QUESTIONS AND ANSWERS

RFP FA8530-08-R-21758

29 Jan 08

NOTE TO ALL OFFERORS: The e-mail address shown on page 97 of the RFP for submission of the listing of prime contract and critical subcontractors is incorrect. This listing is to be submitted to wralc.pkf.fast.follo@robins.af.mil. An RFP amendment will be issued in the immediate future to correct this error.

Question: The Minimum Capabilities Matrix instructions require information on “current number of qualified personnel for each” for Fastener Hole Cold Work Qualified. The RFP L-900(2)(e)(iv) Subfactor 3, Processes requests “Documentation evidencing DCMA or other Government approval or the Offeror’s possession”. What “Documentation” is required to fulfill this RFP requirement?

Answer: The Minimum Capabilities Matrix and RFP will be amended to clarify this requirement so that Fastener Hole Cold Work Qualified will be moved from “Processes” to “Certifications.” Offerors must provide the current number of qualified personnel by prime and/or subcontractor(s). No further documentation is required.

Question: Referencing Attachment 10 – Subcontractor Pricing Submittal – Subktr Add-On Factors - Will instructions be provided for sheet 1? For example, definitions of Crisis Pay, Subcontractor Add-On, OCONUS Adjustment Factors (specify countries vs. regions), and Overtime methodology.

Answer: An answer will be provided in the immediate future.

Question: Since the PWS in the final RFP is more detailed than in previous iterations, we would like to confirm your answer (dated 26 Jul 07) “…a proposal in response to this RFP is considered to be the Offeror’s self-certification that they meet all requirements of the PWS. No separate documentation or narrative is to be submitted.” Is the statement still accurate?”

Answer: Yes.

Question: Regarding Clause H-914 para c – Will Incentive Fee and Award Fee CLINs be added to Section B at the IDIQ level, or will they be added to individual D/TOs, effectively adding the possibility of CPIF and CPAF orders?

Answer: Order-specific incentive provisions will be incorporated as applicable at the D/TO level, including incentive fee and award fee.

Question: Regarding Clause H-919 (pg 32), will proposal B&P costs expended for Government Directed change proposals to awarded D/TOs be allowable? It is common for contractors to charge such costs direct to the ongoing effort when directed by the Government to propose added tasking.

Answer: Any such situations will be addressed at the D/TO level by the postaward PCO during negotiations for any Government directed changes.

Question: Regarding Clause H-919 (pg 32), if B&P is recovered as a G&A or overhead, is it allowable?

Answer: If B&P is included in G&A or overhead, included in the proposed fully loaded labor rates, that is acceptable. However, no B&P will be allowed as a direct charge.

Question: Regarding Clause I-153(*), FAR 52.216-7 includes an option to bill bi-weekly for CR CLINS, but the RFP has filled the blank to show payment on the 30th of the month. Please confirm that a bi-weekly payment option will be provided under the resulting IDIQ contract.

Answer: An answer will be provided in the immediate future.

Question: Regarding Clause IB-555C (**), please fill in the blank to indicate criteria when items are considered beyond economic repair.

Answer: This is an order-specific clause and will be completed at the D/TO level for individual requirements, as applicable.

Question: Regarding Clause L-900(2)(a)(i) Organization, (page 97), can proposal section headings be in colors other than black?

Answer: Proposal section headings are to be in black ink.

Question: Regarding Clause L-900.2.i, is it acceptable to use a smaller font than Arial 11 pitch in graphics and tables?

Answer: Yes.

Question: Regarding RFP Attachments 4 and 5, may use of a team mate who uses a subcontractor to fulfill some of the matrix facility requirements be considered compliant?

Answer: No. The matrix facility requirements must be fulfilled by either the prime and/or its critical subcontractors.

Question: Regarding RFP Attachment 7, Labor Categories are labeled “Draft.” Should they be considered “final”?

Answer: Yes.

Question: Regarding RFP Attachment 8 - Past Performance FACTS Sheet Template. Since the RFP elsewhere mentions use of FMS contract examples, may relevant FMS examples be used for past performance?

Answer: Yes.

Question: Regarding RFP Attachment 9-10, is each subcontractor required to provide pricing rates for each contract type (FP, CR, LH & T&M) if they don't normally use the contract type or category?

Answer: Yes.

