# RFP Ref. Question/Comment Response Amend # 80 Attachment 1 SOW
Section 1.2
1.2 identifies seven Theater Special Operations Commands (TSOCs); three of which are in Germany and Korea, one in Hawaii, two in Florida, and one in Colorado. SOW Section 8.0, Place of Performance notes “MacDill AFB, FL, unless otherwise specified in the Task Order.” DD 254, Contract Security Classification Specification states “Additional performance locations, CONUS and OCONUS, will be required based on task order specific requirements.”
Question: Should pricing/rates be established with MacDill as the anticipated work site or should consideration be given for TSOCs or other locations serving as primary work locations? Is there an anticipation or historical precedent for work being performed elsewhere?
Place of performance for each task order is identified in the SOW. Offerors shall propose costs to perform in accordance with (IAW) each TO SOW. Future Requests for Task Order Proposals will identify place of performance.
N/A
81 5a SORDAC SOW There are two labor categories named "Principal Acquisition Specialist" in paragraphs 4.2 and 4.3. However, both have different years of experience requirements; 12 vs 10. In addition, there is only one listing of "Principal Acquisition Specialist" in the pricing spreadsheet and does not allow the pricing out of both of the Labor categories. Recommend the Government have both of the "Principal Acquisition Specialist" reflect the same years of experience.
SORDAC SOW Revision 1 will correct the discrepancy. 01
82 5a SORDAC SOW The solicitation states that individual personnel will be required to have security clearances up to a Top Secret Level Clearance.
However, no Security Clearance is listed for the Labor Categories in Paragraph 4 subtasks 1, 2 and 4. Request the Government list the appropriate level of Security Clearances required for these positions so that we can provide the right personnel.
SORDAC SOW Revision 1 will include the required level of security clearance for each position.
83 6a SOFM SOW The Minimum Skill Requirements identifies 3 FTEs as requiring Top Secret/SCI clearances. However, in Section 9.0 (Security) reads that there are 5 with TS/SCI clearances. Would the Government please clarify this discrepancy?
SOFM SOW Revision 1 will correct the discrepancy (3 FTEs require TS/SCI clearance).
84 6a SOFM SOW The solicitation states that individual personnel will be required to have security clearances up to a Top Secret Level Clearance.
However, no Security Clearance is listed in Section 6.0 for the Journeyman Financial Systems Analysts, Journeyman Budget Analysts, and Journeyman Systems Analysts Labor Categories.
Request the Government list the appropriate level of Security Clearances required so that we can provide the right personnel for these positions.
SOFM SOW Revision 1 will indicate which positions require TS/SCI clearance. IAW attachment 6b (SOFM DD254);
access to all USUSCOM facilities requires contractors to possess a minimum of a secret clearance.

Q&A #38
Without being able to hand deliver proposals, how will the Government provide verification to the contractor that its proposal was received on time?
Once received in the Command Mailroom; packages are entered into the system with a date and time received.
107 Question 38 What carriers are authorized to deliver to the USSOCOM mailroom other than U.S. Postal Service?
Discussion: The answer to question 38 states that proposals must be received at the mail room by the date and time specified. We wish to know FedEx and UPS deliver to USSOCOM mail room.
All mail for the Command; received through commercial carriers and the USPS, is screened at the Joint Mail Screening Facility prior to being delivered to the Command Mailroom.
108 RFP (original) The instructions state, “…Hand carried proposals WILL NOT be accepted.”
Does this preclude shipping by commercial carrier (e.g., FedEx?)
No N/A
H92222-14-R-0019
RFP L1.4
Is a proposal delivered via FedEx an acceptable delivery method? Please clarify what carriers will be able to gain access to the gate so that the proposal will be received in the mailroom.
Yes, as long as the proposal is received at the required location by the due date and time. USSOCOM does not have control over delays in gaining access to the base.
N/A
110 RFP L1.4 Proposal Submission
Does the Government have a preference of delivery method, for example, USPS vs. FedEx/UPS?
No. Proposals must be received at the required location by the due date and time.
111 RFP L1.4 Please define “Ensure necessary fill-ins and certifications in the provisions are accomplished”?
Section K in the RFP needs to be completed by the offeror, any other provisions that require offeror input need to be completed.
N/A

