About this file
This file is a FAR 52.212-2 Evaluation document for a Contracted Residential Services solicitation (36C24425Q0887) issued by the Wilmington Veterans Affairs Medical Center (WVAMC) for the Health Care for Homeless Veterans (HCHV) Program in Southern New Jersey. The solicitation seeks a contractor to provide supportive emergency housing services for homeless veterans in Atlantic or Cumberland County, with a focus on removing veterans from unsuitable living conditions and placing them in community-based residential environments.
The evaluation will assess three key factors in descending order of importance: Technical Capability, Past Performance, and Price. Technical Capability requirements include demonstrating facility location, floor plans, emergency bed capacity, case management practices, staffing, safety protocols, meal plans, and veteran support services. Offerors must provide three references for similar HCHV services completed within the past three years, and submit detailed documentation including licenses, permits, and certifications. The government will conduct a comparative evaluation process and reserves the right to select a quote that provides the best overall benefit, not necessarily the lowest price.
