1.0 Program Structure and Objectives

1.1 The United States Government (USG) has identified a need for a Light Air Support (LAS) aircraft.

This aircraft will serve as both an advanced aircrew trainer and a light attack aircraft to support air interdiction and close air support training and operations for current and future Building Partnership

Capacity (BPC) customers. The USG requires a nondevelopmental item (NDI) aircraft with a proven, stable design to reduce risk associated with new development and to quickly stand up and train BPC partner nations. Development funds are not available and as such, the NDI, pursuant to FAR Part 2, must be:

(1) Any previously developed item of supply used exclusively for governmental purposes by a

Federal agency, a State or local government, or a foreign government with which the United

States has a mutual defense cooperation agreement;

(2) Any item described in paragraph (1) of this definition that requires only minor modification or modifications of a type customarily available in the commercial marketplace in order to meet the requirements of the procuring department or agency; or

(3) Any item of supply being produced that does not meet the requirements of paragraph (1) or

(2) solely because the item is not yet in use.

The specifications placed on contract will remain the baselines for the LAS aircraft and Ground

Training Devices (GTDs); however, the manufacturer may be tasked in future delivery orders to perform certain minor modifications to the baselines as specifically negotiated for those delivery orders.

1.2 Support for BPC nations requires the aircraft to operate in austere conditions presented by worst case partner nation environments and be capable of immediate operational use. Delivery of this capability is considered key to training and establishing partner nation air combat capability, and as such, the delivery schedule is driven by in-country capability planning and not technology development or application.

1.3 The Government plans to issue a single Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed

Price type contract with limited Time and Materials (T&M) efforts for certain over and above or special studies requirements. These efforts will be limited in funding to tasks not-to- exceed $1M.

Section H, special clauses (ASC/LAS-H002 Streamlined Special Studies Acquisition Process and

ASC/LAS-H003 Over-and-Above (O&A) Work) of the model contract further defines the process for issuing Time and Material (T&M) type efforts. The offerors shall propose Fixed Price T&M rates for

Continental US (CONUS) and outside (OCONUS) covering multiple disciplines and expertise of contractor personnel and supplies for use on these T&M CLINs.

1.4 This IDIQ contract will include the following, allowing customers, using a variation in quantity pricing matrix, to further specify individual requirements to be awarded by delivery order. The ceiling of this effort will be $950M. For planning purposes, offerors are to use the estimated quantities defined in Section L, Attachment L-20, Evaluation Price (EP) Workbook, to develop proposals.

LAS aircraft and ferry operations to in-theater delivery location;

LAS aircraft CONUS and OCONUS Interim Contractor Support (ICS);

LAS GTDs including stand up and installation;

GTDs Contractor Logistics Support (CLS) including maintenance and operators;

Air Advisor training for USAF instructor pilots and maintainers;

Alternate Mission Equipment;

Other Costs to include O&A, Special Studies, Site Survey, Storage and Unique Identification

(UID) markings; and

Provisions allowing Engineering Change Proposal (ECP)/Configuration Change Proposal

(CCP) pursuant to ASC/LAS-H029 Change Management Instructions to Include Engineering

Change Proposals, Configuration Change Proposals, and Nonconforming Items (Aug 2010).

1.5 The available period for issuance of delivery orders will be up to five years after contract award.

Based on an estimated IDIQ basic contract award of June 30, 2011, the USG will simultaneously issue a Delivery Order (DO) for a minimum of at least two (2) Afghanistan LAS aircraft. The Government reserves the right, based on budget, to increase the delivery order quantity at time of award. With this evaluation of the Basic IDIQ approach, Afghanistan requirements are being utilized as representative of current and future BPC customers. Afghanistan requires in-country delivery of the first two (2) aircraft by April 30, 2013, with future deliveries as detailed in the SOO, Section L, Atch 5, for the

Afghanistan Delivery Order. The offeror must fill out the requisite information for Section L, Attachment 6, Model contract for Afghanistan Delivery Order 0001 (all attachments), and submit a separate and complete SOW for Delivery Order 0001, using Section L, Attachment L-5, SOO for LAS

Aircraft and GTDs (Afghanistan Delivery Order). As described in B040, the DO will utilize the

Basic contract attachments, including Aircraft SOW, PWSs, etc and Section J, Atch 34 to price and order the items required.. In addition, the USG may issue a DO in FY12 for aircraft to be delivered to the USAF for conducting CONUS located BPC training in light attack operations. Future

DOs may be issued for additional BPC partner nations.

