QUESTIONS AND ANSWERS

RFP FA8530-08-R-21758

15 Feb 08

Question: RFP Amendment 0001, page 16 of the RFP, added a requirement to provide a narrative of SubK/Mat Add-on, Crisis, OT and OCONUS Factors. Is a basic explanation of methodology without using specific numbers or values acceptable?

Answer: Yes.

Question: Reference RFP Attachment 10, if a critical subcontractor does not intend to bid any future F2AST RFOPs for OCONUS work, do they still have to provide OCONUS factors?

Answer: Yes.

Question: If the Subcontractor must provide an OCONUS factor, and if they use 1.0000 as the factor, is this acceptable?

Answer: Yes. Offerors are reminded that all rates and factors become contractually binding upon contract award.

Question: Would using 1.0000 for an OCONUS factor make a Proposal unresponsive?

Answer: No.

Question: RFP Amendment 0001, page 16 of the RFP, added the following requirement to provide a Wage Determination (WD) matrix for usage of WD labor categories:

Each offeror shall also identify, for the prime contractor and each critical subcontractor, which labor categories it has identified as covered by the Service Contract Act and which labor categories it has identified as exempt from the Service Contract Act.

Some labor categories are not exempt, but a contractor may decide to use a slightly higher wage for this proposal based upon current workforce and not utilize a specific WD at this time. Would this labor category be left blank or enter exempt?

Answer: An RFP amendment will be issued to remove the requirement for Offerors to identify which labor categories are proposed as SCA and which are proposed as non-SCA, and providing instructions for providing this information at the D/TO level.

Question: Should every F2AST labor category have either a WD usage or exempt in it? Or may it be left blank? Will the Gov’t provide an example of the submission? Is the WD location and number used and date required as well?

Answer: Please see answer provided above.

Question: Attachments 9 and 10 list Tech Illustrator labor categories as:

LC-66
Senior Technical Illustrator
LC-67
Technical Illustrator
LC-68
Associate Technical Illustrator

However, Tech Writer is listed as:

LC-61
Senior Technical Writer/Editor
LC-62
Associate Technical Writer/Editor
LC-63
Technical Writer/Editor

Typically, the associate level is the lower level. Is this correct? Are the correct labor descriptions correct for these labor categories?

Answer: You are correct that the associate level is the lower level. This will be corrected in an RFP Amendment to be issued in the immediate future.

Question: Can a Subcontractor submit a composite rate for all 3 levels of particular labor category?

Answer: No. All proposed rates must be commensurate with the requirements of each labor category. Rates will be evaluated for balance. Please see M-900(2)(c)(ii).

Question: Can a Subcontractor submit a composite rate for all labor categories? The same rate for every labor category bid.

Answer: No. All proposed rates must be commensurate with the requirements of each labor category. Rates will be evaluated for balance. Please see M-900(2)(c)(ii).

Question: Clarification is requested regarding the last item on the Government's GHE list (NSN 6625001300034CX, P/N 108181, test set). Please provide a technical data reference for this test set. Is there a substitute for this item? What is the purpose of this test set?

Answer: This item is a Radio Beacon Test Set and is for the URT-26. Offerors may propose substitute items in the event that items on the list are either obsolete or have been replaced by a more recent item.

Question: The following clarification is requested relative to the requirement for 13% of competitive, obligated dollars for Small Business. Please identify which is correct:

Example 1: Prime contract value equals $1,000 therefore the SB value must equal $130

OR

Example 2: Prime contract value equals $1,000 with $500 being outsourced therefore the SB value must equal $65

OR

Is there another interpretation of this requirement that is more correct?

For the purpose of further clarification, please provide examples -following the above logic- for any other categories of F2AST dollars identified in the previous question.

Answer: The 13% small business subcontracting requirement applies at the D/TO level, where dollars are actually obligated. If an Offeror wins a competitive D/TO with a total obligated amount of $100,000, the Offeror is required to subcontract 13% of the obligated dollars to small business, which equates to $13,000. The 13% requirement applies to the full amount of obligated dollars on competitive D/TOs.

