Question: Reference Attachment 6. Where there are duplicated items or items with the same NSN but different part numbers, is the Government looking for double quantities? Has this list been validated by a C-130 equipment specialist since there have been many similar questions concerning this attachment? See below for this new example:

4920005330933 6796458
4920005451063 6796458
Answer: For P/N 402636, NSN and Noun are incorrect. The correct NSN is 4920003475640 and the correct Noun is Template, Rudder Rigging. NSN 4920003475642, P/N 402637, Template, Aileron Rigging, is correct.
NSN 4920005330933, Vulcanizing Tool, is correct, but the P/N is incorrect. The correct P/N is 3401500-105. NSN 492000545106, P/N 6796458, Fixture Neg. Torque Sys, is correct.
Question: Regarding RFP Attachment 6, the following items are "P" and "L" numbers which are normally assigned by the using organization Base Supply. Accordingly, there is insufficient information to properly identify the make and manufacturer for the below listed items. Can you provide additional information, such as T.O, Figure and Index?

Question: There are two items listed in the RFP Attachment 6, C-130 Peculiar Ground Handling Equipment List, that cannot be identified for use or applicability in the C-130 series technical manuals. Can the specific Technical data requirement or specific task requirement be identified for the two pieces of equipment listed below. Neither the NSN or part number is active in the Government Fedlog system.

Question: Attachment 5 (MCM specification) G1.8.1, Hangar, Ramp Space, Lighting, Electrical, and Compressed Air includes the requirement, "The paint facility shall have explosive proof electrical wiring and forced ventilation sufficient to provide 100 linear feet per minute air velocity IAW TO 1-1-8 or equivalent." We interpret that this requirement was intended to be located in the next row below (H1, Paint/Depaint Hangar). Is this correct?
Answer: The first sentence in G1.8.1 of the Minimum Capabilities Specification applies to both the Hangar and Paint/Depaint Facility Requirements. The second sentence in G1.8.1 of the Minimum Capabilities Specification only applies to the Paint/Depaint Facility requirements.
Question: Regarding FACTS Sheets page limitations, Amendment 0001 and the 30 Jan Q&As state that the following:
Amendment 1, Section L (f) - “the Offeror may expand the answering space on the FACTS Sheet so that the filled-in FACTS Sheet for each relevant contract covers no more than both sides of two 8 ½ x 11 pages.”
Amendment #1 Revised FACTS Sheet, Section O (i.e. Subcontractor Relevancy) - “This information is limited to two pages beyond the page limitation of the FACTS Sheet information.”
30 Jan 08 Q&A - “In total, the most single pages to be submitted for one relevant contract is 8 (3 pages FACTS Sheet, four pages – two double-sided sheets – for relevancy, and one page if needed for unfavorable assessment).”
Following the instructions listed above, is it correct to assume that the Section O instructions (i.e. “two pages beyond the page limitation of the FACTS Sheet information”) can be considered as two double-sided pages or 4 single-sided pages?
In addition, following the 30 Jan 08 Q&A that the most single pages submitted for one contact is 8 pages this would mean that:
FACTS Sheets Sections A – N have a three page single-sided page limit, with 1 extra single-sided page allowed for Section M. Unfavorable Assessment explanation.
FACTS Sheet Section O would have a 4 single-sided page limit.
Is this a correct interpretation?
Answer: A double-sided page counts as two pages, and a single-sided page counts as one page. Each FACTS Sheet submission is limited to no more than 8 pages. Those eight pages can be any combination of double-sided or single-sided pages, so long as the maximum 8 page limitation is not exceeded.

Do they want double quantities in the case of duplicates and what about the items with different NSNs and same PNs or same NSNs and different PNs?
Answer: Please take note of the Noun column in the equipment list, as is provides discriminating descriptive information for most items.
NSN 1730001533242, P/N 7134770, is Shoring C-130 Fuselage. NSN 1730001533242, P/N 7134771, is Shoring C-130 Fueslage, FS 737. Both are required.
NSN 1730006701556, P/N 404055-1, is Sling Assy, Engine/QEC. The same NSN and P/N listed directly below in the equipment list is Sling, Engine Removal. Both are required.
NSN 1730008163459, P/N 3400961-1, is Sling Assy, Vertical Stabilizer. The same NSN and P/N listed directly below in the equipment list is Sling Assy Gen Purpose. Both are required.
NSN 4920003475642, P/N 402636, Template Aileron Rigging, and NSN 4920003475642, P/N 402637, will be researched by the Government and an answer will be provided as soon as possible.
NSN 4920005330933, P/N 6796458, Vulcanizing Tool, and NSN 492000545106, P/N 6796458, Fixture Neg. Torque Sys, will be researched by the Government and an answer will be provided as soon as possible.
Question: Reference RFP Amendment 0001, page 16. Amendment 0001 adds a requirement for the prime and each critical subcontractor to provide a narrative description of the composition of the proposed Material Handling Add-On Factors, Crisis Pay Factors, Overtime Factors, Subcontract Add-On Factors and OCONUS Labor Adjustment Factors. This information is typically considered company proprietary and is typically submitted by subcontractors in sealed packages. Does the Government have any preferences for packaging and labeling the subcontractors' separate, sealed hard copies and CD-Rs submitted with the prime contractors' proposals? Does the Government have any preferences for how prime contractors should reference this material within their proposals?
Answer: The prime contractor is to submit the required information for the prime and all of its critical subcontractors, in the Cost/Price volume. In the event that a critical subcontractor considers the required information to be company proprietary, they may submit their information to their prime contractor in a sealed envelope labeled with their company name and marked “proprietary information.” The prime contractor is to provide the sealed envelope to the Government as part of the Cost/Price Volume. The required narratives are to be brief and limited to no more than two pages per subcontractor and per prime contractor.
Question: Attachments 9 and 10 are not consistent with one another regarding OCONUS factors 1 and 2. Attachment 9 reads Germany and Western Europe, Excluding Germany respectively. Attachment 10 reads Germany – Payroll Taxes and Western Europe respectively. Please update Attachment 10 to be consistent with Attachment 9.
Answer: Attachment 10 will be revised.