1.6 Each operational location may present differing infrastructure and support challenges. These challenges should be considered and fully included in the ICS/CLS approach. The Afghanistan requirement is used to establish the typical OCONUS ICS location for the LAS aircraft per Section L, Attachment L-8, PWS for OCONUS Stationed LAS Aircraft ICS & Maintenance Training, and

Section L, Attachment L-9, PWS for OCONUS Contractor Logistics Support (CLS) for GTDs, for pricing purposes; however, the actual location will be detailed in the Government Statement of

Objectives (SOO) for each subsequent delivery order. Section L, Attachment L-7, Performance Work

Statement (PWS) for CONUS Stationed Aircraft LAS Interim Contractor Support (ICS), describes the planned CONUS-based operating requirements; however, the CONUS operating location will be detailed in the Government SOO for the delivery order. GTDs/CLS are not required at the CONUS location.

1.7 The attachments to Section L describe the requirements for the program. The contractor shall provide complete and independent specifications, Statements of Work (SOWs) and Performance Work

Statements (PWSs) in response to the RFP. For example, the contractor’s response to Section L, Attachment L-4, Statement of Objectives (SOO) for LAS Aircraft and GTDs (Basic Contract), shall be fulfilled by proposing separate, complete and independent SOWs for both the aircraft and each of the three GTDs as items may be ordered independently. Future delivery orders may include aircraft but not include the requirement for GTDs. Another delivery order may require one of the GTDs but may not require all three; therefore, establishing the need for separate complete and independent documents for the GTDs as detailed in the Model Contract, Section J, List of Attachments.

1.8 Future orders will be awarded using the contractor proposed, Section J, Attachment 34, Summary

Variation in Quantity (VIQ) Pricing for IDIQ Contract supplemented by , contractor proposed Section

J, Attachment 29 & 30, Labor Rates Matrix (OCONUS and CONUS). Before issuance of the delivery order, a Procurement Contracting Officer Letter (PCOL) will be issued with an attached SOO to describe the specific requirements of that customer such as the delivery location and date of delivery to include the name of the main operating base (MOB). This SOO and corresponding SOW shall be considered priced within the basic effort by CLIN using Section J, Attachment 34, Summary VIQ

Pricing unless the PCOL and SOO describe modification requirements for the supplies or services or authorize Over and Above or Special Studies. In response to the PCOL and SOO, the contractor shall provide a Statement of Work (SOW) for that delivery order. The DO will be issued using the contract specifications and PWS, and as required, the delivery order SOW. If changes are required pursuant to the changes clause, or ASC/LAS-H029 Change Management Instructions to Include Engineering

Change Proposals, Configuration Change Proposals, and Nonconforming Items (Aug 2010), or other terms of the contract, those changes will be negotiated before issuance of the delivery order. Issuance of a DO will not change the existing terms of the basic IDIQ contract; however, in the event an ECP or

CCP is required, it may, as applicable, apply to the entire basic IDIQ contract or just to the specific delivery order. If the change is to the specific delivery order or to the basic IDIQ contract, the contractor will be required to supply complete specifications, SOWs, or PWSs, not just change pages.

1.9 The USG will require a contractor performed First Article Test (FAT) on the aircraft and GTDs in the configuration as proposed for delivery on this contract. Successful FAT is evidenced by the submission of sufficient supporting documentation to include the Aircraft Manufacturing Readiness

Level (MRL) assessment as defined herein. Successful FAT, as stated in Section L, Attachment 4, SOO for LAS Aircraft and GTDs, paragraph 3.4, will be required before fulfilling the requirements of

1.10 below.

