F-16 OCONUS Depot Solicitation: Question/Answer set 5
1. TCTO 1F-16-2801D and 1F-16-2829. Request wiring data such as Diagram, Routing list, etc. in order to estimate CLIN 0043 price.
Data for these TCTOs has been released with the following clarifications:
TCTO 1F-16-2801 Page 10 Operation 8:
Drawing 16F6041 is incorrectly listed, this should be 16E6041, drawing 16E6041 is available in the TDP Drawing 16F6042 is incorrectly listed, this should be 16E6042, drawing 16E6042 is available in the TDP
TCTO 1F-16-2829 Page 10 Operation 9:
Drawing 16F8510 is incorrectly listed, this should be 16F8610, drawing 16F8610 is available in the TDP
2. TCTO 1F-16-2830. Request wiring data such as Diagram, Routing List, etc. in order to estimate CLIN 0044 price.
All data is available in the current TDP.
3. CLIN 0033 shows that “per PWS 1.14.12-F-16 internal wing box inspection (TCTO 2741D)” but TCTO 2741D is for “repair of the upper outboard bulkhead flange fastener holes”. It appears that the title of TCTO 2741D is wrong.
CLIN 0033 and 1033 is Internal Wing Box Inspection and should reference TO 16W9-13-3, Wing Overhaul Instructions. The reference has been corrected in this amendment.
4. CLIN 0034 shows that “per PWS 1.14.12-F-16 Upper wing skin replacement (TCTO 2741D)” but TCTO 2741D is for “repair of the upper outboard bulkhead flange fastener holes”. It appears that the title of TCTO 2741D is wrong.
CLIN 0034 and 1034 is Upper wing skin replacement and should reference TO 16W9-13-3, Wing Overhaul Instructions. The reference has been corrected in this amendment.
5. CLIN 0076 through CLIN 0080, Estimated Quantities per year are 43. Is it correct? Why so high?
It is not correct. The numbers have also been reduced to 1 each.
6. We're trying to finalize to estimate each CLIN price but we can't reach out the source of some tools as attached. Can you provide technical data like drawing, pictures or source, etc to estimate the cost for buying or manufacturing?
See Attachment ‘Question Set 5 - Tool List’ Note that most comments fall into two categories:
1. No tool number was identified/provided so it is difficult to provide anything. Offeror(s) needs to provide a tool number or at least more information for what they are trying to accomplish.
1. Wing Specific tooling:
Tooling listed in PWS Attachment 4 (Required Wing Tooling) is provided as a reference only, there is no guarantee that the data is available from a USG source. Additionally, many of these fixtures are required to be coordinated with the COMG (Component Master Gauge) which is maintained by the OEM (Original Equipment Manufacturer) and not the USG. PWS Section 1.14.12.2.2 cautions the contractor about the time lime required to establish wing overhaul capability if they do not already possess the tooling listed in Attachment 4. Experience has shown that it could take in excess of two years just to obtain the data and master tooling necessary to manufacture long lead time fixturing, then an additional two years to produce these fixtures. Because of the lead time and complexity of wing overhauling, we do not believe it to be necessary or in the Government’s best interest to provide the requested drawings.
For the rest of the questions: Requested data for six AN821, AN806 and AN 824 parts, these are commercially available parts, not tools, no additional data will be provided. 16A46082L1-1 data is available but needs review by our Foreign Disclosure Office before it can be released.
7. In case of CLIN 0050, does this task include all task of CLIN 0031, 0051, 0052, 0071 and 0072?
Yes. But these five TCTOs can also be completed individually.
8. Where should Past Performance Questionnaires (PPQs) be sent upon completion?
For USAFE, send completed PPQs to Johnny Billett (johnny.billett@us.af.mil) and CC Eric Dumpert (eric.dumpert.1@us.af.mil). For PACAF, send completed PPQs to Lonnie Lujan (lonnie.lujan@us.af.mil) and CC Nathan Lee (nathan.lee.3@us.af.mil).
9. Does the Government want a separate PPQ for each of the three POCs listed for each PPIS or would it be sufficient for only one POC to answer the PPQ?
No. One PPQ for each PPIS is sufficient.
10. Will the Government remove the PPQ requirement for programs with recent CPARS reports?
No. The U.S. Government finds it more useful hearing from a POC on past performance.
