Amendment/Modification FA8530-08-R-21758-0006
Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION
The purpose of this amendment is to revise Clause H-901, Clause H-910, Clause H-922, Clause H-926, and Clause L-900, as follows:
1. Clause H-901, as revised by RFP Amendment 0002, is hereby revised as follows (changes indicated by underlined bold text):
FROM:
H-901: Ordering/Selection Procedures and Fair Opportunity(*)
(a) Before Delivery/Task Orders (D/TOs) are issued under this contract, a decision will be made regarding whether to compete with all multiple award contractors or restrict in accordance with AFFARS 5352.216-9001, Awarding Orders Under Multiple Award Contracts and Alternate II (DEVIATION). D/TOs may be placed by mail, facsimile, or by electronic commerce methods. When a Request for Order Proposal (RFOP) is issued by the Government, contractors will be allowed 7 working days response time for preparation of proposals, unless otherwise stated in the RFOP. The Government will evaluate and negotiate, as necessary, and issue the order within 12 working days after date set for receipt of proposals, unless otherwise stated in the RFOP. If negotiations/discussions are necessary, contractors may be requested/allowed to revise their proposals, as necessary.
(b) When D/TOs are competed, all contractors will receive an RFOP. Award of competitive D/TOs will be made to the contractor whose proposal is the most advantageous to the government based on an integrated assessment of evaluation criteria which address technical/management, past performance, and cost/price. Additional evaluation factors relevant to the particular D/TO may be considered in the award of a D/TO under this contract. The following factors are examples:
Size status
Specific technical expertise
Capacity
Optimum Technical Solution
Delivery Schedule or Turnaround Time
Other factors the CO believes relevant to award of the order
(c) Each RFOP shall cite applicable order-specific clauses, which are annotated as (**) in the contract.
(d) If information regarding the technical/management approach beyond what was received with the initial proposals is required, a brief technical/management proposal will be requested to identify the Contractor’s proposed approach to the specific task. Any Government property required for performance must be identified in the response to the RFOP. Evaluation criteria will be identified in the RFOP.
(e) The past performance for each D/TO will consider each Contractor’s relevant data, submittal of which will be required by the RFOP, including but not limited to past performance on earlier orders under the contract, including quality, timeliness, and cost control.
(f) Cost/price proposals for D/TOs shall utilize rates that are no higher than those set forth in the attached Rate Tables. Contractors may propose rates that are lower than those in the attached Rate Tables and these lower rates will be incorporated in the D/TOs. Contractors shall state in their proposals whether rates from attached Rate Tables are used or if they are using lower rates. The Government will perform a cost realism analysis for Time and Materials (T&M) D/TOs on labor hours only. The Government will perform a cost realism analysis on cost reimbursement (CR) D/TOs on labor hours. Cost realism will also be performed on the CR and the Labor Hour (LH) rates when the labor rates proposed on the D/TO are lower than those in the Rate Tables attached to the contract. Proposals may include effort that crosses contract performance periods. Contractors shall only provide one total price for each CLIN set forth in the RFOP. Contractors shall provide their back-up information to the RFOP, clearly showing the breakdown of the proposed effort in the appropriate year in which the work is anticipated to occur.
(1) If a T&M D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare proposals citing a proposed ceiling price for labor and an estimate of material, travel, and other direct costs. Proposals shall identify the labor categories, the number of hours, and the proposed labor rates for each category.
(2) If a LH D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare proposals citing a proposed ceiling price for labor and an estimate of travel and other direct costs, as well as profit. Proposals shall identify the labor categories, the number of hours, and the proposed labor rates for each category.
(3) If a Fixed Price (FP) D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare a FP proposal and include other costs (e.g., material, travel, etc.) as well as profit. If incentives are to be used, they will be identified in the RFOP.
(4) If a CR D/TO is contemplated as a result of issuance of an RFOP, contractors will be required to prepare proposals citing a proposed ceiling price for labor and an estimate of material, travel, and other direct costs. Proposals shall identify the labor categories, the number of hours, and the proposed labor rates for each category. Each RFOP for a CR type D/TO will identify the type fee arrangement to be used (i.e., award fee, incentive fee, or fixed fee), and the fee will be proposed and negotiated at the D/TO level.