1.10 USG funding for development and testing is not included as a part of this Request for Proposal

(RFP). The offeror shall demonstrate sufficient design maturity to support the acquisition of an NDI aircraft. The offeror’s LAS aircraft has a requirement to be USAF Airworthiness Military Type

Certified (MTC) based on sufficient contractor data, submitted pursuant to Section L, Attachment L-

14, MIL-HDBK-516B, Change 1 - Tailored Airworthiness Certification Criteria (TACC) Checklist.

1.11 The Source Selection Evaluation Team (SSET) will conduct a Best Value Source Selection using

Full Trade-off evaluation (See Section M "Evaluation Factors" for further detail). The USG intends to evaluate proposals and award a single contract without discussions (except clarifications as described in Federal Acquisition Regulation (FAR) 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best technical solution, program schedule and price terms. The USG reserves the right to conduct discussions if the Source Selection Authority (SSA) determines them to be necessary.

The USG reserves the right to make multiple, single or no award based on capability, requirement changes and/or funding availability for this program.

2. General Instructions

2.3 Proposal Format

2.3.1 Guidance

This section of the ITO provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. Offerors proposals must include all data and information requested by the ITO and must be submitted in accordance with these instructions. These instructions are intended to elicit brief and specific responses. Offerors shall be compliant with the requirements as stated in the Statements of Objectives (SOOs), SRDs, PWSs, CDRL, and Model

Contract. Non-conformance with these instructions may result in an unfavorable proposal evaluation. The technical proposal is comprised of Volumes I, V and VI. The offeror’s narrative portion of the technical proposal will be considered an overview of the proposal; therefore, offerors are cautioned that all assertions made in the narrative must be supported in the corresponding contractual documents, including but not limited to, Performance Work Statements, Statements of Work, and

Specifications of Volumes V, VI and the offeror’s Flight Operations Manual (FOM).

2.3.2 Sufficient Detail

The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the

USG's requirements, but rather provide convincing rationale to address how offerors intend to meet these requirements. Offerors shall assume that the USG has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.

2.3.3 Validity Statement

The proposal acceptance period is specified in Block 12 of Section A of the model contract/RFP.

Offerors shall make a clear statement that the proposal is valid until this date in the proposal documentation volume. Be sure to identify appropriate markings such as the legend at FAR 52.215-

1(e), Restriction on Disclosure and Use of Data. In compliance with FAR Subpart 4.8 (Government

Contract Files), the USG will retain one (1) copy of all unsuccessful proposals. Unless offerors request otherwise, the USG will destroy extra copies of such unsuccessful proposals.

2.3.4 Elaborate Presentations

Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

2.3.5 Binding and Labeling

Each volume of the proposal and the attachments identified in the table should be separately bound in a three-ring loose leaf binder which shall permit the volume to lie flat when open. Staples shall not be used. A cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification and the offerors name. The same identifying data shall be placed on the spine of each binder. All unclassified document binders shall have a color other than red or other applicable security designation colors. Classified documentation is not required and shall not be included. Be sure to apply all appropriate markings including those prescribed in accordance with

FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and 3.104-4, Disclosure, Protection, and

Marking of Contractor Bid or Proposal Information and Source Selection Information.

2.3.6 Page Format Restrictions and Limitations

2.3.6.1 Page Size

Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall use 1.5-line spacing. Except for the reproduced sections of the solicitation document, the text size shall be no less than 12 point.

Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume, starting with one on the first page of the volume and ending with the last page in the volume. These page format restrictions shall also apply to responses to Evaluation Notices (ENs). Legible tables, charts, graphs and figures shall be used wherever practical to depict information, such as organizations, systems and layout, implementation schedules, and plans. These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics and not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 8 point. These limitations shall apply to both electronic and paper copy proposals.

