Evaluation Price (EP) Workbook Instructions
Significant Changes to the Evaluation Price Workbook As Of Amendment 0008:
-- Updated Overall Assumptions worksheet to reflect plan to buy 20 FMS a/c in FY13. This included eliminating assumptions that no longer apply, such as those referencing Customer 2.
-- Updated timeframes/years on all worksheets to reflect updated Section J, Attachment 34.
-- Plan to buy 20 FMS a/c in FY13.
-- Aircraft ICS and GTD CLS calculations reflect plan to purchase 12-month periods of support using appropriate fiscal year prices.
-- Eliminated all Customer 2 worksheets as well as references to Customer 2 in remaining worksheets.
-- Updated ICS Long Lead element on Customer 1 Price worksheet to reflect a cost/lot vs. a cost/aircraft to match latest Attachment L-20 and changed number of lots from 5 to 1.
These instructions are provided to assist the offeror in preparing its Evaluation Price (EP)
Workbook (RFP Attachment L-20) for submission to and evaluation by the Government in accordance with Section M, paragraph 2.5 of the Request for Proposal (RFP). These instructions shall apply to all pricing materials as of the issuance of RFP Amendment 0008.
Note: Every effort has been made to review, identify and correct any general errors/formula errors in the Evaluation Price Workbook. However, it is the responsibility of the offeror to review all elements of the workbook and verify that the formulas accurately calculate proposed prices. The offeror shall identify any errors found in formulas or math operations to the
Contracting Officer.
The Government has provided some basic assumptions on one customer. This information is provided to support evaluations.
All offeror inputs shall be consistent with Section J, Attachment 34 (issued by Amendment
0008).
The offeror shall fill out the following worksheets contained in the Evaluation Price Workbook:
a) Schedule Data; b) Customer 1 Price; c) Customer 1 Aircraft ICS; and d) Customer 1 GTD
CLS. In addition to these worksheets, the offeror will find two other worksheets in the EP
Workbook: Overall Assumptions and Your Evaluation Price. The Overall Assumptions worksheet provides overarching assumptions the offeror is to use in preparing its EP Workbook.
Your Evaluation Price worksheet shows the total of all price calculations that comprise the
Evaluation Price (EP). These two sheets do not require offeror input.
Instructions & Examples- The example contained in Section L Attachment L-22, Sample
Evaluation Price (EP) Workbook demonstrates how to calculate CLIN prices and input data to the EP Workbook. For purposes of illustration, notional pricing data for Customer 1 is used in the Sample Evaluation Price (EP) Workbook to explain how to fill out each section of the EP
Workbook. Refer to Sample Evaluation Price (EP) Workbook for the example.
Required Worksheets- the following are to be filled out by the offeror:
- The Schedule Data worksheet shows when the offeror will ferry and deliver aircraft.
- The Customer 1 Price worksheet provides more specific customer assumptions and calculates the associated price for that customer based on offeror price input.
- The Customer 1 Aircraft ICS worksheet calculates the amount and timing of ICS effort to support the aircraft and other ICS operating support (excluding Trainer support) for Customer 1.
- The Customer 1 GTD CLS worksheet calculates the amount and timing of CLS effort to support trainers.
SCHEDULE DATA WORKSHEET
The offeror shall enter the ferry and delivery data for the order listed in the worksheet (e.g.
Customer 1 Order, Shindand Delivery, Kandahar Delivery, FMS 1 CBT, FMS 1 BATD and FMS
1 FTD). Entries are color coded. The offeror shall enter the required ordering point for each training device, indicating when the device should be ordered to ensure it is delivered, set-up, calibrated and operational 60 days prior to the first aircraft delivery to Shindand Air Base, as specified in Section L, Attachment 5.
CUSTOMER 1 PRICE WORKSHEET
Section 1
Section 1 contains the ground rules, assumptions, requirements and evaluation quantities (EQ) to be used in developing proposed pricing. The Execution Profile reflects the January 2013 order of 20 aircraft. The blue-shaded area is an input area where the offeror shall fill in an “X” in the appropriate fiscal year to reflect where the activity occurs in the offeror’s proposal.
Section 2
This section contains the calculations for the offeror’s Evaluation Price.
LAS Aircraft Calculation: This section estimates aircraft prices based on prices supplied by the offeror. The blue-shaded area is an input area where the offeror shall fill in per unit CLIN prices.
The prices filled in here (and in all other pricing areas) shall match exactly to the proposed contract pricing.
- The offeror shall place its proposed Aircraft Unit Price in the blue-shaded area for 2013.
- The “EQ” identifies the number of units required as identified above in Section 1.
- The “Aircraft Price” identifies the total CLIN price of aircraft. It is the product of the “Aircraft Unit
Price” times the “EQ.” This row is self-calculating.