11. We are unable to price CLINs 0074 and 0075.
In accordance with TCTO 1F-16-2783 and TCTO 1F-16-2784 found on page 9 of the PWS, the direction reads “Procure directly through DLA.” In order to facilitate pricing, see attached Excel spreadsheet that contains current prices (CLIN 0074 0075 stock number prices 19 March 20). In order to obtain prices through DLA, you must first have a DoDAAC. The SPO verified the parts list required for proposal (and verified through FedMall) that all part numbers are in DLA and available to purchase. For items required to be procured directly through DLA, the contractor must use DLA. If not referenced in the PWS or elsewhere, the contractor is free to find their own supplier for necessary parts/material.
12. Per PWS 1.4.3, AFI 10-220_IP is cited instead of DCMA-INST-8210-1C. Is this correct?
No. AFI 10-220_IP and DCMA-INST-8210-1C contain the same guidance. However, AFI 10-220_IP dated 6 September 2017 is the document the contract will be using as it is the most up-to-date guidance. The PWS has been updated. Note that clause 252.228-7001 references DCMA-INST-8210-1C.
13. Concern was expressed that the following questions didn’t result in any changes to the PWS:
Amendment 1 Question Set 2 Question 15 15 - According to your answer No. 15 in "Amendment_1_Question Set 1-PACAF", it mentioned "The CLINs in the contract can be used repeatedly on separate orders and prices will be applied based on the Pricing Table." And "Section L 6.3" also mentioned "Section B – Supplies or Services and Costs/Prices (offerors are directed to use the proposal Pricing Table- Attachment 1)". So, I'm just curious that we don't need to include 'Section B' on the proposal. Please advise.
(Previous Answer) Section B will be part of the contract when it is awarded but the prices will all be on the attachment – Pricing Table. I expect that all proposed prices will be on the pricing table. If they are duplicated in Section B, that is fine but I will also ignore them in favor of the pricing table, especially if there is a discrepancy. See Section L 9.4.2.
The PWS/solicitation will not be revised because of this answer. Section B is part of the solicitation document. It will not be removed. I would like prices to be entered into the Pricing Table.
Amendment 1 Question Set 2 Question 16 16 - According to your answer No. 15 in "Amendment_1_Question Set 1-PACAF", it mentioned "UBF will be replaced 100% however the UBF fittings will be provided through a kit by the Government for the PBR effort."
So, we will only price for the M/H without fittings.
However, when performing CLIN 0050 PBR for all F-16C/D Blocks 40/42/50/52, in case of installing upper flange fitting, we are wondering if F.S 293.8 and 373.8 are also included?
We need to check this because Wing removal & Reinstallation and material can be different.
(Previous Answer) The current released version TCTO 2741 Supplement D FS 293.8 and 373.8 do not require the automatic fitting installment. For these two fuselage stations, if after TCTO 2741 NDI inspection and clean-up efforts fail. A 107T will be required and more than likely a fitting installment. If extreme efforts are required for these two fuselage stations then the work would be considered O&A and charged accordingly For CLIN 0050 PBR, FS 293.8 and 373.8 do not require automatic fitting installation. FS 293.8 and FS 373.8 parts will NOT be provided in the PBR kit and the parts and labor (including wing removal and reinstallation) should be considered O&A and charged accordingly. The PWS directs the offeror to accomplish 100% fitting installation per TCTO 1F-16-2741D, fitting installation at FS 309.8, 325.8, 341.8 and 357.8 is already directed in 1F-16-2741C Section 7, as such, there will be no PWS change.
Amendment 1 Question Set 2 Question 17 17 - Refer to the CLIN 0076(TCTO2823) PSSR Installation of the upper outboard bulkhead flange fittings at F.S 293.8, 309.8 325.8, 341.8, 357.8 and 373.8.
Wing removal & Reinstallation is required for the installation of upper flange fitting, F.S 293.8 and 373.8.
if Fittings in F.S 293.8 and 373.8 are included, CLIN 0035, 0037 wing removal & Reinstallation can be used or incorporate this job to CLIN 0050 PBR?
For CLIN 0076 PSSR, TCTO 2823 is 100% fitting installation at FS 309, 325, 341 and 357, there is NO kit for PSSR and parts will be requisitioned by the contractor from Air Force supply. FS 293.8 and 373.8 do not require automatic fitting installation, parts and labor (including wing removal and reinstallation) should be considered O&A and charged accordingly. There will be no PWS change.