114 RFP L1.4 Can the bidder submit multiple CDs in the event that a CD is scratched during shipping and handling?
Yes, as long as they are received by the proposal due date. N/A
115 RFP L4.2 The Past Performance Information Sheets requirement the Government states, "The offeror shall submit a minimum of 3 and a maximum of 5 Past Performance Information (PPI) Sheets (Section J Attachment 8) with an emphasis on the prime offeror."
Will the Government define "emphasis?" As well as the number of PPI sheets that should be submitted by the offeror?
No. Offerors should provide past performance on those contracts considered to be most recent and relevant in demonstrating their ability to perform the requirements of the effort. A minimum of 3 and maximum of 5 Past Performance Information Sheets and a minimum of 3 and maximum of 5 Past Performance Questionnaires are required to be submitted.
N/A
116 RFP L4.3 When using personal experience as a past performance reference, will the Government clarify how the offeror should complete the Past Performance Questionnaires?
The offeror sends the questionnaire to their customer to complete.
N/A
117 RFP L6.2 L.6.2 currently states:
The offeror must possess, or acquire prior to award of the contract, a Top Secret Facility Clearance as accredited by the Defense Security Service (DSS) in accordance with the contract level Contract Security classification Specification (DD Form 254).
If the offeror does not currently possess a TS facility clearance, they shall submit evidence that demonstrates they will obtain a TS facility clearance prior to the anticipated award of 05 January 2015.
a) What does the Government consider as suitable evidence?
b) Would a letter from a Defense Security Service Industrial Security Representative stating that a facility inspection is scheduled be accepted as suitable evidence?
a) Evidence that the process has been initiated with DSS under another contract award to include status on the accreditation process;
b) It depends, the contractor needs to be able to provide cleared personnel to begin performance at the start of the task order.
This language will be updated in RFP Amendment 01.
H92222-14-R-0019
118 RFP L6.2 &
SORDAC 254 The IDIQ DD254 and the SORDAC STO DD254 require a TOP
SECRET Facility Clearance and the ability for SECRET Safeguarding. The RFP (L.6.2) states “Storage of information is not anticipated to be required at the contract level; however, the contractor shall meet all requirements of the Task Order level DD Form 254 requirements.” The SORDAC STO DD254 requires SECRET Safeguarding. The Contract level DD254 properly reflects this SECRET Safeguarding requirement. Requiring an offeror to possess the ability for SECRET Safeguarding prior to submission is often used with classified statements of work or perhaps, if the Government desires to maintain the option to provide classified information to support pre-award discussions and negotiations.
a) To be qualified to submit a bid, must an offeror currently possess the ability for SECRET Safeguarding?
b) If the offeror does not currently possess a Top Secret facility clearance with the ability for SECRET Safeguarding, must the offeror submit evidence that demonstrates they will obtain a TS facility clearance and SECRET Safeguarding prior to the anticipated award of 05 January 2015?
a) No;
b) The DD254 will be revised to remove the requirement for safeguarding; however, offerors must possess a TS facility clearance prior to award
N/A
119 RFP L6.5 OCI Will the Government provide a template table or further clarification as to what specific information it needs on current contracts from the Offeror and/or subcontractors?
No. Offerors are required to provide their OCI mitigation plan for any contracts they (or their subs) are currently performing for USSOCOM.
N/A
120 RFP L6.5 OCI Is the Government defining "current" contract as those that would still be in progress by the date of proposal submission, or by the estimated date of contract award? For example, if we have a USSOCOM contract that expires at the end of the fiscal year, 9/30/2014, it would not be an OCI issue since the SWMS contract is not estimated to begin until 2015, even though it is technically "current" at time of proposal submission.
The term Current Contracts refers to both contracts which would be in progress on the date of proposal submittal as well as contract award since contracts originally slated to end before contract award could be extended.
N/A
121 RFP M1.6.2 Will the Government define what "unacceptable risk" is for each task order?
Unacceptable risk would be any risk which would cause failure of the task order in regards to cost, schedule and/or performance.
N/A
122 RFP M1.8.2 "For the MPC, will data from historical task orders from GBPS be used as validation/comparison?
If the GBPS historical data is relevant, the government will consider it during the analysis.
N/A
123 RFP Section B Where does the Government want us to put Section B from the RFP? We recommend it go in Volume IV.
Discussion: The answer to Question 35 indicated that the Government wanted the contractor to complete Section B and send it in with its proposal. The current Section L does not specify where Section B is to go in our proposal response.
Section B should be completed as part of the conformed copy requested under Administrative Material (Contract Forms and Certifications).
N/A
124 RFP Section H.2. (c) Contractor agrees to enter into written agreements with all companies whose proprietary data it shall have access to and protect such data from unauthorized use or disclosure as long as it remains proprietary. The Contractor shall furnish to the Contracting Officer copies of these written agreements within 30 days.
Will the government provide a list of companies and company POCs for which written agreements covering Proprietary Information is required?
No, the awardee will comply with this requirement after contract award. Post award the necessary information will be provided.

