Statement of Work (SOW) 20 August 2014 Revision 1

1.0 SCOPE

1.1 Background. USSOCOM’s J8-S Division provides a wide range of analytical products to

United States Special Operations Command (USSOCOM) directorates, centers, component commands, and Theater Special Operations Commands (TSOCs). The mission of the USSOCOM J8-S is to assist USSOCOM senior leaders with complex problems. This assistance utilizes disciplined and structured techniques to provide independent analysis and studies that inform decision makers, and enable the presentation of clear, concise, and credible defense of those decisions to external audiences.

1.2 Objective. The overall purpose of this task is to provide the J8-S with technical support in the areas of software development, maintenance of networks and databases employing simulations and analytic models, subject matter expertise, and Operations Research Systems Analysis (ORSA) expertise required to support the government’s mission. The J8-S continues to be called upon to provide high quality, defendable analysis to inform key decisions made by leaders at the highest level. To support this wide range of requirements, the J8-S must have a contractor capability that includes SOF subject matter experts (SMEs), programmers, database analysts, and senior ORSAs with knowledge of a wide variety of analytic tools, techniques, and understanding of how to integrate the technical support required to ensure the command’s analysis requirements are met.