(g) D/TOs may be restricted to a single source in accordance with Clause IB-311G (AFFARS 5352.216-9000) under the following exceptions to competition:
(1) The agency’s need for the services or supplies is of such urgency that providing such opportunity to all such contractors would result in unacceptable delays;
(2) Only one such contractor is capable of providing the services or supplies at the level of quality required because the services or supplies ordered are unique or highly specialized;
(3) The task or delivery order should be issued on a sole source basis in the interest of economy or efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity pursuant to the procedures in this clause to be considered for the original order; or
(4) It is necessary to place an order to satisfy a minimum guarantee.
(h) When a D/TO is restricted to a single source in accordance with Clause IB-311G (AFFARS 5352.216-9000), an RFOP will only be sent to that source, and the contractor will be required to submit a cost/price proposal. Cost/price proposals shall identify the labor categories, number of hours, and the proposed labor rates for each category required. Cost/price proposals for D/TOs shall utilize rates that are no higher than those set forth in the attached Rate Tables. Contractors shall include a statement that they have either used the rates in the Attached Rate Tables or they have proposed lower rates. All non-labor cost/price elements required shall be included in the cost/price proposal. If the proposed price/cost exceeds $650,000.00, cost or pricing data shall be submitted only on labor hours, material, and other direct costs, and a Certificate of Current Cost and Pricing Data required on those elements. If information regarding the technical/management approach beyond what was received with the initial proposal is required, a brief technical/management proposal will be requested to identify the contractor’s proposed approach to the specific task. Identification of any Government property required for performance must be identified.
(i) Proposals submitted in response to an RFOP for a T&M, CR, LH, or sole source FP effort must comply with DFARS 252.215-7003, Excessive Pass-Through Charges – Identification of Subcontract Effort. Contractors are required to submit the following information with their proposals:
(1) Identification of the percent of effort the prime contractor intends to perform, and the percent expected to be performed by each subcontractor, under the D/TO.
(2) If the prime contractor intends to subcontract more than 70 percent of the total cost of work to be performed under the D/TO, the proposal shall identify: contract, task order, or delivery order, the offeror shall identify in its proposal: the amount of the offeror’s indirect costs and profit applicable to the work to be performed by the subcontractor(s); and a description of the value added by the offeror as related to the work to be performed by the subcontractor(s).
(3) If any subcontractor proposed under the D/TO intends to subcontract to a lower-tier subcontractor more than 70 percent of the total cost of work to be performed under its subcontract, the prime contractor shall identify in its proposal the amount of the subcontractor’s indirect costs and profit applicable to the work to be performed by the lower-tier subcontractor(s); and a description of the value added by the subcontractor as related to the work to be performed by the lower-tier subcontractor(s).
(j) When proposals for D/TOs include utilization of depot-provided resources, a copy of the signed agreement with the depot provider (see clause H-907 within) shall be provided in the D/TO proposal. The Government will review the agreement and, if approved, will fund the DoD source directly as a Government Furnished Supply or Service (GFS/S), unless the agreement contains specific authority for direct payment from the contractor to the depot (e.g. an agreement under 10 USC 2553 or 10 USC 2208J). The agreement between the depot provider and the contractor will be incorporated into the D/TO as the basis for which the Government will provide the GFS/S. However, the dollars for the depot provided resources shall be separately identified within the agreement and will be added to the Contractor’s proposed price as part of the price evaluation process for the specific D/TO.
(k) It is anticipated that some of the RFOPs and resultant D/TOs will be classified acquisitions up to and including Top Secret. Contractors that do not possess the required clearance and safeguarding capability at time of RFOP release will not be eligible to receive that RFOP. DD Forms 254, Contract Security Classification Specifications, will be attached to the RFOP and D/TO as required.
(l) Export Control: D/TOs involve technology that has military or space application. The only US contractors who may participate are those that are certified and registered with DLSC and have a legitimate business purpose. In responding to an RFOP, FAST contractors must submit a copy of their current, approved DD Form 2345. To request this certification, write to the Commander, Defense Logistics Service Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017-3084 and request a copy of Department of Defense Form 2345 or call DLSC at 1-800-352-3572.