Question: Reference FACT Sheet paragraph G. 4. If the FACT Sheet Contract paragraph C. pertains to a now large business prime that holds a contract that is still considered as a Small Business Contract which did not require a Small Business Subcontracting plan, does this paragraph apply?

Answer: If the contract was awarded to a prime who was a small business at the time of contract award, the offeror should so state on the FACTS Sheet.

Question: Reference FACT Sheet paragraph G.5. If the FACT Sheet Contract paragraph C. pertains to a now large business prime that holds a contract that is still considered as a Small Business Contract which did not require subcontracting plan goals, does this paragraph apply?

Answer: If the contract was awarded to a prime who was a small business at the time of contract award, the offeror should so state on the FACTS Sheet.

Question: It has been noted that a number of obsolete equipment and test sets are identified on the RFP Attachment 6, C-130 Peculiar Ground Handling Equipment List. Is it necessary to show full compliance with each item on this list? Even with obsolete items? May equivalent items be substituted? The following are examples and do not constitute a complete list of anomalies: The TTU205E Pressure Test set is an old, antiquated tester, we have newer equipment available; the KT41900 N-1 compass tester is obsolete; the 387047 LOX qty tester is obsolete and has been replaced by PSD60-1AF.

Answer: Yes, it is necessary to show full compliance with each item on the list. However, for items that the offeror believes are obsolete or believes to have been replaced by newer items, the offeror may substitute the newer items. Any such substitutions must be clearly identified by the offeror. Quantities may not be changed.

Question: Some of the quantities identified on the RFP Attachment 6, C-130 Peculiar Ground Handling Equipment List appear excessive. For example, 75 sets of 'Shoring C-130 Fuselage' are required per the list. While to meet the RFP Attachment 5 requirement to hangar only one or two C-130s, which would require only 4 sets of shoring? Please clarify the requirements for a compliant proposal for this and other tool quantities on the list.

Answer: In order to be compliant, proposals must comply with the quantities specified on the list.

Question: While the requirement for two items have been made CDRLs, there is still 1 area in section L-900(2)(e)(ii) Subfactor 2, Facilities (a) and 3 in L-900(2)(e)(iii) Subfactor 3, Processes that require DCMA approval. Upon conversation with our local DCMA office, it is our understanding that they can not provide the requested approvals. Therefore, will this requirement be removed or will the contract information for a DCMA office willing to provide this approval be provided?

Answer: An RFP amendment revising this requirement will be posted in the immediate future.

Question: Prior Industry Feedback (7-25-07) stated that: “Offerors are to submit only labor rates for those critical subcontractors who are included in the completion of the Minimum Capabilities Matrix. Additional subcontractors can be added after contract award.” Based on this, “non-critical” subcontractor rates cannot be submitted until after contract award. Is this a correct interpretation, or can other subcontractors - beyond those used to complete the Minimum Capabilities Matrix - be identified with their rates being included in our proposal?

Answer: No. Only rates for the prime contract and the critical subcontractors are to be submitted with the proposal. Rates for all other subcontractors will be submitted and evaluated after award.

Question: In the Minimum Capabilities Matrix there are specific items listed under the categories, "Hangars" and "Paint & Depaint Hangar"; are the capabilities listed "one each" per section of the matrix or are the capabilities cumulative for the effort. That is, are separate Government work space, wash racks, back shops, etc., required for both hangars and paint/depaint hangars? Or are the sub requirements just repeated accidentally?

Answer: The sub requirements were not repeated accidentally. However, if an offeror’s paint/depaint facility is collocated with the offeror’s hangar, then it is only necessary to identify the required capabilities once. If this is the case, the offeror’s proposal must so state.

Question: How is the “average F2AST subcontractor rate” calculated? Does it consider the Labor Workload Distribution Percentages?

Answer: An answer will be provided in the immediate future.

Question: Prior Industry Feedback (7-25-07) stated that: “A Nationwide Wage Determination will be attached to the RFP”. No such attachment was found. Is the “WD 99-0316 (Rev. -24) the most current version?

Answer: No Nationwide Wage Determination will be provided. The Department of Labor no longer provides Nationwide Wage Determinations. Wage Determinations will be incorporated in individual D/TOs as applicable.

Question: Attachment 8 of the FACTS Sheet paragraph I requests ACO, QAP, AAE, CTOR, etc. information. Are you looking for all that apply, or information on one of the four + requested?

Answer: All that apply.

Question: Relative to the two page past performance worksheet, how does the contractor apply percentages? Against Contract Value or portion of effort that has been or will be outsourced to subcontractors?

