QUESTIONS AND ANSWERS
RFP FA8530-08-R-21758
3 Mar 08
Question: The recent conformed copy of the RFP did not reflect the changes made to H-910 in Amendment 007 and Note 4 in Amendment 008. Does the Government intend to issue another conformed RFP which reflects these changes?
Answer: The change made in Note 4 is reflected in the Amendment 0008 currently on FedBizOps. No further conformed copies will be released prior to proposal due dates.
Question Regarding location of Disclosure statements in Vol IV, would the SubK disclosure statement for ‘composite’ rates go behind the individual SubK’sAdd-on narrative, which is behind the rates sheets, `in this Volume? If a Prime is using a Non-critical Subcontractor for Flight Crews, does the Non critical SubK have to submit a narrative for add-on factors? During the 90 day add-on period for new SubK’s, do the new non-critical SubK’s have to submit a narrative for add-on factors?
Answer: Yes to all.
Question Reference Q&A dated 30 January 2008: Is any narrative information required or desired in Volume IV (Cost/Price Volume) in addition to the prime contractor and subcontractor pricing files provided as RFP attachments 9 and 10?
Answer: Yes.
Question: As stated in RFP Clause M-900, the Government anticipates that the proposed FP/LH, T&M, and CR rates will be the same for all labor categories through the cost line. In the extraordinary event that the proposed CR rates differ from the FP/LH and T&M rates at the cost line, the offeror must provide in his proposal a complete breakdown of the specific cost elements included in the CR rates with appropriate rationale and explanations. Offerors may provide any other cost/pricing-related narrative information they desire to include in this volume. In addition, the add-on factor spreadsheets contained in both RFP Attachments 9 and 10 will be revised via RFP Amendment to include additional information regarding the add-on factors. This additional information is as follows: Material, Crisis Pay, and Overtime Factors: These factors shall apply against material, crisis pay, and/or overtime. These factors should incorporate all normal charges (including, but not limited to, G&A and Cost of Money, etc.) allowed for these specific costs. A narrative description of the composition of these factors is to be submitted in Volume IV, Cost/Pricing Volume, for each of these add-on factors. Fee/profit will be proposed at the D/TO level for FP, CR, and LH orders; therefore, FP, CR, and LH factors should not include any fee/profit. Subcontract Add-on Factor: This factor shall apply against subcontracted costs. This factor should incorporate all normal charges (including, but not limited to, G&A and Cost of Money, etc.) allowed for these specific charges.
OCONUS Labor Adjustment Factors: These factors shall apply against OCONUS labor. These factors should incorporate any unique charges allowable for these specific costs. Therefore, is it correct to assume that profit/fee can/should be included on T&M Sub handling factors?
Answer: It is up to individual offerors to decide what to include in their add-on factors and to provide narrative in support of the factor.
Question Reference RFP Section L-900, para 2.b.iv, 1” Margin requirement, the excel files provided have instructions detailing not to touch settings on sheets and the margins on Attachments 9 and 10 are set at .5” and we are finding that the holes are punching in printed material. How are we to fulfill the 1” requirement and not change sheet settings? Can we change margins to 1” in excel files? Does the Gov’t consider the .5” footer and .5” bottom combined to meet the 1” requirement
Answer: The margins may be adjusted to 1” to prevent the hole punches from interfering with the text.
Question Reference Attachment 9, Rev 4, Prime pricing sheet. The Margins on tab “Labor Workload & Mat'l Dist FP%’ are set to left, 0.20; right, 0.0, Top, 0.58 and bottom, 0.45. Attachment 4 has settings of left, 0.20; right, 0.20, Top, 0.56 and bottom, 0.00. These settings do not allow for the inclusion of the required FAR Statement, numbering per section and printed material is lost with 3-hole punching and the Source Selection statement prints in the rate sheet numbers. Is the contractor allowed to adjust these settings?
Answer: See answer above.
Question: All Government provided excel attachments have various settings set to less then 1” margin for top, bottom and left/right. Are these setting from the Gov't exempt from the L-900 1” margin rule?
Answer: The margin rule of 1” does not apply margins set by the Government and unchanged by the contractor.

NOTE: In addition to the paper copies listed above, the contractor will submit one (1) CD-R with Volumes I through

Each volume shall be marked with the solicitation number, the Offeror’s name and address, and the buyer information contained in Block 7 of Standard Form 1447 (RFP cover page) and shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. The distribution on the Cost Volume accounts for two of the three copies and then starts distribution of the
1 hard copy of the consolidated copy to WR-ALC/PKE. Does the third copy get sent as paper and CD to the block 7 address since it is not discussed?
Answer: Yes.
Question: The NOTE says to submit 1 CD with Volumes I through III and 1 CD with Volume IV but does not say where.
Answer: Submit to PKE in the address provided.
Question: The NOTE then states it does not include CD-R copies that may be asked for elsewhere in Sections L&M.
Would you identify those additional CD's if required?
Answer: The CDs as required are set forth in Sections L&M.
Question:One of the answers given in the 29 Feb 2008 Q & A’s was fragmented. Question 4 contained an incomplete answer. Could the Government please reword the reply given?
Answer: A corrected copy of the 29 Feb 2008 Q&As has been posted to FedBizOpps.
Question Given the release of a complete conformed RFP on a Friday afternoon, and given that most bidders will have to go to press this weekend or first thing Monday morning at the latest to make a Wednesday at separate locations 2000 miles apart, this allows offerors no opportunity to react to any potential printing errors or last minute changes (we have had no time yet to review the document to see if there are any). We therefore request a simple two day extension to Friday, 7 March 2008.
Answer: No extension can be granted. Proposals are due as set forth in the Conformed Copy of the RFP, i.e. 1600 5 Mar 08.
File details come from the government source that posted it. Updated .
