objective of the command to quickly account for dollars spent by organization, type of appropriations, type of funds, contract number, funds available, and funds disbursed without human interface. Currently, the Contracting Office receives funding documents by email or through the

ABSS systems; however, the funding information must be manually entered into the Contracting system. Additionally, the fund cites are tracked at a very low level in order to get fidelity usually down to the specific office and program level. Current problem is that the number of fund cites used across the Command continues to increase causing many issues at the Contracting and

Contractor level from an obligation and billing perspective.

4.0.2 Financial Management Systems Support and Financial Coding Support

4.0.2.1 Contractor support shall provide Subject Matter Experts (SMEs) to provide management, training, help desk support, and software maintenance support of all USSOCOM Financial

Management Systems managed by the Financial Management Systems Support team. The current systems include the Planning, Programming, Budgeting and Execution System – Management

Information System (PPBES-MIS), and USSOCOM Financial Information System (FIS) and interface with numerous other systems across USSOCOM and DoD in order to ensure timely and accurate POM, Budget, and Funds Execution products as well as visibility to all resource information invaluable to senior leaders in the decision making process. In addition, the contractor shall work with the government Lead Defense Travel Administrator providing training, required certifications, and signature card information ensuring proper implementation and maintenance of the Defense Travel System as defined by the procedures contained in Defense Travel Management

Office Guidelines/Instructions. This includes administration of the Tier 2 Helpdesk responding to

DTS issues.

The Contractor shall facilitate integration of all coding structures associated with new Service

Enterprise Resource Planning Systems (ERP’s) i.e. Defense Enterprise Accounting and

Management Systems (DEAMS), General Fund Enterprise Business Systems (GFEBS), Navy

Enterprise Resource Planning (ERP) and the planned DoD Electronic Funds Distribution (EFD)

System.

4.0.2.3 SMEs shall further provide analytical analysis of financial management systems, financial databases, other program databases that contain financial information in order to provide internal and external reports as required by DoD and USSOCOM Policy and Regulations. SMEs shall create systems requirements, new report forms and processes in order to easily generate reports as required. Additionally, the SMEs will provide systems update and testing support as new enterprise and local systems are upgraded. The SME shall provide a process and be responsible for all data identification, collection, definitions, and analysis; development, documentation and maintenance of all user requirements; identification and documentation of system deficiencies. This information will be used to support and recommend viable alternative Courses of Action (COA) for possible future USSOCOM resource management support tools, requirements for on-going financial systems development, and policy and process changes to improve personnel efficiencies in managing financial data. COA development will include active analysis of current tools being implemented at the DoD Enterprise level including participation in Business Transformation

Agency, DFAS, Services, Defense Agency Initiative, and USSOCOM Business Enterprise

Integration System (BEIS)/Financial Information System (FIS) and coordinating significant issues related to USSOCOM financial reporting.

4.0.2.4 The contractor shall develop, as required, test plans for the various financial systems. Prior to test initiation, the contractor shall report the nature and extent of the tests deemed necessary to provide a basis for evaluation of the financial systems and subsequent SOF modifications and changes. Once the test plan and data population has been accomplished, the contractor shall perform a functional test of the financial and other system changes. The contractor shall test subsequent system modifications to determine if "fixes" and enhancements were successfully accomplished and meet the requirements of the Financial Databases (FD). The contractor shall update the initial test report to document the results of these follow-on tests.

4.0.2.5 The Contractor shall analyze all current training plans and training material to support the existing Financial Management System and Financial Coding Training Plan. The approach shall include the details of the analysis to support any recommended changes and plan of action and milestones for completion of the overarching plan. The training plan will include information with respect to the types of recommended training, target audience, training delivery, training material and recommended frequency. This plan does not supersede the requirement to train all users on systems IAW current training process.

4.0.2.6 The contractor shall perform an analysis of all SOFM Financial Management Systems and provide a baseline overarching SOFM Financial Management Systems Configuration Plan. The analysis shall include recommend viable courses of action (COA) to improve USSOCOM’s resource management processes and IT support taking into consideration all areas of SOFM and each Division’s mission and interrelationship. Each recommended COA will provide complete details of what can be done within government capabilities or available commercially taking into consideration the DoD Business Management Modernization Program (BMMP) effort. COAs will also include information regarding amount of effort and time to implement including additional requirements for data mapping to DoD Business Enterprise Information System (BEIS) for new

Additionally, the contractor shall determine the structure of data going into the DCD/DCW, the standard data structure of the DCD/DCW databases, and the output structure. The contractor shall build and document the USSOCOM crosswalks from the legacy code contained in the legacy systems into the standard data structure contained in the DCD. This pertains only to those codes controlled by USSOCOM (i.e. Operations and Accounting (OA), Allotment Serial Number (ASN), Budget Activity Code (BPAC), AMSCO, Subhead, EOC, etc.)

either currently or in the future. This includes creating System Change Requests (SCR) to implement new USSOCOM requirements in the DCD/DCW and working with the developer to implement those SCR’s. The contractor shall monitor the implementation of non-USSOCOM

SCR’s for adverse impact on USSOCOM financial data and reports. The contractor shall assist (on-site as well as via other communications) the system developer to automate code management processes in the PPBES-MIS and/or the FIS and any other system utilized.
