QUESTIONS AND ANSWERS
RFP FA8530-08-R-21758
25 Jan 08
Question: RFP Number FA8530-08-R-21758 Volume IV - Cost/Price Volume (Page 101) Para i General Instructions (2nd Para) states:
Offeror must submit separate Labor Rate Spreadsheets for the prime contractor and all critical subcontractors which, when taken as a whole, must reflect a labor rate for each of the labor categories identified. It is incumbent upon the Offeror to ensure that his team has proposed rates for all labor categories. Offeror must submit a labor hour and material percentage breakout spreadsheet. The percentages for FP/LH labor breakout, T&M labor breakout, CR labor breakout, and for material cost breakout must each add up to 100% (i.e., T&M must add up to 100%, FP/LH must add up to 100%, CR must add up to 100%, and material must add up to 100%).
Please confirm that Labor Rate Spreadsheets for subcontractors that are not listed as Critical Subcontractors are not to be submitted in this Volume. If this assumption is correct, in what volume/section of the proposal are the Labor Rate Spreadsheets for the "Non-Critical" Subcontractors to be provided?
Answer: This assumption is correct. Labor rates for “non-critical” subcontractors will be submitted for evaluation after award. Only rates for critical subcontractors are to be submitted with the proposal.
Question: Regarding subcontractors, you state that there will only be 12 Critical Subcontractors and that the prime must submit rates for the 12 Critical Subcontractors listed. Can the prime identify more than 12 Subcontractors in the proposal? Can the prime submit rates for all Subcontractors in the proposal? Are there any restrictions on adding subcontractors to the team? At what time can the prime add Subcontractors to the team?
Answer: The prime can only identify up to 12 critical subcontractors in the proposal, and the rates for these critical subcontractors are the only subcontractor rates that are to be submitted with the proposal. Clause H-910 in the RFP identifies the time periods during which the primes can add additional subcontractors to their teams.
Question: Can you please provide me the RFP for FA8350-08-R-21758?
Answer: The RFP and all attachment have been uploaded to the FedBizOpps website and can be obtained there. The RFP will not be provided individually to offerors.