H92222-14-R-0019
125 RFP Section I Procurement is under the services NAICs 541611. However, FAR 52.222-41 Service Contract Labor Standards is absent from this solicitation. Is it the Government’s intention to cite the clause only when applicable at the Task Order level? Please identify the applicable Area Wage Determination to be used for the pricing of the task orders.
52.222-41 is not applicable to this contract N/A
126 RFP Section I FAR Clauses 52.215-10, 52.215-11, 52.215-12 and 52.215-13
Section M1.8 FACTOR 3: Cost, and M1.8.4 directs that Offerors are not required to submit certified pricing for this acquisition unless the Contracting Officer determines that adequate price competition does not exist. Will the Prime and Subcontractor be required to provide Certified Pricing data for each task order during contract performance?
If adequate competition does not exist in response to the RFP, certified cost or pricing data will be required. As Group C is a single award, competition will not exist for future task orders. Unless an exception applies, certified cost or pricing data will be required. The threshold for obtaining certified cost or pricing data is $700,000.
N/A
127 SF 1408 For internal resource planning purposes, will the planned DCAA audits conducted to determine offerors adequacy of the accounting system be initiated prior to the submission due date of this solicitation (3 Sept 2014)?
Please refer to your cognizant DCAA office. N/A
128 SF 1408 For planning purposes, can the government provide a summary of the scope of the audit that USSOCOM has requested DCAA to conduct?
Will SOCOM personnel be in attendance during the audit?
Please refer to your cognizant DCAA office. N/A
129 SF 1408 We have missed the deadline for submitting Attachment 12- Modified SF 1408 Preaward Survey of Prospective Accounting System Checklist. Can offerors submit Attachment 12 along with their proposals on September 3rd?
Yes. N/A
130 Task Orders Out of the number of FTEs attributed to the SORDAC, J8-S, and SOFM Task Orders, will the Government please clarify how many FTEs will be based in Tampa?
Place of performance for each task order is identified in the
SOW.
N/A
131 RFP L.5.5 Will the government please provide sealed package instructions for subcontractors to submit their proprietary rates builds/data (package labeling, CD labeling, etc)?
Subcontractor packages should contain the same level of detail as required by the offeror. Submit to the same address using the same CD-R/DVD-R requirements.
N/A
132 RFP L5.3 Direct Labor Rates notes that “If any of the labor categories are to be performed by subcontractor(s), rates submitted must be identified by subcontractor.”
The precise distribution of labor categories to be performed by subcontractors is not always assured to specific subcontractors.
Some are promised no specific level of work, while others are only assured of attaining a percentage, subject to the discretion of the prime. Thus, must the proposal identify which specific labor categories subcontractor(s) will perform and provide a separate rate or can the prime merely note that subcontractor(s) will or may provide some (undefined) amount of services?
The SORDAC, SOFM and J8S requirements are actual task orders to be awarded and performed under Group C.
Proposals should include the proposed subs who will perform the work and their rates.
N/A
133 7a J8S SOW Section 2.5 and 4.0
Could USSOCOM please clarify the requirements for the Editor II.
When comparing the 2 sections they seem to contradict each other. 2.51 States they are to serve as the Portal/SharePoint Site Administrator and in Section 4.0 the Editor is to have experience in Journalism and SharePoint experience. These 2 items are not typical in any journalism candidate. Please clarify.
SharePoint administrator is an additional duty which the incumbent is doing currently. The journalism requirement is part of the work as an editor to be able to ensure the final published products are written appropriately.