Answer: If this question is regarding small business subcontracting, percentages are to be applied against that portion of the effort that has been outsourced to subcontractors.

Question: In order to have rates or rate development available for initial RFOPs that will be released soon after contract award, an anticipated contract award date is required.

Answer: For purposes of rate development, offerors may assume a contract award date of 1 September 08. However, all offerors are advised that contract award may be sooner than 1 Sep 08 and, in the event that contract award is sooner than 1 Sep 08, the offeror’s “Year 1” rates will become effective on the date of contract award.

Question: Section L, (f) states "no more than both sides of two pages" for the Present and Past Performance Volume. However, both paragraphs M and O of the "FACTS Sheet" allow one and two pages respectively for additional information to be submitted. Which is the accurate requirement and how do we submit the extra pages?

Answer: An answer will be provided in the immediate future.

Question: Throughout the section L & M the government uses the phrase “Documentation evidencing.” What does the government consider documentation evidencing? For example, demonstrating space is available for our Government customer presents many options: we can provide floor layouts with government space identified, although the space may not be currently used for that. We can provide photographic evidence, architectural evidence (i.e., blueprints). We can provide historical evidence. Often, we have several spaces within one facility reserved for our government customers. Please provide guidance which line of evidence will be most useful in evaluation.

Answer: The required information is specified in the Minimum Capabilities Matrix. For example, for “Space Available for Gov’t Personnel”, the matrix states that offerors must “identify Prime and/or Subcontractor(s) that possess required space,” and the space requirements are listed in the Minimum Capabilities Specification. Provision of the information required by the Minimum Capabilities Matrix, as detailed in the Minimum Capabilities Specification, is sufficient to meet the documentation requirements; however, offerors may provide additional details, “evidence,” etc., in their technical volume, provided they do not exceed the stated page limitations.

Question: Reference Section L: Offerors that are newly formed entities without prior contracts or that do not possess relevant corporate past performance shall submit FACTS Sheets for five (5) of their most recent/relevant contracts demonstrating the present and past performance for each of their key personnel and/or the divisions and/or corporate management that have been used to create the newly formed entity if such resources will be used and significantly influence the performance of the proposed effort. Include relevant information concerning the offeror’s compliance with FAR 52.219-8, Utilization of Small Business Concerns and/or FAR 52.219-9, Small Business Subcontracting Plan, if these clauses are or were contained in any of the five (5) contract efforts identified in Section II, Performance Information, of the offeror’s proposal. If they were not included in these five (5) contracts, submit this information on two (2) additional contracts which contained these clauses.

Does the 2 additional contracts apply to only offerors that are newly formed entities without prior contracts, or does it apply to all offerors? Meaning an offeror recently became a large business through acquisition, and as a small business they were not required to have a Utilization of Small Business Concerns or a Small business Subcontracting plan. At this point in time they do not have any contracts concerning small business participation.

Answer: This applies to all offerors.

Question: Will 5 past performances and submittal of our new Small Business Goals for this effort fulfill the requirement?

Answer: An answer will be provided in the immediate future.

Question: FAR 52.215-20, Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data is included in the solicitation at Section L-62J and requires if the contractor is not granted an exception submission of cost or pricing data in accordance with Table 15-2 of FAR 15.408 and a Certificate of Current Cost or Pricing Data after agreement is reached on price. FAR 15.403-1(b)(1) states: “The contracting officer shall not require submission of cost or pricing data…When the contracting officer determines that prices agreed upon are based on adequate price competition.” This procurement clearly falls within this exception; therefore it is respectfully requested that FAR 52.215-20 be removed.

Answer: This clause will not be removed. It is applicable to individual D/TOs that may be issued under the resultant contracts.

Question: Regarding Section L-94, FAR 52.222-46, Evaluation of Compensation for Professional Employees requires submission of a Total Compensation Plan. Is this plan to be included in Volume IV? Due to the criticality of assuring the government our ability to attract and retain employees it is requested that there be no page limit to this plan. Please clarify.

Answer: An answer will be provided in the immediate future.

Question: In the questions and answers released January 28, 2008 the government stated they would not provide a Wage Determination for this solicitation. It is respectfully requested that the government provide the Wage Determination for the County of _________, GA.

Answer: No. Wage Determinations will be incorporated in the individual D/TOs, as applicable.