(m) The Government shall issue at least one D/TO under each contract awarded within the first year of contract ordering period and subject to the Contract Minimum/Maximum clause, above. The Government shall comply with the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) 216.505.
To:
(f) Cost/price proposals for D/TOs shall identify which proposed labor categories are exempt from the Service Contract Act (SCA) and which proposed labor categories are subject to the SCA. For all D/TOs issued in Years 1 through 5 of this contract that include SCA covered labor categories, Offerors’ proposals shall use their Year 1 rates on contract for those SCA-covered labor categories. The Government will then review the applicable Wage Determination for the proposed effort and determine if the Year 1 rates on contract are in accordance with the applicable Wage Determination or if adjustment in accordance with the SCA is required. If adjustment is required, the Government will perform the adjustment and the adjusted rates shall be used in the resultant D/TO. For D/TOs issued in Years 6 and 7 which require performance in Years 6 through 10 of this contract, the contractual labor rates as adjusted by Clause H-922 for Year 6 will serve as the baseline rate for all SCA-covered labor categories. For all D/TOs issued in Years 6 through 7 of this contract that include SCA covered labor categories, Offerors’ proposals shall use their adjusted Year 6 rates on contract for those SCA-covered labor categories. The Government will then review the applicable Wage Determination for the proposed effort and determine if the adjusted Year 6 rates on contract are in accordance with the applicable Wage Determination or if adjustment in accordance with the SCA is required. If adjustment is required, the Government will perform the adjustment and the adjusted rates shall be used in the resultant D/TO.
(g) Subject to the provisions of paragraph (f) above, cost/price proposals for D/TOs shall utilize rates that are no higher than those set forth in the attached Rate Tables.
(h) D/TOs may be restricted to a single source in accordance with Clause IB-311G (AFFARS 5352.216-9000) under the following exceptions to competition:
(1) The agency’s need for the services or supplies is of such urgency that providing such opportunity to all such contractors would result in unacceptable delays;
(2) Only one such contractor is capable of providing the services or supplies at the level of quality required because the services or supplies ordered are unique or highly specialized;
(i) When a D/TO is restricted to a single source in accordance with Clause IB-311G (AFFARS 5352.216-9000), an RFOP will only be sent to that source, and the contractor will be required to submit a cost/price proposal.
(j) Proposals submitted in response to an RFOP for a T&M, CR, LH, or sole source FP effort must comply with DFARS 252.215-7003, Excessive Pass-Through Charges – Identification of Subcontract Effort.
(k) When proposals for D/TOs include utilization of depot-provided resources, a copy of the signed agreement with the depot provider (see clause H-907 within) shall be provided in the D/TO proposal.
(l) It is anticipated that some of the RFOPs and resultant D/TOs will be classified acquisitions up to and including Top Secret. Contractors that do not possess the required clearance and safeguarding capability at time of RFOP release will not be eligible to receive that RFOP. DD Forms 254, Contract Security Classification Specifications, will be attached to the RFOP and D/TO as required.
(m) Export Control: D/TOs involve technology that has military or space application.
(n) The Government shall issue at least one D/TO under each contract awarded within the first year of contract ordering period and subject to the Contract Minimum/Maximum clause, above. The Government shall comply with the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) 216.505.
2. Clause H-910, as revised by RFP Amendment 0004, is hereby revised as follows (changes indicated by underlined bold text):
FROM:
H-910: Consent to Add Subcontractors(*)
Addition of subcontractors must be approved by the Contracting Officer, and the subcontractors will be added by way of contract modification. Prime contractors will be allowed to request consent to add subcontractors during the following periods only: from date of award of the basic contract through 90 days, and the first quarter of each fiscal year thereafter. The Government may, at its discretion, allow additional subcontractors to be added at any time if those additional subcontractors are needed for performance of a specific, known requirement. Prime contractors will not be allowed to add additional F2AST subcontractors in any labor category in which the proposed labor rates exceed the median F2AST subcontractor labor rate that was incorporated at initial contract award for that particular labor category for that particular prime contractor.

