SUBCONTRACTING REQUIREMENT(*)
(a) The magnitude of this contract may require many business concerns to team, partner, and/or subcontract with other business concerns (large and small). The Government has set a small business subcontracting requirement of 13% of total dollars (including all small business subcategories) for this contract. All large business prime contractors will be required to meet and maintain this requirement throughout the life of the contract. Data regarding each Contractor’s subcontractor performance will be obtained as follows: after contract award, large business prime contractors shall submit documentation supporting actual total contract dollars subcontracted to small business concerns. This documentation format will be in accordance with and submitted as directed in CDRL A002 (RFP Attachment 2) hereto. This 13% minimum requirement shall be evaluated by the ordering PCO as part of a determination of past performance compliance for future order awards. In addition, the Contractor is cautioned that failure to meet this requirement may exclude the Contractor from participating in future competitive awards, or the Government may elect to not exercise the two-year ordering period option on that prime contractor’s contract (see Clause H-914).

d. Volume I, Completed and Executed Request for Proposal. Volume I will consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions. However, Offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable. e. Volume II, Factor 1, Mission Capability – Technical Proposal.
i. Factor 1, Mission Capability, has three subfactors, as follows: Subfactor 1, Certifications; Subfactor 2, Facilities; and Subfactor 3, Processes.
ii. Offerors shall address Factor 1, Mission Capability, as a written volume that shall be clear, concise, and include sufficient detail for effective evaluation. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing documentation to address how the Offeror meets these requirements. There will be no reference to rates or price in this volume. Offerors shall assume that the Government has no prior knowledge of their certifications, facilities and/or processes, and will base its evaluation on the information presented in the Offeror’s proposal. Cognizant Defense Contract Management Agency (DCMA) representatives will advise and assist the technical team in evaluation of the technical proposals.
iii. The following information shall be provided and will be evaluated to assess technical acceptability in accordance with Section M-900, Evaluation Basis for Award:
Proposals shall demonstrate how the Offeror and no more than twelve (12) critical subcontractors (up to four for each category in the Minimum Capabilities Matrix) fulfills the requirements contained in the Minimum Capabilities Matrix (RFP Attachment 4) and defined by the Minimum Capabilities Matrix Specification (RFP Attachment 5). A critical subcontractor is defined as any subcontractor whose capabilities are utilized by the prime contractor for purposes of completing the Minimum Capabilities Matrix. For purposes of this RFP, the definition of critical subcontractor also includes subordinate organizations of the common parent corporation.
iv. Technical proposals submitted shall include separate written sections addressing the Mission Capability Subfactor 1 as described below.
The written Technical Proposal shall address:
i. Subfactor 1, Certifications: The purpose of this factor is to evaluate the Offeror’s compliance with the certification requirements of the Minimum Capabilities Matrix (RFP Attachment 4), set forth below.
A. Offeror as prime contractor and team must fulfill all of the following certification requirements:
a. Documentation evidencing AS 9100 Rev B registration.
b. Documentation evidencing ISO 9001:2000 registration.
c. Documentation evidencing CMMI 3 – SEI certification.
d. Documentation evidencing nondestructive inspection (NDI) capabilities.
e. Documentation evidencing Ground Engine Run Qualifications.
f. Documentation evidencing Aircraft Alignment and Symmetry/Wing Joint Planarity Check Qualifications.
ii. Subfactor 2, Facilities. The purpose of this factor is to evaluate the Offeror’s compliance with the facilities requirements of the Minimum Capabilities Matrix (RFP Attachment 4).
a. Documentation evidencing possession of and/or access to facilities as listed in the Minimum Capabilities Matrix (RFP Attachment 4) and defined by the Minimum Capabilities Matrix Specification (RFP Attachment 5). This documentation must identify the facilities provided by the prime contractor and each critical subcontractor with which the Offeror will fulfill the Minimum Capabilities Matrix and Specification, as well as provide documentation evidencing DCMA or other Government agency approval of Offeror’s Fire Suppression Plan for each proposed facility.
