# RFP Ref. Question/Comment Response Amend # 166 subk In the Subcontractor’s sealed package do they need to show the buildup of all labor rates for all Task Orders, or only for the positions we are allocating to them in a particular Task Order?
Only the positions the prime is proposing be performed by the subcontractor

167 SORDAC TO Would the government please confirm the start date for Subtask 2 of the SORDAC task order? The RFP (L.2.4.2.1) states a start date of July 18, 2015, which is a Saturday, but the SORDAC SOW (Section 3.2) states a start date of July 19, 2015, which is a Sunday.
The current task order ends 18 July 2015. Subtask 2 personnel will be expected to begin performance on 20 Jul 2015 (Monday). Amendment 0002 updates the date.
168 Atch 9 How does the Government want to bidders to use Attachment 9 PPQ as a personal reference? The form is very much geared to a specific contract and not to personal past performance of an individual. Are we allowed to make changes to the form so it fits a personal reference or can we not use the form and just submit a formal letter of reference? Please clarify
The Government is not looking for personal past performance of an individual.

169 General The last round of questions refers to Amendment 002 to be released.
Pending the actual release of the Amendment would the government please consider allowing the bidder 10 calendar days after the release for the bids to be due? This ensures the bidders have time to make changes to their proposal if necessary.
The due date is 10 September 2014 N/A
170 RFP H.3. (f) Contractor shall, at its own expense, be responsible for obtaining any and all licenses, certifications, authorizations, approvals, and permits, and for complying with any applicable Federal, national, state, and municipal laws, codes, and regulations, and any applicable foreign work permits, authorizations, and/or visas in connection with the performance of any applicable task order Is there any historical data available as it relates to these expenses? Should these be included in estimated costs?
The items identified are representative of business expenses necessary for performance of any contract. SOCOM has no historical data available. All anticipated expenses should be included in your proposed cost.

171 L4.3 & L4.5 Given the apparent contradiction below, is it safe to assume that having the subs complete a sealed package with only attachment 3 will be compliant?
a. L4.3 “The offeror, and any subcontractors proposed, shall submit detailed substantiation for all direct labor rates for which there is no available
FPRA”
b. L4.5 “. If subcontractors are being proposed, the Offeror will provide the same level of detail requested of the prime for all proposed direct labor hours and direct labor and indirect rates by completing Attachment 3.”
Amendment 0002 includes revised language to clarify. 02
172 Amend 02 When will Amendment 0002 be posted? Discussion: In the response to Question 161 posted on August 28, there is a reference to a second amendment, Amendment 0002. The date of the amendment is needed to complete the Acknowledgement of Amendments in Section 14 of SF 33.
The amendment will be posted to FBO once final reviews are accomplished.

173 Page Count Question: Will the Government allow offerors to include the Quality Control Plan (QCP) as an addendum to Volume 1? Discussion: L.2.3.h says “Describe your plan for quality control and furnish a quality control plan (QCP).” (emphasis added). It goes on to say the QCP is part of the page count and will be incorporated into the resultant contract. Inasmuch as QCPs can run 30-50 pages and Sub-factor 1 is limited to 44 pages, will the Government allow offerors to include the QCP as a separate document?
The QCP is included in the Sub-factor 1 page count; the government does not desire a 30-50 page QCP. The government is looking for a concise to the point quality control plan that addresses the items identified in L2.3.h.

174 Atch 3 Does the Government wish offerors to protect (password) the pricing template (RFP Attachment 3) that is required to be submitted with the proposal?
No. N/A
