About this opportunity

The facility must fully comply with Intelligence Community Directive (ICD) 705, Intelligence Community Standard (ICS) 705, and Committee on National Security Systems Advisory Memorandum (CNSSAM) TEMPEST requirements. Potential respondents can include developers, property owners, property managers, contractors, teams, consortiums, and joint ventures capable of leasing, operating, building-out, managing, financing, permitting, planning, repairing, protecting, and maintaining the secure space. The RFI serves as a market research tool to determine availability and adequacy of potential business sources prior to issuing a formal Solicitation for Offers. Responses are due by February 14, 2024, with the Navy anticipating a solicitation within 60-90 days.

The contract opportunity does not have a specific set-aside designation and will be classified under the NAICS category 5311 (Lessors of Real Estate) and PSC category X1AA (Lease/Rental of Office Buildings). The Navy requires a full-service lease that includes comprehensive amenities such as janitorial services, electric, water, sanitary sewer, and other necessary utilities. While specific award values are not disclosed in the pre-solicitation notice, the requirement is for a one-year firm term lease with nine potential option years. The Navy may consider non-contiguous spaces to accommodate the requirement and is seeking vendors with demonstrated capability to meet stringent security standards. Interested parties are instructed to reference the project number 'N40080RFI24RP00048' in all correspondence and responses to this market research initiative.