Question: FAR 52.222-43, Fair Labor Standards Act and Service Contract Act—Price Adjustment is included in the solicitation, which states “The Contractor warrants that the prices in this contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under this clause.” Additionally, the solicitation has provisions at H-908 and H-922 for modifying labor rates for those categories subject to the Service Contract Act at both the Task Order level and the contract level. Contractors cannot be compliant with the solicitation without a Wage

Determination, which should be uniform for all offerors to ensure the procurement is fair and equitable.

Answer: Under an ID/IQ contract, no work is performed at the basic contract level. Work is performed at the individual D/TO level; therefore Wage Determinations will be incorporated at the D/TO level as applicable.

Question: It is requested that Section L-275, DFARS 252.242-7001, Notice of Earned Value Management System be modified to state this provision will only be applicable as designated at the Task Order level. This is consistent with similar clauses in the solicitation such as L-277, DFARS 252.242-7006, Cost/Schedule Status Report Plans.

Answer: An answer will be provided in the immediate future.

Question: Regarding the SF 1447, Block 10 has only “Supplies” selected. Did the Government intend to select both “Supplies” and “Services?”

Answer: Yes. An RFP amendment will be issued to correct this.

Question: Reference RFP page 4, Section A, Note 4. Should this be 10XX – Year 10 vs. 11XX – Year 10?

Answer: No.

Question: Reference RFP page 4, Section A, Note 4, and RFP Attachments 9 and 10 – Prime and Subcontractor Pricing Submissions. The second paragraph in Note 4 states that “CLIN will be further annotated by subCLIN to indicate CONUS, OCONUS country or region, on-site or off-site performance as set forth in the attached Rate Tables.” Neither Attachment 9 nor Attachment 10 includes an adjustment factor for on-site vs. off-site work. Is it the Government’s intent for offerors to provide an adjustment factor for performance at a facility other than the offeror’s facility?

Answer: No. There will not be separate on-site and off-site rates on F2AST.

Question: RFP Section H-906 (page 27) and RFP Section J, Attachment 1-Performance Work Statement, Appendix A-Terms and Definitions, contain opposing definitions of on-site and off-site work. H-906 addresses on-site work as work on a Government installation and the PWS defines on-site as “performance at the contractor’s facility.” If the Government adds an adjustment factor to the Attachments 9 and 10, please provide definitions for on-site work and off-site work for pricing purposes.

Answer: For purposes of Clause H-906 which is specifically discussing closure of a Government installation, any reference to “on-site” work means work performed on a Government installation and any reference to “off-site” work means work not performed on a Government installation. For purposes of the Performance Work Statement and all other purposes, “on-site” is defined as work performed at the contractor’s facility.

Question: Reference RFP page 29, Section H-908, Exception to Contract Labor Rates. During the execution of FAST, it was determined that Collective Bargaining Agreement rates would prevail over FAST rates when a D/TO, with the SCA clause, was awarded and the workforce had a CBA. Will this be the policy on F2AST?

Answer: Yes.

Question: Reference RFP page 29, Section H-910, Consent to Add Subcontractors. The clause states: “Prime contractors will not be allowed to add additional F2AST subcontractors in any labor category in which the proposed labor rates exceed the average F2AST subcontractor labor rate that was incorporated at initial contract award for that particular labor category for that particular prime contractor.” There is a high degree of probability that any single labor rate may be above the average because of geographical location, skill set, level of experience, and/or supply and demand. Requiring all post award subcontractors to have labor rates that do not exceed the average will prevent prime contractors from adding subcontractors with needed skills or experience whose labor rates, for any of the reasons cited above, may be at the high end of the rates making up the average.

Answer: Comment noted.

Question: Reference RFP page 48, Section I – Contract Clauses. Section I contains FAR clauses 52.219-9 and 52.219-16 and DFAR 252.219-7003 regarding small business subcontracting plans. Some prime offers and subcontractors participate in the DoD test program for comprehensive subcontracting plans (DFAR 219-702). When contractors participate in this program, DFAR 219.708 requires that DFAR 252.219-7004 be used instead of FAR 52.219-9, FAR 52.219-16 and DFAR 252.219-7003. Will the Government amend Section I to allow the clause substitutions for prime contractors and subcontractors who participate in the test program? If the Government does not amend the RFP, does the Government want offerors to address this as an exception to the terms and conditions in their cover letters or to remain silent and address the issue after award via a contract modification?