Prime contractors will not be allowed to add additional F2AST subcontractors in any labor category in which the proposed labor rates exceed the median F2AST subcontractor labor rate that was incorporated at initial contract award for that particular labor category for that particular prime contractor, unless the proposed subcontractor was a critical subcontractor on a another prime contractor’s team with rates established at the time of contract award. For critical subcontractors at the time of award who are being added to another prime contractor’s team after award, the critical subcontractors’ rates as established at the time of award will be utilized, without being subject to the median for the prime contractor to whose team they are being added.
3. Clause H-922 is hereby revised as follows (changes indicated by underlined bold text):
FROM:
H-922: RATE ADJUSTMENT GUIDELINES FOR YEARS 6, 7, 8, 9 and 10(*)
Adjustment of contractual FP, T&M, CR, and LH rates for Year 6 (days 1827 – 2191), Year 7 (days 2192 – 2556), Year 8 (days 2557 – 2922), Year 9 (days 2923 – 3287), and Year 10 (days 3288 – 3652) will be calculated using the Global Insight, Inc., Economic Forecasting, ECIWSPWP&TNS for ECI, WGSA & SAL, Professional and Tech Workers (or equivalent index specified by the Government), rates of escalation in effect at the beginning of Year 5 for all labor categories. The Contractor’s Year 5 rates on contract will be the baseline for the escalation of the rates for Years 6 through 10. The rate of escalation will be applied by the Government to the Contractor’s Year 5 rates to calculate the rates for Years 6, 7, 8, 9, and 10. The adjustment will be made to all rates beginning on Day 1462, the beginning of Year 5, since rates may be needed to price proposed efforts that extend beyond Year 6.
This adjustment will only be applied to non-Service Contract Act labor categories; Service Contract Act labor categories are subject to the adjustment provisions of the Service Contract Act clauses contained herein.
This adjustment will provide contractual labor rates for the ordering period not covered by the rates initially proposed and placed on contract for the first five years of the ordering period, and will cover the remaining two years of ordering, plus the final three years of the period of performance. In the event that a D/TO is issued prior to the date of adjustment that requires effort on or after the last year of rates on contract at that time, the contractors shall propose and perform that effort utilizing the last year of rates on contract at the time the D/TO is issued.
TO:
This adjustment will be applied to all labor categories; however, the requirements of Clause H-901 and the adjustment provisions of the Service Contract Act clauses contained herein apply to all D/TOs issued under this contract that include Service Contract Act labor categories/labor rates.
4. Clause H-926 is hereby revised as follows (changes indicated by underlined bold text):
FROM:
H-926: USE OF F2AST SUBCONTRACTORS AND VENDORS
(a) The following descriptions or definitions apply:

e. Volume II, Factor 1, Mission Capability – Technical Proposal.
i. Factor 1, Mission Capability, has three subfactors, as follows: Subfactor 1, Certifications; Subfactor 2, Facilities; and Subfactor 3, Processes.
ii. Offerors shall address Factor 1, Mission Capability, as a written volume that shall be clear, concise, and include sufficient detail for effective evaluation. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing documentation to address how the Offeror meets these requirements. There will be no reference to rates or price in this volume. Offerors shall assume that the Government has no prior knowledge of their certifications, facilities and/or processes, and will base its evaluation on the information presented in the Offeror’s proposal. Cognizant Defense Contract Management Agency (DCMA) representatives will advise and assist the technical team in evaluation of the technical proposals.
iii. The following information shall be provided and will be evaluated to assess technical acceptability in accordance with Section M-900, Evaluation Basis for Award:
Proposals shall demonstrate how the Offeror and no more than twelve (12) critical subcontractors (up to four for each category in the Minimum Capabilities Matrix) fulfills the requirements contained in the Minimum Capabilities Matrix (RFP Attachment 4) and defined by the Minimum Capabilities Matrix Specification (RFP Attachment 5). A critical subcontractor is defined as any subcontractor whose capabilities are utilized by the prime contractor for purposes of completing the Minimum Capabilities Matrix. For purposes of this RFP, the definition of critical subcontractor also includes subordinate organizations of the common parent corporation.
iv. Technical proposals submitted shall include separate written sections addressing the Mission Capability Subfactor 1 as described below.