2.3.6.2 Page Limitations

Page limitations shall be treated as maximums. Compliance with page count limits shall be verified via the hardcopy. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and (for paper copies) will be returned to offerors as soon as practicable. Page limitations shall be placed on responses to ENs. The specified page limits for EN responses will be identified in the letters forwarding the ENs to offerors. When both sides of a sheet display printed material, it shall be counted as two (2) pages.

2.3.6.3 Pages Counted

Each page shall be counted except the following: cover pages, table of contents, SF 294/295s provided in support of Past Performance Information, Attachments, list of figures, tabs, dividers, glossaries and blank pages.

Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.

2.3.8 Pricing Information

All pricing information shall be addressed ONLY in the Price Proposal and Contract Documentation

Volumes. All amounts provided in response to these instructions shall be rounded to the nearest whole

U.S. dollar. All loaded labor rates shall be rounded to the nearest penny.

2.3.9 Minimum Cross-Referencing

To the greatest extent possible, each volume of the offeror’s proposal shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal except for cross referencing directed herein. Information cross-referenced to another volume or location and required for proposal evaluation, which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.

Offerors shall provide a filled-in proposal cross-reference matrix, which specifically details and correlates the RFP requirements to the offerors proposal. The Government has provided Section L, Attachment L-1, LAS RFP Cross Reference Matrix (RCRM), to allow the offerors to document where the RFP requirements are met in the proposal. Offerors shall document in sufficient detail to allow evaluators to easily follow the offeror’s proposal and match the proposal to the requirements of the RFP. The cross-reference matrix shall reference the Proposal, SOWs, PWSs, Aircraft and

Ground Training Device Specifications, IMP, IMS Work Breakdown Structure (WBS), Contract Line

Item Number (CLIN), SOOs, SRDs, Section L, Section M, CDRLs, and Model Contract. The

RCRM is not included in the volume page count.

2.3.10 Glossary of Abbreviations and Acronyms

Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

2.4 Variation in Quantity (VIQ) for fixed priced line item ordering.

2.4.1 The Government intends to have a flexible approach to procuring items under this contract through firm priced variation in quantity CLINS. Accordingly, the offeror shall price CLINS in

Volume IV, Model Contract, Section J - Attachment 34, Summary Variation in Quantity (VIQ) Pricing for IDIQ Contract, which will, by means of a VIQ clause, be incorporated into the contract. Ordering procedures are defined in B040. The VIQ will function as follows:

2.4.1.1 Each CLIN, including, but not limited to, aircraft, ICS/CLS, GTDs, Base Activation, alternate mission equipment, and training, as described in Model contract, Section J - Attachment 34, shall have

VIQ unit prices for future ordering. The offeror shall propose Firm Fixed Pricing, where annotated, for the current and future delivery orders utilizing this table. All quantity ranges and proposed delivery schedules shall support aircraft deliveries. These prices shall be expressed in then-year dollars. When a delivery order is issued, items will be priced using this table corresponding to the quantity and year purchased. Items shall be proposed in quantity bands offering the Government the best price as orders are issued. To maintain consistency, each delivery order or delivery order modification stands on its own and is not cumulative to quantity for quantity range pricing purposes. See Pricing section herein for evaluation description.

3. Executive Summary

Offerors shall provide an Executive Summary of the entire proposal and highlight any key or unique features. The Executive Summary shall also identify significant risks and associated risk mitigation plans. The Executive Summary shall not address cost/price. The salient features should address

Section M, Evaluation Criteria; however, the Executive Summary will not be evaluated. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.

4. Volume I – Mission Capability

Mission Capability shall be addressed in Volume I. It shall be specific and complete in addressing the proposed approach to meet the requirements of each Mission Capability subfactor. The offeror shall not reiterate or reformulate the solicitation requirements. Legibility, clarity, brevity and coherence are very important. The offeror shall provide, as specifically as possible, the methodology and procedures to be used for accomplishing or satisfying factor and subfactor requirements. All requirements in the solicitation are mandatory. The offeror’s proposal submission represents that it will perform all requirements specified by the solicitation. Mission Capability evaluation criteria as defined in Section M, Evaluation Factors for Award, paragraph 2.3, will be used to evaluate the offeror’s Mission Capability proposal.