Answer: Offerors who participate in the DoD test program for comprehensive subcontracting plans should so indicate in their cover letter to ensure the Government is aware of this situation. The appropriate clauses will be incorporated into any resulting contract.

Question: Reference RFP page 51, Section I-289, 52.222-49, Service Contract Act – Place of Performance Unknown. During an Information Exchange, the Government indicated that a National Area Wage Determination (AWD) would apply to F2AST and would be provided with the RFP. Please clarify which AWD is applicable and provide the AWD.

Answer: There will not be a National Area Wage Determination for F2AST. Appropriate wage determinations will be incorporated in individual D/TOs as applicable.

Question: Reference RFP page 101, Section L-900.2.g, Volume IV - Cost/Price Volume, and Attachments 9 and 10 – Prime and Subcontractor Pricing Submissions. The RFP contains no information regarding either the anticipated start date or the start date offerors should assume for pricing purposes. Please provide the start date to assume for pricing purposes.

Question: Reference RFP Attachments 9 and 10 (Prime/Subcontractor Add-On Factors). For work in Germany, will both the “Germany – Payroll taxes” and “Western Europe” adjustment factors be applied to the labor rates? If yes, how will each be applied individually to the labor rate – (LR + Germany factor + Western Europe factor) or (LR x Germany factor x Western Europe factor)?

Answer: An answer will be provided in the immediate future.

Question: Reference RFP Attachments 9 and 10 (Prime/Subcontractor Add-On Factors). What is the Government’s definition/interpretation for crisis (natural disaster, war)?

Answer: An answer will be provided in the immediate future.

Question: Reference RFP page 95, Section L-94. Section L lists FAR Clause 52.222-46, Evaluation of Compensation for Professional Employees. However, there are no instructions in Section L regarding the submission of a Total Compensation Plan with offeror proposals. Please clarify if offerors are required to submit a Total Compensation Plan with their proposals in accordance with the FAR clause listed in RFP Section L or if this will be a requirement on individual task order proposals. If the plan must be submitted with offeror’s proposals for the F2AST contract, please specify in which proposal volume.

Answer: An answer will be provided in the immediate future.

Question: Reference RFP page 97, Section L-900.2.a.i. Paragraph i stipulates that characters are to be in black ink. Does this requirement apply to text on graphics or may offerors use different font colors on graphics?

Answer: Difference colors may be used on graphics and text on graphics.

Question: Reference RFP page 97, Section L-900.2.a.i. Paragraph i states that the 11-point Arial font requirement only applies to offeror generated documents, and not to certifications or other documentation not generated by the offeror. Please confirm that the Minimum Capabilities Matrix, C-130 Peculiar GHE Equipment spreadsheet, and the FACTS Sheets are also exempt from the 11-point Arial font requirement.

Answer: All RFP attachments that are to be completed and included by the offerors in their proposals are to be submitted in the font and type size in which they were provided by the Government (i.e., FACTS Sheet in 11 point Arial font).

Question: Reference RFP page 97, Section L-900.2.a.i. Paragraph i states that all text shall be double-spaced, with the exception of the FACTS Sheets and spreadsheets, which should be single-spaced. Please confirm that charts and tables in offeror generated documents should also be single-spaced.

Answer: Charts and tables in offeror-generated documents should be single-spaced.

Question: Reference RFP page 97, Section L-900.2.c, Organization. What is the purpose for providing our team composition to the Government via e-mail on January 30th, 2008? How will the Government accommodate a change made to critical subcontractors after the submission of this list and prior to proposal submission?

Answer: The purpose is to allow the Government to prepare for evaluation of proposals. There will be no penalty for changes made to critical subcontractors after submission of this list and prior to proposal submission.

Question: Reference RFP page 98, Section L-900.2.c. The table specifying solicitation due date information and proposal submittal schedule shows “Volume III: Present/Past Performance (and associated attachments).” Please clarify what offerors should submit as associated attachments in the Present/Past Performance volume.

Answer: “Associated attachments” means the required FACTS Sheet, two-page listing of contracts, and any other information required to be included in the Present/Past Performance Volume.

Question: Reference RFP page 98, Section L-900.2.e.iii. We understand that offerors are limited to no more than 12 critical subcontractors (up to 4 for each category in the Minimum Capabilities Matrix) to fulfill the requirements contained in the Minimum Capabilities Matrix. In the narrative portion of our proposal, will the Government allow offerors to introduce our entire team (critical and non-critical)?