SORDAC SOW Revision 1 will include any specific degree requirements.
135 5a SORDAC SOW No Degree is specified for the Contracting Specialist - PEO Maritime (Journeyman) labor category. Request the Government update the description to reflect the degree requirement to allow us to provide SOCOM with the right personnel.
SORDAC SOW Revision 1 will include any specific degree requirements.
136 5a SORDAC SOW No Degree is specified for the Mid Level Contracting Specialist (Journeyman) labor category. Request the Government update the description to reflect the degree requirement to allow us to provide SOCOM with the right personnel.
SORDAC SOW Revision 1 will include any specific degree requirements.
137 5a SORDAC SOW No Degree is specified for the Senior Acquisition Specialist (O&M) (Senior) labor category. Request the Government update the description to reflect the degree requirement to allow us to provide SOCOM with the right personnel.
SORDAC SOW Revision 1 will include any specific degree requirements.
138 6a SOFM SOW No Degree or years of experience are specified for the Journeyman Budget Analysts labor category. Request the Government update the description to reflect the degree requirement to allow us to provide SOCOM with the right personnel.
SOFM SOW Revision 1 will include any specific degree requirements.
139 6a SOFM SOW No Degree or years of experience are specified for the Journeyman Financial Systems Analysts labor category. Request the Government update the description to reflect the degree requirement to allow us to provide SOCOM with the right personnel.
SOFM SOW Revision 1 will include any specific degree requirements.
140 6a SOFM SOW No Degree or years of experience are specified for the Journeyman Systems Analysts labor category. Request the Government update the description to reflect the degree requirement to allow us to provide SOCOM with the right personnel.
SOFM SOW Revision 1 will include any specific degree requirements.
141 6a SOFM SOW No Degree or years of experience are specified for the Senior Level Budget/Finance/Analyst Task Lead Analysts labor category.
Request the Government update the description to reflect the degree requirement to allow us to provide SOCOM with the right personnel.
SOFM SOW Revision 1 will include any specific degree requirements.
142 Attachment 3 The level of effort estimated to be ordered during the term of this contract is man-hours of direct labor, including authorized subcontract labor, if any, as identified in the pricing matrix for each task order. The estimated composition of the total man-hours of direct labor by labor category is outlined in the pricing matrix for each task order for the period of performance reflected in each task order.
Are cost proposals to be submitted via Pricing Matrix provided?
Will a Pricing Matrix be provided for each task order?
Offeror's may use Attachment 3 if it follows their company's disclosed practices. Otherwise, they may submit the cost proposal in their company format. The provided template already includes tabs for each task order provided (SORDAC Support, SOFM, and J8-S). If submitted in their company format, the cost proposal must include pricing for all 3 task orders. Future Requests for Task Order Proposals will include proposal instructions.
N/A
143 Attachment 3 Any chance of reducing/eliminating the workbook and worksheet protection on Attachment 3? It makes it very difficult to work with and we believe will require multiple versions from the Government which might have the unintended consequence of evaluating contractors differently, which may have been the reason for the workbook protection in the first place.
Offeror's may use Attachment 3 if it follows their company's disclosed practices. Otherwise, they may submit the cost proposal in their company format.
N/A
H92222-14-R-0019
144 Attachment 3 Pricing Template Tab 2
RFP Section L5.4 Indirect Rates requires “If the rates are not based on a current FPRA, provide detailed build-up of the indirect rates (i.e., listing of all pool expenses and base utilized) and basis for increases (i.e., escalation/de-escalation) by CFY. The indirect rates included on Tab 2 will be used to populate the total price on Tabs 3-5.”
Question: Tab 2 does not provide for a detailed build-up of the indirect rates, it merely provides for listing those rates/percentages. In what form are the build-ups to be provided (e.g. separate cost volume write up, spreadsheet, etc.)? For the Cost Proposal, is the government expecting just the Attachment 3? Or are they expecting additional documentation and/or a write-up?
Offeror's may use Attachment 3 if it follows their company's disclosed practices. Otherwise, they may submit the cost proposal in their company format. Whether using the template or their own format, offerors should include sufficient detail to allow the Government to evaluate their proposal in accordance with Section L.5. For example, narratives should be included that clearly explain the offeror's methodology to the development of the direct labor rates and indirect rates, basis for the proposed hours, and detailed explanation of the company's compensation packages.

