QUESTIONS AND ANSWERS
RFP FA8530-08-R-21758
26 Feb 08 Question: How, in as much as the Government has indicated they will not provide a conformed copy of the solicitation (see Q&A dated 19 February) incorporating changes through Amendment 7 (released 22 February 2008), shall the offeror notate on the original solicitation that an answer/response has been provided elsewhere in Volume 1?
Answer: The government has decided to provide a conformed copy of the RFP for use in proposal response. The conformed copy is forthcoming.
Question Since the Government has stated it will not issue a conformed RFP incorporating all amendments, what does the Government require respondents to prepare and return that constitutes a “Model” contract? We assume this to be a signed cover letter, completed and signed SF1447 and SF30’s (for each mod), Schedule B, and Reps/Certs. Please confirm or correct.
Answer: See answer above.
Question Reference: RFP Section H, H-910–Consent to Add Subcontractors and L-900.2.e.iii–Instructions to Offerors-Organization-Volume II, Factor 1, Mission Capability–Technical Proposal. Question: H-910 states that “The only exception to this median rate restriction is for Labor Categories 79 through 84, as there will only be one prime/subcontractor per team with rates for these labor categories at the time of initial contract award. L-900.2.e.iii state that “Offerors are also permitted to include no more than one non-critical subcontractor (“non-critical subcontractor” for purposes of this RFP) who will perform Labor Categories 79 through 84 of RFP Attachment 7, if these labor categories cannot be performed by the prime contractor or one of its critical subcontractors.” With respect to the underlined material and labor category nos. LC-79 through LC-84:
If an offeror currently has multiple critical subcontractors who can fulfill the requirements of labor categories 79 through 84, may we provide rates for these labor categories from each critical subcontractor who possesses the capability or are we required to select only one of our critical subcontractors to price these labor categories?
Do the rates for labor categories 79 through 84 have to come from a single subcontractor or can offerors provide rates for these categories from a combination of subcontractors (e.g., critical subcontractor 1 can provide rates for labor category 79, critical subcontractor 2 can provide rates for labor category 80, one non-critical subcontractor can provide rates for labor category 81, etc.)?
Answer: The rates for categories 79-84 are not different from any of the other categories of rates, meaning that the prime may provide rates for these categories from each critical sub who possesses the capability. Also, these rates may be provided by a variety of subcontractors; the only requirement is that at least one rate be provided for each labor category listed.
Question Reference: RFP Section J, Attachment 7–F2AST Labor Categories Rev. 1, Labor Category Nos. LC79-LC84 Question: Each of these labor category descriptions states “Must have past or current designation as a _____________________ in the applicable aircraft…” Should offerors assume that the “applicable aircraft” is a C-130?
Answer: No, this labor category could be for any aircraft contained in the Requirements Traceability Matrix.
Question: Reference the Government Q&A 22 Feb 08, answer to question 1. The MCM Instructions for Brakes and Tire/Wheel are to “Identify the Prime and /or Subcontractor(s) that meet(s) this requirement and provide a list of equipment and tools for each.” The associated MCM Specification Requirement is “The offeror shall possess or have access to equipment and tools for C-130 brakes (composite and boron) and tires/wheels.” We understand that repair, removal, inspection and replacement are implied by this requirement. Again, most of our subcontractors have the equipment for removal, replacement, and also inspection of C-130 brakes and tire/wheels in their possession, and for repair through replacement part installation. Our interpretation of have access to is that component repair (for example brake teardown, resurfacing, reassembly, and test) could be provided by a vendor. Our question was aimed at the depth of information required by the Government in terms of the tools and equipment to be listed; i.e., would we list the equipment used by a vendor to resurface brakes?
Please allow us to rephrase the question: If a subcontractor lists equipment adequate to remove and replace C-130 brakes, tires, and wheels (including separation/joining of wheels for tire replacement or wheel replacement/refinishing); to inspect C-130 brakes, tires, and wheels according to USAF Technical Orders (for example checking tread depth and performing NDI on wheels); to repair C-130 brakes, tires, and wheels by either in-house repair (for example installing a new tire) or by using replacement parts (for example new brake assemblies) per USAF TOs; is this list of equipment sufficient to meet MCM Instructions?
Answer:Yes.
Question: : Does brake, tire, and wheel maintenance such as that provided by the Edwards AFB Brake and Wheel Shops meet the MCM requirement by having access to the equipment?
Answer: No, this must be provided by a Prime/Subcontractor/Non Government company
Question: Does the new Non-Critical Sub to fulfill Flight crew labor categories have to submit all rates they intend on bidding? Can they just submit LC-79 through LC 84 and submit LC-1 to LC-78 after award?
Answer: Rates for labor categories not initially bid may be submitted after contract award, subject to the earlier stated proviso that the rate must not be higher than the median rate for that labor category for that particular prime contractor.
Question: If the new Non-Critical Sub to fulfill Flight crew labor categories does submit all rates and the non flight crew rates (LC-1 to LC-78) are higher then the critical subk median rates, will the rates be allowed?
Answer: If the rates are submitted with initial proposal, they will be evaluated in the same manner as rates submitted for all other labor categories. If they are submitted after award, they will be subject to the median rate restriction imposed on all labor categories.