In addition to the narrative description the offeror shall submit the documents and attachments described below and as detailed in 4.1 to 4.5 herein, to Volume I, Narrative Description for evaluation in response to Mission Capability requirements of the RFP (attachments are not included in the one hundred (100) page limit). By proposal submission, an offeror is representing the intent to perform and meet all the requirements specified in this solicitation.

d. The offeror shall complete Section L, Attachment L-1, LAS RFP Cross Reference Matrix (RCRM), and Section L, Attachment L-26, LAS SRD/Flight Operations Manual (FOM) Matrix, to include listing the Sections L and M paragraph numbers; the Government’s SOO, PWS requirements, the offeror’s narrative proposal reference and page and paragraph number; the offeror’s SOW, PWS page and paragraph number; the Government’s SRD page and paragraph number including short title; the offeror’s FOM page and paragraph number; the offeror’s aircraft specification page and paragraph number; the product attributes specification reference, if any; the offeror’s required modifications to the Baseline FOM to meet SRD requirements; and references to the CLINS/CDRLS.

4.1 Volume I, Tab A – Subfactor 1 Aircraft Technical Requirements

4.1.1 The offeror shall submit the LAS Aircraft Specification for the proposed aircraft that meets all

LAS SRD threshold requirements and the requirements defined in the Statement of Objectives (SOO).

The proposed aircraft shall require no additional modification, shall be production ready and shall hold a recognized airworthiness authority certification allowing all LAS SRD requirements. The offeror shall submit the proposed aircraft’s FOM approved by the manufacturer’s appropriate engineering authority, a completed SRD/FOM Matrix and an airworthiness certificate, each clearly documenting that the proposed aircraft meets all the LAS SRD requirements.

If the offeror’s proposed aircraft does not currently meet one or more LAS SRD requirements, or if the manufacturer’s appropriate engineering authority has not approved a FOM which clearly documents that all LAS SRD requirements are currently met, or the offeror’s proposed aircraft does not currently hold a recognized airworthiness certificate allowing all LAS SRD requirements, the offeror shall submit a comprehensive, technically sound, realistic and reasonable plan for the aircraft to meet or exceed all LAS SRD requirements in the proposed configuration and ensure achievement of First

Article Test (FAT) prior to contract award. The plan shall also include achievement of USAF

Airworthiness Military Type Certification (MTC) no later than ninety (90) days prior to Functional

Configuration Audit (FCA)/Physical Configuration Audit (PCA). The offeror shall also submit an engineering-approved Baseline FOM from which the offeror’s proposed LAS aircraft will be derived.

This FOM shall be titled ―Baseline FOM" by the offeror and shall be accompanied by interlineated changes to represent to the Government how the Baseline FOM changed to represent the final proposed aircraft. The offeror shall reference the appropriate SRD/FOM column of the RFP Matrix, and clearly document in the narrative how the proposed modification (changes from the Baseline

FOM) to the baseline aircraft will allow it to meets all the LAS SRD requirements. In addition, the offeror must detail in the IMP, IMS, CWBS, subcontracting plan, and the narrative proposal the contractor activities required and applicable timelines for the development and modification efforts represented by the changes to the Baseline FOM to meet all the LAS SRD requirements by contract award.

4.1.2 LAS Aircraft Specification. The offeror shall submit a single contractual aircraft specification describing the performance and characteristics for the aircraft and interfaces to the weapon systems.