145 Attachment 3 Pricing Template, Tabs 3-5
The Labor Categories in Column C do not express the exact wording of the Labor Category/Experience Levels of FTEs as shown in the respective SOWs (Section 4 in J-8 and SORDAC and Section 6 in SOFM). Would the Government please release an Attachment 3 that exactly describes the LCAT/Experience Level required in each SOW that matches the wording in the respective SOW.? This will eliminate use of LCAT/Experience levels other than the Government Requires.
The categories listed in Attachment 3 correlate to the labor categories identified in the task order SOWs. It is expected that offerors use the LCATs provided (Ref Section L for mapping company categories to the LCATs provided).
146 Attachment 3, Tabs 3-
The formula for Prime burdening of subs applies Material Handling/Subcontractor OH and Full G&A to the subs costs. We do not burden in that manner, and we believe that is not a standard practice in industry. Would the Government release an Attachment 3 that allows a G&A that is different for Subs than for G&A on our Prime Labor. We need a template that only applies G&A to our Subs (no Material Handling), and it is an amount other than the G&A we apply on our own Prime labor.
Offeror's may use Attachment 3 if it follows their company's disclosed practices. Otherwise, they may submit the cost proposal in their company format. Section L will be updated.

147 Exhibit A RFP, CLIN 0002 Data – Not Separately Priced. Delivering data as required by Exhibit A, DD 1423, CDRL … shall not be priced separately. Exhibit A, DD 1423, CDRL (and shall not be priced separately).

PRICE: $_________
o CLIN 0002 – Task Order Assessment, SOW 6.2, EST. TOTAL
PRICE: $_________
If not priced separately, then how should these CDRLs be priced?
Should they be priced as a separate cost, or not at all?
CLIN 0002 is Not Separately Priced; offerors shall not separately price this CLIN.

148 RFP L5.3. Direct Labor Rates - notes that “offeror, and any subcontractors proposed shall submit detailed substantiation for all direct labor rates for which there is no available Forward Pricing Rate Agreement (FPRA).” Additionally, RFP Section L5.5 Subcontractors - notes “If subcontractors are being proposed, Offeror will provide the same level of detail requested of the prime for all proposed direct labor and indirect rates by completing Attachment 3.” However, “If the subcontractor(s) object to providing that level of detail due to proprietary data, the Prime may include the agreed to FFP and/or T&M fully loaded subcontractor rates on Tabs 3-5.”
Question: Must the offeror (Prime) and all of the offeror’s subcontractors submit rates? Thus requiring the offeror to either submit Attachment 3 with offeror rates and each subcontractor submitting Attachment 3 with their individual rates? Or can the offeror submit one set of rates (applicable to the offeror and all of its subcontractors) for the entire proposal, as agreed upon between the offeror and its subcontractors?
The proposal submitted by the prime must include all prime and subcontractor rates.
N/A
149 RFP L5 Page 22 of the RFP identifies the IDIQ Program Manager as Key.
How is the Program Manager to be charged, since there is no labor grade in Attachment 3 to cover those costs?
It is expected that IDIQ level personnel would be an indirect cost, if this is inconsistent with the offerors accounting practices, offerors shall include as a direct cost and provide basis of estimate.
N/A
150 RFP L-5 VOLUME III,
PROPOSAL COST
(FACTOR 3)
“Submit a Cost proposal IAW the following: These instructions shall be used for generating the required rates including an explanation of the method of cost buildup and method used in applying indirect rates, and fee. Offeror should propose their labor pricing based on the provided definitions for the Labor Category (Statement of Work). Proposed rates should be based on the contractor’s fiscal year (CFY) in accordance with their disclosed accounting practices and define that period in the cost proposal.”
Question: The Group C SOW does not reflect precise labor categories; nor are they identified or called out on the Pricing Template, Atch 3. Does this refer solely to the SOWs for the three Task Orders? Are there any additional labor categories that require proposal submission (e.g. Program Manager, etc.)? Thus is the only pricing provided just that which is called for per the Task Orders in Attachment 3?
It is expected that IDIQ level personnel would be an indirect cost, if this is inconsistent with the offerors accounting practices, offerors shall include as a direct cost and provide basis of estimate.

