1.0 SCOPE.
This Statement of Objectives (SOO) supplements the basic contract documents with specific information for the Afghanistan Delivery Order (DO 0001). The procurement for the Afghan Air Force (AAF) will provide a platform for training AAF pilots and conducting air interdiction and close air support operations with AAF aircrews in the Afghan theater of operations. The US Government (USG) will procure a total of twenty (20) Light Air Support (LAS) aircraft for Afghanistan. The first two (2) aircraft are to be delivered to an operational air base by 31 July 2014. Interim Contractor Support (ICS) will be required for all maintenance and supply requirements for the aircraft and associated support equipment for at least the first year of LAS aircraft operations and may extend up to three additional years. A second operational air base will receive LAS aircraft deliveries starting in December 2014, to include ICS.
Ground training devices and associated Contractor Logistics Support (CLS) will be procured to support pilot training. Additionally, training for USG pilot and maintenance Air Advisors will be required.
1.1 Background. LAS aircraft are being procured for the AAF to support advanced pilot training and improving the capabilities of the indigenous forces of the Afghanistan government to provide for their own national security and resist insurgent operations.