The specification shall be written in a form that is measurable, achievable, objectively verifiable, and clearly allows a definitive basis for rating. When providing specification values against SRD requirements, Section L, Attachment L-2, System Requirements Document (SRD) for Acquisition of

Light Air Support (LAS) Aircraft, the offeror must propose a value that clearly achieves threshold requirements. At a minimum, each requirement in the LAS SRD shall be included. This specification shall include a verification section covering each requirement in the specification. The offeror shall indicate for each requirement (including all SRD requirements) whether the requirement is met, not met, or exceeded and how the requirement was verified. The offeror shall ensure the specification details the requirement verification methods and the dates of verification. The verification section of the offeror’s aircraft specification shall cite all actual analyses, simulation results, test results and test reports detailing how the offeror’s aircraft meets SRD requirements.

4.1.3 Flight Operations Manual (FOM). The submitted LAS FOM matching the aircraft, in the specific specification configuration proposed, shall include, in detail, the pilot operator’s information, the aircraft performance information, the integrated weapons information (loading, targeting and accuracy) and the basic organizational level (O level) maintenance manual. The FOM must contain all information required for safe and airworthy utilization of the aircraft. The term ―Baseline FOM‖ refers to an engineering-approved FOM for a representative aircraft that does not currently meet all SRD requirements. In this case, the Baseline FOM represents the engineering-approved FOM of the aircraft

(baseline) currently in production from which the LAS aircraft shall be derived. In the submitted

Baseline FOM, the offeror shall detail the sections, using pen and ink method, which will be changed for final engineering approval in order to represent the proposed LAS production aircraft to be delivered. The Baseline FOM shall have strike throughs of original inapplicable language and identification of the proposed changes from the baseline (representative) aircraft, to show how the proposed LAS aircraft shall meet all SRD requirements as demonstrated through the offeror’s proposed specification and SOW, in red text.

4.1.4 LAS SRD/FOM Matrix. The LAS SRD/FOM Matrix shall show in tabular form how the aircraft fulfills all SRD technical requirements by detailing where the SRD requirements are addressed in the approved LAS FOM. Where an approved production LAS FOM is not available, use the Baseline

FOM and pen and ink the areas detailing to show where the technical requirement will appear in the

FOM for the proposed production LAS aircraft. The SRD/FOM Matrix details how the SRD requirements are demonstrated to be met by the offeror’s FOM.

4.1.5 First Article Test (FAT). FAT for the LAS aircraft is defined as the combination of all activities necessary to verify this nondevelopmental aircraft design is ready for production. The offeror’s level of design maturity required to meet all SRD requirements provided in Section L, Attachment L-2, System Requirements Document (SRD) for Acquisition of Light Air Support (LAS) Aircraft, will be assessed. The offeror’s documentation of contractor engineering approved FAT will be one consideration used in the evaluation of the proposed aircraft’s design maturity. If FAT was completed prior to proposal submittal, the offeror shall provide the date of completion of FAT in the IMP/IMS and the offeror shall submit, with the proposal, a letter of completion, verifying successful completion of FAT. If FAT was not completed prior to proposal submittal, the offeror shall provide the planned date of completion and a description of those steps leading to completion in the IMP/IMS and the offeror shall submit a FAT plan for the aircraft (or any part of the aircraft that may need additional contractor testing) with the proposal. LAS aircraft FAT shall be accomplished prior to planned contract award date of 30 Jun 2011. The offeror shall submit to the Contracting Officer a letter, on or before 24 June 2011 5:00 pm EST, signed by the Offeror’s designated official, certifying completion of FAT. The letter shall also include the date of completion of FAT.

4.1.6 Statements of Work (SOW). The offeror shall submit complete and descriptive SOWs in response to the USG SOO requirements (Section L, Attachments 4 and 5). The offeror shall annotate in the Section L, Attachment L-1, LAS RFP Cross Reference Matrix (RCRM) the SOW references meeting LAS requirements.

4.2 Volume I, Tab B – Subfactor 2 LAS Aircraft Interim Contractor Support (ICS)

The offerors shall describe their approach to implementing and supporting the LAS aircraft fleet, to include base stand-up, maintenance, and supply support for OCONUS and CONUS locations in accordance with the OCONUS and CONUS ICS PWSs.