iii. Subfactor 3, Processes. The purpose of this subfactor is to evaluate the Offeror’s ability to organize and manage subcontractors and to evaluate the Offeror’s compliance with the processes requirements of the Minimum Capabilities Matrix.
a. Documentation evidencing DCMA or other Government agency approval of the following plans: Foreign Object Damage (FOD) and Tool Control; Hazardous Material Management; and Severe Weather (as referenced in the Minimum Capabilities Matrix, RFP Attachment 4).
b. Documentation evidencing DCMA or other Government agency approval of or the Offeror’s possession of the following;
1. Workload Planning and Scheduling Process
2. Fastener Hole Cold-Work Qualification
3. Part Ordering/Handling Process
f. Volume III - Present and Past Performance: The offeror as Prime Contractor (hereinafter “Offeror”) shall submit Present and Past Performance Information for itself in accordance with the format contained in the “FACTS Sheet” (See RFP Attachment 8) and the following paragraphs. No present and past performance information shall be submitted for any subcontractors.
i. The requested present and past performance information shall be provided in a separate section (i.e., 3-ring binder) labeled, “Volume III – Present and Past Performance Information.” Offerors shall complete a separate “FACTS Sheet” (RFP Attachment 8) for each active or completed contract (with preferably at least one year of performance history) in the past three (3) years, that the offeror considers relevant in demonstrating its ability to manage subcontractors. If the total number of such contracts exceeds five (5), the offeror shall address its five (5) most relevant contracts. For all submittals, the performance on efforts identified shall be restricted to those completed or ongoing during the past three (3) years from the issuance date of this RFP. All present and past performance information submitted by the Offeror is limited to efforts performed by the Offeror at the prime contractor CAGE code level. Contracts listed may include those with the Federal Government, state and local Governments or their agencies, and commercial customers. Offerors that are newly formed entities without prior contracts or that do not possess relevant corporate past performance shall submit FACTS Sheets for five (5) of their most recent/relevant contracts demonstrating the present and past performance for each of their key personnel and/or the divisions and/or corporate management that have been used to create the newly formed entity if such resources will be used and significantly influence the performance of the proposed effort. Include relevant information concerning the offeror’s compliance with FAR 52.219-8, Utilization of Small Business Concerns and/or FAR 52.219-9, Small Business Subcontracting Plan, if these clauses are or were contained in any of the five (5) contract efforts identified in Section II, Performance Information, of the offeror’s proposal. If they were not included in these five (5) contracts, submit this information on two (2) additional contracts which contained these clauses. Please note that FAR 52.219-8 does apply to ALL offerors. Address whether of not the offeror carried out the policy of the United States in the awarding of subcontracts to small business concerns, veteran-owned small business concerns, service-disabled, veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance.
Pursuant to the requirements of FAR provision 52.219-24, each offeror must provide with its offer, targets, expressed as dollars and percentages of total contract value, for SDB participation in performance of this resultant contract, in any North American Industry Classification System (NAICS) Industry Subsectors as determined by the Department of Commerce. NAICS codes and titles are posted at: http://www.census.gov/epcd/naics02/naicod02.htm. The targets may provide for participation by a prime contractor, joint venture partner, teaming arrangement member, or subcontractor; however, the targets for subcontractors must be listed separately.
The Offeror shall focus its FACTS Sheet responses so that they clearly correlate present and past performance with the required capability of subcontractor management. The FACTS Sheet submitted by the Offeror must clearly describe the subcontractor management performed by the Offeror on that effort. The Offeror may expand the answering space on the FACTS Sheet so that the filled-in FACTS Sheet for each relevant contract covers no more than both sides of two 8 ½ x 11 pages. The Offeror shall provide the most current information for the points of contact (POCs) identified on the FACTS Sheets.
