About this opportunity
The Utah Army National Guard (151 MSG/MSC) seeks installation of an HVAC system upgrade for Building 302 Intelligence Operations Floor at Roland R. Wright Air National Guard Base in Salt Lake City, with sealed bids due August 27, 2026. This is a total small business set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of no more than $19 million.
Place of performance is Salt Lake City, Utah. The scope includes installation of a new nominal 10- or 15-ton ducted split heat pump system serving the bullpen and two interior rooms, a new energy recovery ventilator (ERV), retention and rebalancing of existing AHU-1 to serve three exterior rooms, and demolition of an existing 7.5-ton rooftop unit and two out-of-service computer room AC units with associated roof work. All work occurs within an accredited ICD 705 Sensitive Compartmented Information Facility, requiring strict compliance with perimeter penetration minimization, acoustic protection (STC 45 or STC 50), single-point electrical entry, and decommissioning of abandoned equipment. Performance must be completed within 180 calendar days from Notice to Proceed, with work scheduled between September 30 and December 29, 2026, and limited to 0600–1630 Monday through Thursday, minimizing HVAC disruptions to four working days.
Offerors must submit independent quotes for one or both tonnage options (CLIN 0001 for 10-ton or CLIN 0002 for 15-ton systems); only one option will be awarded. Award will be made using Lowest Price Technically Acceptable (LPTA) source selection, with proposals evaluated separately by tonnage and ranked within the same category. A bid guarantee equal to 20 percent of bid price and performance and payment bonds within 10 calendar days of award are required.
All contractor personnel requiring facility access must be U.S. citizens with appropriate security clearance, AT Level 1 training completion within 30 days, background checks, and base badging. A formal site visit is scheduled for August 6, 2026, 9:00 AM–11:00 AM MST, with pre-registration required three business days prior. Amendment 0001 (effective August 13) extended the due date from August 20 and incorporated technical attachments, Q&A responses, and DFARS clauses including Buy American Act and covered defense telecommunications requirements.