Mission Planning Stations (MPS) Calculation: This section calculates MPS prices. The blue-shaded area is an input area where the offeror shall fill in per unit CLIN prices.
- The “EQ” is the quantity required as identified in Section 1.
- Multiplying the EQ times the applicable “MPS Unit Price” in each year produces the MPS price.
OCONUS ICS Base Activation Calculation: This section estimates base activation prices. The offeror shall place proposed base activation prices in the blue area in the applicable FY.
- The “EQ” identifies the number of base activations required in a given FY, as identified above in
Section 1.
- The ICS Base Activation Price is the product of the “price per base activation” times the “EQ.”
OCONUS Aircraft ICS Calculation: This section estimates the price of supporting the aircraft and other ICS activities (excluding CLS support for Trainers) individually for Shindand and Kandahar.
- The offeror shall place proposed OCONUS Aircraft ICS prices in the blue-shaded area in the applicable FY.
- The “Aircraft ICS Price” calculates the price of ICS support. It is the product of the appropriate green-shaded FY aircraft months calculated on the Customer 1 Aircraft ICS worksheet times the appropriate FY “OCONUS Aircraft ICS” price. This row is self-calculating. The Total column sums the ICS costs by FY.
- The current equations reflect the Sample delivery schedule in Attachment L-22. The offeror shall adjust the “Aircraft ICS Price” links to the “Customer 1 Aircraft ICS” worksheet if necessary to incorporate the offeror’s proposed delivery schedule.
Instructions for other CLINs: The other CLINs follow the same approach as the LAS Aircraft calculation.
Section 3
This section contains the offeror’s overall Evaluation Price (EP).
Your Customer 1 Price: Identifies the sum of all price calculations for Customer 1.
The value of Your Customer 1 Price will be transferred automatically to the Your Evaluation Price worksheet.
CUSTOMER 1 AIRCRAFT ICS WORKSHEET
This worksheet calculates the number of months of ICS provided to aircraft during a given FY. The offeror shall enter its aircraft deliveries in the blue-shaded input area. Timelines reflected shall be traceable to and consistent with data in the Schedule Data worksheet.
For the month in which OCONUS ferry occurs, the offeror shall enter a “0” (zero) in the appropriate month of the applicable FY. As an example, if the offeror has entered an “F” in Jan FY15 in the
Schedule Data worksheet to reflect initial ferry, enter a “0” in Jan FY15 in the Customer 1 Aircraft ICS worksheet to reflect initial ferry. Thereafter, the offeror shall enter deliveries as reflected in the
Schedule Data worksheet (e.g. delivery of two aircraft in Feb FY15 in the Schedule Data worksheet = delivery of two aircraft in Feb FY15 in the Customer 1 Aircraft ICS worksheet).
- Cum Deliveries identifies the cumulative number of aircraft delivered each FY and is self-calculating.
- The ICS Performance Period row is color coded to show the phasing of each ICS performance period.
The offeror shall adjust the shading to align with the offeror’s proposed schedule. For example, if the first aircraft is delivered in May 2014, the shading should begin in May FY14 and extend through
April FY15.
- The FYXX aircraft months calculations (Rows 6 & 7) sum the months of support for each FY. The total is highlighted in green and is linked to the Customer 1 Price worksheet to calculate the estimated price for ICS support. The current equations reflect the Sample delivery schedule in Attachment L-22.
If necessary, the offeror shall adjust the “FYXX aircraft months” formulas to ensure it captures all the months of support in the offeror’s proposed schedule.
- ICS Support months identifies the amount of support provided to aircraft during a given FY. This number is self-calculating.
CUSTOMER 1 GTD CLS WORKSHEET
Customer 1 GTD CLS Calculation: This worksheet calculates the number of months of CLS provided to trainers during a given FY. The offeror shall enter trainer deliveries in the blue-shaded area, using its own delivery times. Data shall be traceable to and consistent with the data previously entered in the Schedule Data worksheet.
- Deliveries: The offeror shall enter a “1” (one) in the first month that the Ground Training Device
(GTD) (e.g. CBT, BATD and FTD) becomes operational and ready for training.
- Cum Deliveries: This row is self-calculating based upon offeror’s deliveries.
The GTD CLS Performance Period row is color coded to show the phasing of each GTD CLS performance period. The offeror shall adjust the shading to align with the offeror’s proposed schedule.
For example, if the first trainer is delivered in March 2014, the shading should begin in March FY14 and extend through February FY15.
- The FYXX GTD months calculations sum the months of support for each trainer for each FY.
The total is highlighted in green and is linked to the Customer 1 Price worksheet to calculate the estimated price for GTD CLS support. The current equations reflect the Sample delivery schedule in
Attachment L-22. If necessary, the offeror shall adjust the “FYXX GTD months” formulas to ensure they capture all the months of support in the offeror’s proposed schedule.
CLS Support Months identifies the CLS support provided to each training device for a given FY.
