Project Title: ICD-705 Compliant Trailers

Contracting Organization: AFTC/PZIA (Arnold)

Applicable NAICS Code: 541330 – Engineering Services

Applicable PSC Code: 5410 – Prefabricated and Portable Building

Acquisition Authority: 10 U.S.C. § 4022 Other Transaction Authority (OTA)

Offerors may recommend alternative NAICS and PSC for consideration.

1.0 Introduction and Purpose

The Arnold Engineering Development Complex (AEDC) is seeking innovative whitepapers from members of the AEDC Velocity Alliance Consortium and industry partners via SAM.gov to design, procure, site, install, integrate, and accredit temporary secure working areas (TSWAs).

2.0 Project Scope and Key Objectives

The project's key objectives are organized into structured phases to transition from feasibility and business process validation to physical execution and accreditation.

• Design & Feasibility Phase (Base Effort): Performers will conduct a business process validation to define the total physical footprint needed for two (2) OEMs in secure, separated spaces. Performers will demonstrate the feasibility of the proposed configuration, utility routing, and initial TEMPEST compliance strategy, culminating in a complete and approved design package (including fabrication plans and site preparation drawings) that meets

Preliminary Design Review (PDR) and Critical Design Review (CDR) expectations.

• Procurement & Execution Phase (Optional Effort): Upon successful completion and approval of the design, and subject to the availability of funds, the Government may exercise options to procure, deliver, site, install, integrate utilities for, and obtain full accreditation for the trailers/prefabricated facilities.

3.0 Instructions for Performer's Response

3.1 Technical Competency

Performers must submit a Technical Capability Statement within their Whitepaper that details their ability to execute this project. Performers will be evaluated on their demonstrated capability, rather than submitting final designs. The Whitepaper must address the following technical criteria:

1. ICD-705 and TEMPEST Design Expertise: Demonstrated capability to design, construct, and secure accreditation for facilities meeting ICD-705 compliance and full TEMPEST certification standards.

2. Soundproofing Engineering: Demonstrated experience or capability to meet a Sound

Transmission Class (STC) rating of STC-55 within the integrated conference rooms.

3. Utility and Systems Integration: Capability to site and integrate complex utilities (including high-reliability power, fiber-optic network cabling, and HVAC systems) into prefabricated structures, specifically within an existing facility environment (Building B876).

4. Cybersecurity Compliance: Demonstrated capability to integrate automated information systems and encryption/cryptologic devices in strict compliance with current Department of

War (DoW) information assurance, cybersecurity, and Risk Management Framework (RMF) certification standards, as well as National Security Agency (NSA) guidelines.

5. Quality Control and Project Management: Proven approach to managing complex schedules, minimizing disruptions to ongoing facility operations (including executing utility/network outages in coordination with the Government), and delivering a robust

Quality Control Plan (QCP).

3.2 Intellectual Property (IP) & Data Rights

The Government intends to negotiate Unlimited Data Rights to all technical data, drawings, software, code, and programming produced in performance of this effort. All whitepaper submissions must reference "Article: Intellectual Property Rights in accordance with part 3 of the AEDC Velocity

Consortium Request for Whitepaper." Performers must provide a formal, written confirmation in their submission stating that they agree to the Government's IP and data rights expectations, or explicitly state and justify any proposed assertions of restricted data rights.

3.3 10 U.S.C. 4022(d) Appropriate Use of Authority

To be eligible for award of an Other Transaction (OT) Agreement under 10 U.S.C. § 4022, the

Performer must meet at least one of the following conditions:

(1) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.

(2) All significant participants in the transaction other than the Federal Government are small businesses (including small businesses participating in a program described under section 9 of the

Small Business Act (15 U.S.C. 638)) or nontraditional defense contractors.

(3) At least one-third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.

(4) The senior procurement executive for the agency determines in writing that exceptional circumstances justify the use of a transaction that would otherwise not be feasible or appropriate.

Note 1: "Nontraditional Defense Contractor" (NDC) is defined in 10 U.S.C. § 3014 as an entity that is not currently performing and has not performed, for at least the one-year period preceding the solicitation of sources by the Department of Defense for the procurement or transaction, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to section 1502 of title 41 and the regulations implementing such section.

Note 2: "Significant extent" participation is determined based on factors including, but not limited to, the technical contribution, critical technologies developed, risk shared, or other factors that show the entity’s participation is vital to the success of the prototype project.

Note 3: Small business is defined under section 3 of the Small Business Act (15 U.S.C. 632).

Performers MUST explicitly state in their Whitepaper which of the above criteria they satisfy and provide detailed supporting documentation (e.g., description of the significant participant’s role and contribution, or cost-sharing plan) to justify their eligibility.

3.4 Pricing and Schedule

Performers must structure their pricing and schedule response into two distinct parts:

• Base Milestones (Design & Feasibility): Performers must provide a firm-fixed-price proposal and a detailed schedule for Milestones 1 through 5.

• Unpriced Options (Procurement & Execution): For Milestones 6 through 9, Performers are not required to provide firm-fixed-price milestones at this stage. However, Performers are required to provide a Rough Order of Magnitude (ROM) cost estimate and an estimated execution schedule to support the Government's planning.

3.5 Cybersecurity and CMMC Compliance

Performers must comply with all Department of Defense cybersecurity and information assurance requirements. All VAC whitepaper submissions must reference "Article: Cybersecurity

Requirements (CUI and CMMC)," while SAM.gov submissions must provide evidence of CMMC

Level 2 compliance. Compliance with these cybersecurity and RMF standards must flow down to all subcontractors and team partners. Ensuring complete subcontractor compliance is the sole responsibility of the prime Performer.

4.0 Evaluation Details

The Government will evaluate the Performer's response using a multi-step evaluation process based on the following criteria:

4.1 Compliance Screen

The Government will conduct an initial compliance check to verify:

(A) Completeness of the submission, including all required technical and pricing/schedule components.

(B) Verification that the Performer meets the statutory requirements of 10 U.S.C. § 4022(d) as detailed in Section 3.3.

Submissions that do not meet these threshold requirements may be excluded from further evaluation.

4.2 Technical Evaluation

The Government will evaluate the Performer's capability to execute the project based on the following evaluation factors, which are of equal importance:

(A) Technical Competency: The degree to which the Performer demonstrates the required technical capabilities, experience, and understanding of the project's complex technical requirements based on documented past experience. This evaluation focuses strictly on the Performer's historical capability to execute similar efforts, as the Government is evaluating the capability to perform and is NOT requesting or evaluating active prototype designs within the Whitepaper submission. Key areas of past experience evaluated include:

1. Designing and building to ICD-705 standards and securing TEMPEST certification.

2. Achieving STC-55 soundproofing ratings in conference rooms.

3. Site planning, design, and utility integration within an existing facility.

4. Integration of automated information systems and cybersecurity compliance under RMF.

5. Developing and maintaining a robust Quality Control Plan (QCP).

(B) Schedule and Feasibility: The adequacy and realism of the proposed execution schedule, and the

Performer's planned approach to minimize disruptions to ongoing operations (e.g., managing utility/network outages).

4.3 Price and Business Evaluation

(A) Base Milestones (Design & Validation): The Government will evaluate the realism and reasonableness of the proposed firm-fixed-price milestones.

(B) Unpriced Options (Procurement & Execution): The Government will evaluate the realism and reasonableness of the Rough Order of Magnitude (ROM) and the estimated schedule for the optional milestones.

(C) Intellectual Property and Data Rights: The Government will evaluate any proposed assertions of restricted data rights. Performers that agree to the Government's intent to negotiate Unlimited Data

Rights will be evaluated more favorably.