151 RFP page 45-46, Factor 3 Evaluation Criteria
The MPC may differ from the proposed cost and will reflect the Government’s best estimate of the cost of any contract that is most likely to result from the offeror’s proposal. How many hours per FTE will be used in determining most probable cost?
The Government calculates an FTE as 1880 productive hours (assumes 10 Federal Holidays, 2 weeks vacation, 1 week sick leave). Offerors should propose hours based on their disclosed practices for calculating a man-year.
Analysis of the proposed hours and supporting rationale for differences will be used in development of the MPC.

152 RFP, page 40, Volume III Proposal Cost (Factor 3)
Offerors are advised that Attachment 3, Tabs 3-5 are to be used to price your technical approach to provided task orders. Is the Attachment 3 Excel file the only file required for Volume III?
Offerors should include sufficient detail to allow the Government to evaluate their proposal in accordance with Section L.5. For example, narratives should be included that clearly explain the offeror's methodology to the development of the direct labor rates and indirect rates, basis for the proposed hours, and detailed explanation of the company's compensation packages.

153 RFP, page 40, Volume III Proposal Cost (Factor 3)
Offerors are advised that Attachment 3, Tabs 3-5 are to be used to price your technical approach to provided task orders.
Pricing contained in these 3 tabs is limited to labor categories for these 3 task orders. For future task orders will other labor categories be available to bid similar to the examples provided in the PreRFP?
The government has determined that the labor categories identified in the 3 task orders provided represent the majority of the labor categories that would be required under Group C. Future task orders may require additional labor categories than what are identified in this RFP. All labor categories will be within the general scope provided in Attachment 1 Group C SOW.

154 Attachment 3 Can the government please confirm that offerors are to use the travel plugs listed? If so, are offerors to assume the yellow highlighted fillable travel cells are for approximate travel cost by CFY and when combined total the travel plug for that period?
The government has provided the estimated travel for the task orders provided. If using the template, the offeror's indirect rates will be applied. If using their own format, offeror's will use the travel plug number provided and apply their indirect rates.
155 1 SOW Section 9.0 Travel - specified in task order. RFP Section L5.3 Direct Labor Rates - Travel and Other Direct Costs required to execute shall be identified separately within the Task Order Pricing.
Question: Are travel and ODC costs to be included in cost proposals? If so, based on what requirements?
The government has provided the estimated travel for the task orders provided. The offeror's proposed indirect rates will be applied. Fixed Fee will not be applied to the travel costs. Future Requests for Task Order Proposals will identify any travel requirements. If additional ODCs are proposed, offerors must provide detailed rationale for the proposed ODCs.

156 RFP Can you tell me if a subcontractor on the SWMS Group C RFP effort has to also have a Facility Clearance? It is not addressed in the solicitation. Will a CAGE code be required for such a subcontractor?
The requirement for a TS facility clearance is for the prime contractor.

41 RFP M1.6.2 Does the Government intend that a Task Order’s Basis of Estimate (BOE) be submitted as part of the Task Order Management Proposal (TOMP), and therefore count against the TOMP’s 10 page limit? Or alternatively, are BOEs to be submitted as part of the Cost Volume?
8/21 Update: Any BOE will be part of the Cost Volume. 01
60 RFP M1.6.2 Section M, paragraph M.1.6.2 states that the government will evaluate how well offeror’s “Basis of Estimate demonstrates an understanding of the requirement and the resources required” to manage and execute each task order. However, we did not find an associated paragraph in Section L that specifies the required content of the Basis of Estimate (BOE) for each Task Order Management Plan (TOMP).
a) Please clarify what elements the government expects to see in the BOE. For example, may we use the elements in clause H-4, paragraph (d)(1-3) as the basis for our BOE?
b) Also, to allow us to sufficiently demonstrate our Sample Task Order BOEs, we request that the government exclude the BOEs from the 10-page limit for each TOMP.
8/21 Update: Any BOE will be part of the Cost Volume. 01
63 RFP & Pricing Template
Where is the maximum allowable fee proposed as there is no place to indicate it? In Attachment 3 we identify our fee for the three task orders.
8/21 Update: The requirement to propose a max fee for future task orders will be removed
