About this opportunity
The Military Sealift Command (MSC) is seeking a contractor to provide maintenance services for a Sensitive Compartmented Information Facility (SCIF) Intrusion Detection System (IDS) located at their headquarters in Norfolk, VA. The solicitation requires servicing an installed and accredited IDS that meets Underwriters Laboratories (UL-2050) standards, specifically supporting an Access Control System with comprehensive security protocols. Contractors must have personnel with Secret security clearance and be capable of performing quarterly and annual system checks, maintaining component tamper protection, and providing two-factor authentication access control. The government will evaluate quotes based on technical capability and lowest price, with particular emphasis on compliance with security system specifications and environmental regulations. Quotes are due by May 27, 2025, at 12:00 PM Eastern Standard Time, with submissions required via email to specified Navy contract representatives.
The contract is not set aside for any specific business category, though small businesses are eligible to compete. The base contract period runs from October 1, 2025, to September 30, 2026, with four additional one-year option periods potentially extending the contract through September 30, 2030. The place of performance is Norfolk, VA 23511, and the scope involves maintaining one CCTV camera, multiple motion detectors, and access control components within the SCIF. Contractors must provide a 4-hour repair response time and conduct annual operator training. While specific award value is not explicitly stated, the contract involves firm-fixed pricing for maintaining the security system, with potential financial penalties for non-compliance. The solicitation indicates the system uses LENEL Software and Bosch Control Panels, suggesting potential compatibility requirements for interested contractors.