Answer: Offerors may introduce their entire team, should they so desire. However, page limitations are firm, and information regarding non-critical subcontractors is not required and will not influence the evaluation of the offeror’s proposal.

Question: Reference RFP page 99, Section L.900.2.e.iv.ii. The facilities paragraph requires offerors to provide documentation evidencing possession of and/or access to facilities as listed in the Minimum Capabilities Matrix, but does not specify what type of documentation. The instructions in the Minimum Capabilities Matrix ask for a description, square footage, etc. Does the information provided in response to the instructions in the Minimum Capabilities Matrix (e.g., description, square footage, etc.) constitute documentation? If not, please describe or give examples of the type of documentation that constitutes evidence of possession and/or access.

Answer: Yes.

Question: Reference RFP Attachment 4, Minimum Capabilities Matrix. Instructions for the Hangar (Excel spreadsheet cell F8) state: “…provide spec for hangar including location and equipment list…” Please clarify if this equipment list is the C-130 Peculiar Ground Handling Equipment list (RFP Attachment 6). If it is a separate list, please provide further guidance on what is to be listed.

Answer: Yes, it is the C-130 Peculiar Ground Handling Equipment list.

Question: Reference RFP page 99, Section L-900.2.e.iv.iii, and RFP page 106, Section M-900.2.a.iii. The Section L instructions for Subfactor 3, Processes, states: “The purpose of this subfactor is to evaluate the Offeror’s ability to organize and manage subcontractors….” However, the Subcontractor Management Plan no longer appears in the Minimum Capabilities Matrix. Please clarify if the statement regarding subcontractor management was inadvertently included in this paragraph or if offerors should address the subcontractor management requirement.

Answer: The statement regarding subcontractor management was inadvertently included. An RFP amendment will be issued in the immediate future.

Question: Reference RFP page 100, Section L-900.2.f.i. The instructions for the Present/Past Performance volume limit each FACTS Sheet to no more than both sides of two 8½ x 11 pages. Are offerors required to print double-sided pages? The instructions on the FACTS Sheet take up three pages. Are offerors allowed to delete the instructions on the FACTS Sheet and insert their responses directly under the headings? If offerors are not allowed to modify the FACTS Sheet, we request that the page limit be clarified as both sides of two 8½ x 11 pages (or 4 pages) in addition to the 3 pages of instructions in the FACTS Sheet.

Answer: An answer will be provided in the immediate future.

Question: Reference RFP page 100, Section L-900.2.f.i. The instructions for the Present/Past Performance volume require offerors to include two additional pages, in spreadsheet format, that list the contracts performed in the past three years. Please clarify if the 2-page list of contracts must be formatted as an MS Excel spreadsheet or if it can be provided as a table in MS Word. Please confirm that this 2-page list of contracts should be single-spaced.

Answer: This listing can be submitted in either Word or Excel. Regardless of which application is used, the page limitations are not to be exceeded. The listing of contracts is to be single-spaced.

Question: Reference RFP page 100, Section L-900.2.f.i. The instructions for the Present/Past Performance volume state that offerors must provide with its offer, targets, expressed as dollars and percentages of total contract value, for Small Disadvantaged Business (SDB) participation in performance of this resultant contract. Please specify the page limit for the SDB participation section or clarify that the section is excluded from the page limitations. Should offerors only provide SDB targets or targets for all categories of small businesses? May offerors also provide their DCMA-approved comprehensive small business subcontracting plan (excluded from the page limitations) as an attachment, in addition to providing the SDB targets?

Answer: There is no page limitation for the Present/Past Performance volume as a whole, although page limitations do apply to the FACTS Sheets and the listing of contracts. There is no page limitation for the SDB participation section. Offerors are to provide only SDB targets. Small Business Subcontracting Plans will be submitted after contract award (see CDRL A001).

Question: Regarding RFP page 48, Section I-215(*), 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN (NOV 2007), (IAW FAR 19.708(b)(1)), page 48; I-216C(*), 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN -- ALTERNATE II (OCT 2001), (IAW FAR 19.708(b)(1)). Section I references FAR 52.219-9, but Section L does not include any instructions for the submission of a Small Business Subcontracting Plan with offeror proposals. Please clarify is offerors are required to submit a Small Business Subcontracting Plan in accordance with FAR 52.219-9 with their proposals. If yes, please specify in which proposal volume.