Question: RFP L-900.2.a requires that “One (1) hard copy (be) submitted with the completed RFP, Written Technical Proposal, and Present/Past Performance Volume to Charlotte Hobson.” It is unclear where five (5) copies of Volume II should be sent, and two (2) copies of Volume III. Should all six (6) copies of Volume II, and all three (3) copies of Volume III be included in the package to Charlotte Hobson? Please see the following table and confirm or correct our assumption. Thank you:

One (1) CD-R copy

Answer: Aside from Volume IV (cost/price volume), which is to be sent to three separate people, all remaining volumes (and all copies of those volumes) are to be submitted to Charlotte Hobson. For those offerors who plan to hand-deliver their proposals, a physical address for delivery will be provided in an RFP Amendment.

Question: The following question and answer were included in the Q&A dated 2/13/08:

Question: Reference RFP Section H-910. If company X is a critical subcontractor with prime A and after award wants to be added to prime B, would company X prices be subject to the median constraint or would the already fair and reasonable prices from prime A be migrated? Company X prices may not fit into median for prime B.

Answer: As long as “Company X” is a critical subcontractor to one of the prime contractors at the time of award, they may be added to another prime contractor’s team after award using the rates established at the time of award, without being subject to the median for the prime contractor to whose team they are being added. Clause H-910 will be revised accordingly.

We hereby request the following clarification: Does prime A have to actually win a prime contractor position under F2AST for this “median” exemption to apply to the critical subcontractor or does the mere fact that critical subcontractor X is included as part of prime A’s submitted proposal invoke this exception?

Answer: Prime A would have to win a prime contractor position under F2AST for this median exemption to apply to the critical subcontractor. For example, if Subcontractor X is a critical subcontractor to both Prime A and Prime B, and both Prime A and Prime B win a prime contractor position, then Subcontractor X’s rates are included in the calculation of Prime A’s “median” and Prime B’s “median.” However, if Prime A does not win a prime contractor position but Prime B does, then Subcontractor X’s rates will still be included in the calculation of Prime B’s “median.” If Subcontractor X is only a critical subcontractor to Prime A and Prime B and neither of those companies wins a prime contractor position, Subcontractor X could be added to another prime contractor’s team after award but their rates would be subject to the median of the prime contractor to whose team they are being added.

Question: There is a discrepancy in the delivery address.

Section L, Page 97 of the RFP and Amendment 01, Page 11 states: “and one (1) hard copy submitted with the completed RFP, Written Technical Proposal, and Present/Past Performance Volume, to WR-ALC/PKF, Charlotte Hobson, 215 Page Street, Ste 231, Robins AFB GA 31098-1662. Each volume shall be marked with the solicitation, number, the Offeror's name and address, and the buyer information contained in Block 7 of Standard Form 1447 (RFP cover page).”

Block 7 of Standard Form 1447 shows the following buyer information:

WR-ALC/PKE

215 Page Road, Ste 231

Robins AFB GA 31098-1662

BUYER: CHARLOTTE M. HOBSON/PKF

The office symbol and address are slightly different (highlighted in bold) in Block 7 and in Section L. Can you please confirm the correct symbol/address?

Answer: The current office symbol is PKF; however, the office symbol is in the process of being changed to PKE. For purposes of proposal submission, either office symbol is acceptable. As previously stated, a physical address for hand-delivery of proposals will be provided via RFP amendment.

Question: Based on the following 13 Feb 08 Q&A:

Question: Relative to the language as provided in RFP Amendment 0005, page 11 of 14, "Offerors will provide targets, expressed as dollars and percentages of total contract value, for SDB participation in any of the North American Industry Classification System (NAICS) Industry Subsectors as determined by the Department of Commerce." Offerors are unable to provide targets in dollars when resultant D/TOs have not been identified, proposed or awarded. Is it acceptable to provide percentages only?

Answer: FAR 52.219-24 requires that SDB targets be expressed in both dollars and as a percentage of total contract value. It is not acceptable to provide percentages only. Offerors should use the estimated contract ceiling of $5.4B as their basis for calculating dollars.

Would the Government estimate the percent or dollar amount of the contract $5.4 Billion value that will be sole source awards. It is our understanding that contractors are required to meet a 13% SB Requirement only for competitive task orders. To compute SB targets expressed as dollars and percentages of total contract value when some will be competitive and some sole source could under/overstate the SB targets.

Answer: The required targets under FAR 52.219-24 are for SDBs, not SBs, and this is a completely separate proposal requirement from the contractual requirement to subcontract 13% of total obligated dollars to small businesses. The Government will not provide an estimate of the percent or dollar amount of the estimated contract ceiling for sole source work. This information is not needed in order to comply with the proposal requirements of FAR 52.219-24.
