Instructions: In accordance with (IAW) Section L, Attachment 2, SRD for Acquisition of LAS Aircraft, and Section L, Attachment 4, SOO for LAS Aircraft and GTDs, the offeror shall price (Column C) the aircraft quantity ranges provided in (Column B) for each ordering period defined in B040. Aircraft pricing shall be calculated per quantity ordered by customer in accordance with the applicable pricing quantity range. For example, an order for 10 aircraft will fall in the 9-12 pricing quantity range and shall be 10 X $ = $$$. This CLIN is FFP. The maximum order quantity (Column E) is to be proposed by the contractor IAW FAR 52.216-19, Order Limitations (b)(3). Offeror is to also propose maximum monthly production capacity in Column E (i.e., 2 or 4 or 6 or 8, etc). Example: Assume DO is for 20 aircraft. The USG will not exceed the offeror's maximum monthly production capacity (Column E) during an ordering period; however, the USG reserves the right to request delivery to be between 0 and the maximum monthly production capacity proposed in Column E to fulfill the DO requirements. Offeror shall price all aircraft to complete and perform the standard LAS combat mission IAW with Section L, Attachment 2, SRD for Acq of LAS Aircraft, paragraph 2.3.2. In addition, the offeror shall complete Section J, Attachment 31, Delivered Aircraft Configuration list, as described in Section L, paragraph 4.3.1, Contractor LAS Aircraft Statement of Work (SOW). Each delivery order or modification to an existing order is a new and separate order quantity, therefore, orders placed in any single ordering period for pricing purpose shall not be considered cumulative. Offeror shall propose initial aircraft delivery (Column D) in Months After Receipt of Order (ARO) not to exceed 18 months for delivery of the first aircraft. The VIQ pricing proposed herein shall be inclusive of the LAS aircraft as described in the LAS Aircraft SRD, Section L, Attachment 2, and Contractor proposed LAS Aircraft Specification (Section J, Attachment 1 and Section J, Attachment 5, SOW for LAS Aircraft) and Section J, Attachment 31, Delivered Aircraft Configuration List to complete and perform the standard LAS combat mission. (Long Lead Per Quantity Range Per Base)

Instructions: IAW Section L, Attachment 7, PWS for CONUS Stationed Aircraft LAS Interim ICS, the offeror shall propose ICS CONUS Long Lead in lots parallel to the aircraft quantity ranges (Column B). As required to support paragraph 1.2.2 and 2.14 of Attachment 7, the offeror shall price ICS Long Lead (Column C) for each FY ordering period in the stated quantity ranges. Offeror shall propose the number of months lead time required (Column D) to accomplish CONUS ICS long lead.

ICS Long Lead includes support equipment and spares that have lead times greater than 12 months and cannot be included in the FFP ICS because of the production and delivery lead time required. Long lead items will be ordered to parallel total fleet aircraft quantity. An order for additional aircraft may not result in an order for long lead items if the number of cumulative aircraft has not exceeded the previously ordered long lead quantity range. Contractor should only propose prices for the number of aircraft represented in each quantity range (i.e. Qty Range 1-4 represents 4 aircraft; Qty Range 5-8 represents 4 aircraft; Qty Range 9-12 represents 4 aircraft; etc.)

EXAMPLE 1: 8 aircraft purchased (2 in FY11, 4 in FY12, and 2 in FY13) Step 1: Initial Order 0001 (FY11) = 2 aircraft = one long lead lot from Qty Range 1-4 aircraft Award lot price from CLIN 1102, Qty Range (1-4 aircraft).

Step 2: Mod 000101 (FY12) = 4 additional aircraft = one long lead lot from Qty Range 5-8 aircraft Award lot price from CLIN 1202, Cumulative Aircraft Qty Range (5-8 aircraft).

Step 3: Mod 000102 (FY13) = 2 additional aircraft = no additional long lead lot required No additional long lead award since the cumulative # of aircraft does NOT exceed 8.

EXAMPLE 2: 6 aircraft purchased in FY11 Step 1: Initial Order 0001 (FY11) = 6 aircraft = one long lead lot from Qty Range 1-4 aircraft PLUS one long lead lot from Qty Range 5-8 aircraftA Add together lot price for CLIN 1102, Qty Range (1-4 aircraft) PLUS lot price for CLIN 1102, Cumulative Aircraft Qty Range (5-8 aircraft) to get the total award price for Initial Order 0001.