The written Technical Proposal shall address:
v. Subfactor 1, Certifications. The purpose of this factor is to evaluate the Offeror’s compliance with the certification requirements of the Minimum Capabilities Matrix (RFP Attachment 4), set forth below.
A. Offeror as prime contractor and team must fulfill all of the following certification requirements:
a. Documentation evidencing AS 9100 Rev B registration.
b. Documentation evidencing ISO 9001:2000 registration.
c. Documentation evidencing CMMI 3 – SEI certification.
d. Documentation evidencing nondestructive inspection (NDI) capabilities.
e. Documentation evidencing Ground Engine Run Qualifications.
f. Documentation evidencing Aircraft Alignment and Symmetry/Wing Joint Planarity Check Qualifications.
g. Documentation evidencing Fastener Hole Cold-Work Qualification.
vi. Subfactor 2, Facilities. The purpose of this factor is to evaluate the Offeror’s compliance with the facilities requirements of the Minimum Capabilities Matrix (RFP Attachment 4).
a. Documentation evidencing possession of and/or access to facilities as listed in the Minimum Capabilities Matrix (RFP Attachment 4) and defined by the Minimum Capabilities Matrix Specification (RFP Attachment 5). This documentation must identify the facilities provided by the prime contractor and each critical subcontractor with which the Offeror will fulfill the Minimum Capabilities Matrix and Specification, as well as provide documentation evidencing DCMA or other Government agency approval of Offeror’s Fire Suppression Plan for each proposed facility.
vii. Subfactor 3, Processes. The purpose of this subfactor is to evaluate the Offeror’s compliance with the processes requirements of the Minimum Capabilities Matrix.

b. Documentation evidencing the Offeror’s possession of the following:
1. Workload Planning and Scheduling Process
2. Part Ordering/Handling Process
f. Volume III - Present and Past Performance: The offeror as Prime Contractor (hereinafter “Offeror”) shall submit Present and Past Performance Information for itself in accordance with the format contained in the “FACTS Sheet” (See RFP Attachment 8) and the following paragraphs. No present and past performance information shall be submitted for any subcontractors.
i. The requested present and past performance information shall be provided in a separate section (i.e., 3-ring binder) labeled, “Volume III – Present and Past Performance Information.” Offerors shall complete a separate “FACTS Sheet” (RFP Attachment 8) for each active or completed contract (with preferably at least one year of performance history) in the past three (3) years, that the offeror considers relevant in demonstrating its ability to manage subcontractors. If the total number of such contracts exceeds five (5), the offeror shall address its five (5) most relevant contracts. For all submittals, the performance on efforts identified shall be restricted to those completed or ongoing during the past three (3) years from the issuance date of this RFP. All present and past performance information submitted by the Offeror is limited to efforts performed by the Offeror at the prime contractor CAGE code level. Contracts listed may include those with the Federal Government, state and local Governments or their agencies, and commercial customers. Offerors that are newly formed entities without prior contracts or that do not possess relevant corporate past performance shall submit FACTS Sheets for five (5) of their most recent/relevant contracts demonstrating the present and past performance for each of their key personnel and/or the divisions and/or corporate management that have been used to create the newly formed entity if such resources will be used and significantly influence the performance of the proposed effort. Include relevant information concerning the offeror’s compliance with FAR 52.219-8, Utilization of Small Business Concerns and/or FAR 52.219-9, Small Business Subcontracting Plan, if these clauses are or were contained in any of the five (5) contract efforts identified in Volume III, Present and Past Performance Information, of the offeror’s proposal. If they were not included in these five (5) contracts, submit this information on two (2) additional contracts which contained these clauses. Please note that FAR 52.219-8 does apply to ALL offerors. Address whether of not the offeror carried out the policy of the United States in the awarding of subcontracts to small business concerns, veteran-owned small business concerns, service-disabled, veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance.
Pursuant to the requirements of FAR provision 52.219-24, each offeror must provide with its offer, targets, expressed as dollars and percentages of total contract value, for SDB participation in performance of this resultant contract, in any North American Industry Classification System (NAICS) Industry Subsectors as determined by the Department of Commerce. NAICS codes and titles are posted at: http://www.census.gov/epcd/naics02/naicod02.htm. The targets may provide for participation by a prime contractor, joint venture partner, teaming arrangement member, or subcontractor; however, the targets for subcontractors must be listed separately.