Offerors shall include two additional pages (8 ½ x 11 inch page with 0.5 inch margins), in spreadsheet format, that list all contracts the Offeror is performing or has performed in the past three (3) years. Any delivery/task orders performed under the Flexible Acquisition and Sustainment Tool (FAST) contracts and the Integrated Weapon System Support Program (IWSSP) contract shall be included. If the listing(s) of said contracts exceeds two (2) pages per entity, only the most recent contracts ongoing/completed shall be listed. The purpose of the spreadsheet is to capture the total scope of work (whether the Offeror deems the work relevant or not to this instant RFP) that the Offeror has ongoing or completed in the past three (3) years. The Government may obtain and use performance information on any or none of these programs. The spreadsheet(s) shall include (as a minimum) current information as follows:
Contract Number
Period of Performance (Max Yrs)
Maximum Total Estimated Dollars
Stage of the Program & Brief Status
Contracting Agency or Customer
Phone Number and E-Mail Addresses for at Least Two POCs
Brief Program Description, Including Number of Subcontractors
Nature and Percentage of Work Performed/to be Performed by Subcontractors
It is not presumed that the Offeror’s subcontractor management performance has been perfect. Rather, the proposal should contain evidence of the Offeror’s ability to isolate the root causes of problems and should include in their FACTS Sheet a description of programs or actions taken to resolve those causes. Problems not addressed by the Offeror but found by the Government during the evaluation of the information in this volume will be assumed to still exist. Note: In the case of Contractor Performance Assessment Report System (CPARS), if your input has already been provided and the rationale/ circumstances have not changed, DO NOT repeat them here. The Government will use data provided by each Offeror in this volume and may use data obtained from other sources in the development of the confidence assessment.
In lieu of past performance questionnaires and for each relevant contract submitted, the Performance Confidence Assessment Group (PCAG) may contact the point of contacts provided by the Offeror for the purpose of ascertaining subcontract management performance by way of a series of questions that will be identical for all interviews.
g. Volume IV - Cost/Price Volume: The Volume will consist of:
(1) Prime Contractor Pricing Submission (RFP Attachment 9), which includes Labor Workload and Material Distribution Percentages spreadsheet showing the percentage of labor hours and material costs assigned by the prime to the prime and each critical subcontractor, Prime Add-on Factors spreadsheet, Prime FP/LH Labor Rates spreadsheet, Prime T&M Labor Rates spreadsheet, and Prime Cost (CR) Labor Rates spreadsheet. FP/LH and CR labor rates will be loaded labor rates, including labor overhead, G&A, and cost of money, excluding profit or fee. These rates will be fixed through the cost line. CR rates will be used at the basis to compute the fee amounts on cost-type delivery/task orders, and will be contractually binding for this purpose. It is anticipated that the proposed FP/LH, T&M, and CR rates will be the same for all labor categories through the cost line. In the extraordinary event that the proposed CR rates differ from the FP/LH and T&M rates at the cost line, the offeror must provide in his proposal a complete breakdown of the specific cost elements included in the CR rates with appropriate rationale and explanations. The Government will then perform a detailed cost realism analysis on the proposed CR rates. T&M rates will be fully loaded labor rates, including labor overhead, G&A, cost of money, and fee.
(2) Subcontractor Pricing Submission (RFP Attachment 10), which includes Subcontractor Add-on Factors spreadsheet, Subcontractor FP/LH Labor Rates spreadsheet, Subcontractor T&M Labor Rates spreadsheet, and Subcontractor Cost (CR) Labor Rates spreadsheet. T&M rates will be fully loaded labor rates, including labor overhead, G&A, cost of money, and fee.
i. General Instructions:
These instructions are to assist Offerors in submitting cost/price information that is required to evaluate the labor rates and add-on factors as well as to calculate the Total Evaluated Price (TEP). Compliance with these instructions is mandatory and failure to comply may result in rejection of the proposal.