Offeror shall provide paragraph numbers (Contractor PWS paragraphs ______________) which will be incorporated into CLIN descriptive data describing tasks and items covered by this CLIN. Offeror shall deliver ICS CONUS to align with the ordered aircraft delivery requirements. Offeror shall not include CONUS ICS LONG LEAD in either CONUS ICS BASE ACTIVATION, CONUS AIRCRAFT ICS or CONUS ICS ADDITIONAL FLEET FLIGHT OPERATIONS.

CONUS AIRCRAFT ICS0005Per MonthN/AN/A130414041504
Instructions: IAW Section L, Attachment 7, PWS for CONUS Stationed Aircraft LAS Interim ICS, the offeror shall propose the FFP CLINs for CONUS AIRCRAFT ICS. Pricing shall include ICS support for each aircraft per month per cumulative aircraft quantity range stationed at all customer operating bases, and operating at the LAS fleet operations tempo (OPTEMPO) of 60 hours per month, per aircraft. Quantity range price is the monthly price to support each aircraft in the cumulative quantity range.

Example: Assume 10 aircraft at Base A; 5 aircraft at Base B.

Step 1: Calculate the total number of aircraft at each customer CONUS operating base for the applicable month. 10 (# of aircraft at Base A) + 5 (# of aircraft at Base B) = 15 (total # of aircraft) Step 2: Calculate the total price for CONUS ICS for the total # of aircraft. 15 (total # of aircraft) x $______ (applicable monthly fixed price per aircraft from matrix) = $_______ (total price).

(NOTE: The “applicable monthly fixed price per aircraft from matrix” chosen is based on the total # of a/c. e.g., the price chosen for 15 a/c total amongst all CONUS operating bases would fall in the 13-16 a/c quantity range.)

Offeror shall fill in monthly pricing (Column C) for each aircraft in (Column B) per FY ordering period.

Offeror shall propose the number of months lead time required (Column D) to accomplish CONUS aircraft ICS. FP support shall be fully operational and available for aircraft delivery to support the appropriate quantity range and billing to occur no greater than one month prior to actual delivery at the operational base.

Pricing shall include requirements occurring on a regular routine monthly basis to include, but is not limited to, Contractor effort to maintain support equipment, reparable spares, maintenance, repair and return, and supply chain management, required to (1) meet and sustain the 80% Fully Mission Capable (FMC) rate on fleet-wide basis per month based on 24 hour per day X 7 days per week aircraft availability (2) achieve Maintenance Cancellation Rate (MxC) less then or equal to 5%.

Offeror shall provide paragraph numbers (Contractor PWS paragraphs ______________) which will be incorporated into CLIN descriptive data describing tasks and items covered by this CLIN. Offeror shall not include the fixed price CONUS ICS AIRCRAFT in either BASE ACTIVATION, CONUS ICS LONG LEAD, or CONUS ICS ADDITIONAL FLEET FLIGHT OPERATIONS.

Instructions: IAW Section L, Attachment 7, PWS for CONUS Stationed Aircraft LAS Interim ICS, the offeror shall propose a fixed price (FP) per additional fleet operational flight hour supported on a fleet wide basis above the LAS Fleet operations tempo (OPTEMPO) of 60 hours per month, per aircraft billed on the CONUS AIRCRAFT ICS CLINs above. This per additional flight hour price will be multiplied by the total additional fleet flight hours of operation supported in the month prior.

Example: Assume fleet of 2 aircraft; 130 total fleet flight operation hours.

Step 1: Calculate the total number of standard ICS fleet flight operation hours allowed in the month. 2 (# of a/c in fleet for month) x 60 hours per a/c = 120 (total # of hours covered by ICS CLINs).

Step 2: Calculate the total number of additional ICS fleet flight operation hours flown in the month. 130 (actual total # of hours flown) - 120 (total # of standard hours allowed) = 10 (total # of additional hours flown).

Step 3: Calculate the total price of the additional ICS fleet flight operation hours flown in the month. 10 (total # of additional hours flown) x $____ (applicable price per hour from matrix) = $ ______ (total price).

Hours will be billed against these CLINs on a quarterly basis. Offeror shall fill in hourly pricing (Column C) for this additional range of flight hours in (Column B) per FY operating period.

Offeror shall provide paragraph numbers (Contractor PWS paragraphs ______________) which will be incorporated into CLIN descriptive data describing requirements covered by this CLIN.
