About this opportunity

The Military Sealift Command (MSC) within the Department of the Navy is seeking contractors to provide maintenance and servicing for an installed and accredited Sensitive Compartmented Information Facility (SCIF) Intrusion Detection System at MSC Headquarters in Norfolk, Virginia. The procurement covers comprehensive maintenance of a UL-2050 certified security system including an automated access control system with four SAC pads, motion detectors, balanced magnetic switches, CCTV equipment, and related security infrastructure. Contractors must provide personnel with SECRET security clearance, ensure 4-hour repair response times, conduct annual inspections and system operational tests, and provide annual training services. The contract will be awarded to the lowest-priced technically acceptable quoter under solicitation number N3220525Q2170. The solicitation was originally posted on May 7, 2025, with quotes due by July 23, 2025, at 12:00 PM Eastern Daylight Time, and submissions must be made via email to specified government contacts.

This opportunity is not set aside for small businesses and appears to be structured as a sole-source procurement favoring LENEL Software System, which has been the incumbent system provider since October 2021. The contract structure includes a base period from October 1, 2025, to September 30, 2030, consisting of one base year and four one-year option periods, plus an additional six-month option period. The maintenance work will be performed at the MSC SCIF facility located in Building SP-64 in Norfolk, Virginia, covering approximately 1,500 gross square feet of secure space that includes employee workstations, conference room, network space, and office areas. The procurement is justified based on standardization requirements and the critical need to maintain the facility's SCIF NV-17-026 physical accreditation, with the system expected to remain in operation until the SCIF is decommissioned in 2029. Government documentation indicates this is structured as a firm-fixed price purchase order with the contractor responsible for maintaining system continuity and technical security standards throughout the contract period.