The Offeror shall focus its FACTS Sheet responses so that they clearly correlate present and past performance with the required capability of subcontractor management. The FACTS Sheet submitted by the Offeror must clearly describe the subcontractor management performed by the Offeror on that effort. The Offeror may expand the answering space on the FACTS Sheet so that the filled-in FACTS Sheet for each relevant contract covers no more than both sides of two 8 ½ x 11 pages. The Offeror shall provide the most current information for the points of contact (POCs) identified on the FACTS Sheets.
Offerors shall include two additional pages (8 ½ x 11 inch page with 0.5 inch margins), in spreadsheet format, that list all contracts the Offeror is performing or has performed in the past three (3) years. Any delivery/task orders performed under the Flexible Acquisition and Sustainment Tool (FAST) contracts and the Integrated Weapon System Support Program (IWSSP) contract shall be included. If the listing(s) of said contracts exceeds two (2) pages per entity, only the most recent contracts ongoing/completed shall be listed. The purpose of the spreadsheet is to capture the total scope of work (whether the Offeror deems the work relevant or not to this instant RFP) that the Offeror has ongoing or completed in the past three (3) years. The Government may obtain and use performance information on any or none of these programs. The spreadsheet(s) shall include (as a minimum) current information as follows:
Contract Number
Period of Performance (Max Yrs)
Maximum Total Estimated Dollars
Stage of the Program & Brief Status
Contracting Agency or Customer
Phone Number and E-Mail Addresses for at Least Two POCs
Brief Program Description, Including Number of Subcontractors
Nature and Percentage of Work Performed/to be Performed by Subcontractors
It is not presumed that the Offeror’s subcontractor management performance has been perfect. Rather, the proposal should contain evidence of the Offeror’s ability to isolate the root causes of problems and should include in their FACTS Sheet a description of programs or actions taken to resolve those causes. Problems not addressed by the Offeror but found by the Government during the evaluation of the information in this volume will be assumed to still exist. Note: In the case of Contractor Performance Assessment Report System (CPARS), if your input has already been provided and the rationale/ circumstances have not changed, DO NOT repeat them here. The Government will use data provided by each Offeror in this volume and may use data obtained from other sources in the development of the confidence assessment.
In lieu of past performance questionnaires and for each relevant contract submitted, the Performance Confidence Assessment Group (PCAG) may contact the point of contacts provided by the Offeror for the purpose of ascertaining subcontract management performance by way of a series of questions that will be identical for all interviews.
g. Volume IV - Cost/Price Volume: The Volume will consist of:
(1) Prime Contractor Pricing Submission (RFP Attachment 9), which includes Labor Workload and Material Distribution Percentages spreadsheet showing the percentage of labor hours and material costs assigned by the prime to the prime and each critical subcontractor, Prime Add-on Factors spreadsheet, Prime FP/LH Labor Rates spreadsheet, Prime T&M Labor Rates spreadsheet, and Prime Cost (CR) Labor Rates spreadsheet. FP/LH and CR labor rates will be loaded labor rates, including labor overhead, G&A, and cost of money, excluding profit or fee. These rates will be fixed through the cost line. CR rates will be used at the basis to compute the fee amounts on cost-type delivery/task orders, and will be contractually binding for this purpose. It is anticipated that the proposed FP/LH, T&M, and CR rates will be the same for all labor categories through the cost line. In the extraordinary event that the proposed CR rates differ from the FP/LH and T&M rates at the cost line, the offeror must provide in his proposal a complete breakdown of the specific cost elements included in the CR rates with appropriate rationale and explanations. The Government will then perform a detailed cost realism analysis on the proposed CR rates. T&M rates will be fully loaded labor rates, including labor overhead, G&A, cost of money, and fee.
(2) Subcontractor Pricing Submission (RFP Attachment 10), which includes Subcontractor Add-on Factors spreadsheet, Subcontractor FP/LH Labor Rates spreadsheet, Subcontractor T&M Labor Rates spreadsheet, and Subcontractor Cost (CR) Labor Rates spreadsheet.
