QUESTIONS AND ANSWERS
RFP FA8530-08-R-21758
22 Feb 08 RFP AMENDMENT 0007 HAS BEEN POSTED TO FEDBIZOPPS WEBSITE TODAY (22 FEB 08). THIS AMENDMENT EXTENDS THE CLOSING DATE OF THE RFP TO 5 MAR 08.
NOTICE: IT HAS COME TO OUR ATTENTION THAT SOME POTENTIAL OFFERORS AND/OR THEIR POTENTIAL SUBCONTRACTORS HAVE BEEN CONTACTED BY DCMA AND ASKED TO FURNISH INFORMATION IN REGARD TO THE SUBJECT CONTRACTOR’S ABILITY TO MEET CERTAIN ASPECTS OF THE MINIMUM CAPABILITIES MATRIX. THIS CONTACT HAS INCLUDED TELEPHONE CALLS, EMAILS AND SITE VISITS. IF SO CONTACTED, PLEASE DO NOT FURNISH ANY INFORMATION AT THIS TIME AND PLEASE DISREGARD ANY DCMA IMPOSED DEADLINE FOR FURNISHING THIS INFORMATION. WE APOLOGIZE FOR ANY CONFUSION AND INCONVENIENCE THIS MAY HAVE CAUSED.
Question: Per F2AST RFP Attachment 05, Specification G1.5.3 Brakes and Tire/Wheel “provide a list of equipment and tools for each.” Most of our Critical Subcontractors do not conduct repair or refurbishment actions on C-130 Brakes, Tires and Wheels. Their normal C-130 maintenance actions consist of removal, inspection and replacement of brakes, tires and wheels, with replacement being accomplished by the purchase of parts from qualified C-130 parts vendors. One subcontractor uses a reimbursable JON arrangement with a USAF organization for brake/tire/wheel maintenance. If the subcontractor possesses only the tools and equipment to remove and replace brakes, tires and wheels, is this the equipment that should be listed per the MCM Specification requirements?
Answer: No. The requirement of the Minimum Capabilities Matrix is for equipment and tools for use in repair, removal, inspection, and replacement of brakes, tires, and wheels. The prime and/or critical subcontractor(s) must have this capability in order to meet the requirements of the Minimum Capabilities Matrix.
Question: One of our critical subcontractors has stated that “It is XXXX’s policy to send government packages directly to the government. Could you please provide the name and address of where the package needs to be sent?” Should we instruct them to send their sealed rate packages directly to the addresses indicated in the F2AST solicitation?
Answer: No. Sealed rate packages submitted by subs to the prime contractor should be a part of the prime contractor’s proposal submittal and should not be sent under separate cover.