Offeror must submit separate Labor Rate Spreadsheets for the prime contractor and all critical subcontractors which, when taken as a whole, must reflect a labor rate for each of the labor categories identified. It is incumbent upon the Offeror to ensure that his team has proposed rates for all labor categories. Offeror must submit a labor hour and material percentage breakout spreadsheet. The percentages for FP/LH labor breakout, T&M labor breakout, CR labor breakout, and for material cost breakout must each add up to 100% (i.e., T&M must add up to 100%, FP/LH must add up to 100%, CR must add up to 100%, and material must add up to 100%).
Each Offeror shall submit the cost/price volume in hard copy and in electronic (Microsoft Excel) format. The Excel worksheets provided shall contain mathematical formulas which will be locked by the Government to prevent alteration. Do not provide “values only” or limit/protect the files to “read only” format. Refer to Prime Contractor Pricing Submission (RFP Attachment 9) and Subcontractor Pricing Submission (RFP Attachment 10) for cost model worksheet formats. The paper and electronic copies shall be identical in all respects. The Government will provide a listing of the file names and the content of each file. Scanned PDF files are not acceptable. Electronic submittals shall comply with the following:
a. They shall be submitted on a CD-R.
b. Data files/CD-Rs should be accessible by a computer running MS Office 2000, Office XP or MS Windows World Office 2003.
c. Data files should be .xls file format (MS Windows Excel Office 2003 or earlier)

NOTE: THIS INFORMATION DOES NOT CHANGE OR NEGATE OTHER REQUIREMENTS SET FORTH IN SECTIONS L AND M.
d. Volume I, Completed and Executed Request for Proposal. Volume I will consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions, a brief (no more than two page) description of the Offeror’s compensation plan for professional employees IAW FAR 52.222-46, the information required by DFARS 252.242-7001, and the Offeror’s Small Business Subcontracting Plan IAW FAR 52.219-9 and FAR 52.219-9 Alt II. However, Offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable. The Government intends to make an award without discussions. Discussions, if necessary, will be conducted in accordance with FAR 15.306.
The written Technical Proposal shall address:
v. Subfactor 1, Certifications. The purpose of this factor is to evaluate the Offeror’s compliance with the certification requirements of the Minimum Capabilities Matrix (RFP Attachment 4), set forth below.

a. Documentation evidencing possession of and/or access to facilities as listed in the Minimum Capabilities Matrix (RFP Attachment 4) and defined by the Minimum Capabilities Matrix Specification (RFP Attachment 5). This documentation must identify the facilities provided by the prime contractor and each critical subcontractor with which the Offeror will fulfill the Minimum Capabilities Matrix and Specification, as well as provide documentation evidencing DCMA or other Government agency approval of Offeror’s Fire Suppression Plan for each proposed facility.
vii. Subfactor 3, Processes. The purpose of this subfactor is to evaluate the Offeror’s compliance with the processes requirements of the Minimum Capabilities Matrix.
a. Documentation evidencing the following plans: Foreign Object Damage (FOD) and Tool Control; Hazardous Material Management; and Severe Weather (as referenced in the Minimum Capabilities Matrix, RFP Attachment 4).
b. Documentation evidencing the Offeror’s possession of the following:
Include relevant information concerning the offeror’s compliance with FAR 52.219-8, Utilization of Small Business Concerns and/or FAR 52.219-9, Small Business Subcontracting Plan, if these clauses are or were contained in any of the five (5) contract efforts identified in Volume III, Present and Past Performance Information, of the offeror’s proposal.
T&M rates will be fully loaded labor rates, including labor overhead, G&A, cost of money, and fee.
Each Offeror shall submit, for the prime contractor and each critical subcontractor, a narrative description of the composition of the proposed Material Handling Add-On Factors, Crisis Pay Factors, Overtime Factors, Subcontract Add-On Factors, and OCONUS Labor Adjustment Factors. Each offeror shall also identify, for the prime contractor and each critical subcontractor, which labor categories it has identified as covered by the Service Contract Act and which labor categories it has identified as exempt from the Service Contract Act.
