Section L – Instructions, Conditions, and Notice to Offerors

1 Section L - Instructions, Conditions, and Notices to Offerors

1.1 To assure timely and equitable evaluation of competing proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation (also referred to as the Request for Proposal – RFP) requirements including compliance with the Performance Work Statement (PWS), Contract Data Requirements Lists (CDRLs) and Solicitation, acceptance of terms and conditions, provide representations and certifications pertaining to performance of technical and schedule requirements, and effectively address those items identified as evaluation factors or subfactors. Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation. There are four (4) factors for this evaluation: Technical Capability, Technical Risk, Past Performance, and Price. A tradeoff methodology will be used in accordance with (IAW) FAR 15.304(e)(1). The Technical Capability Factor is more important than the Past Performance Factor, and the Past Performance Factor is more important than the Technical Risk Factor. The Technical Capability, Technical Risk, and Past Performance Factors combined are significantly more important than the Price Factor; however, price will contribute substantially to the selection decision. The Government may be willing to award to an Offeror with a higher evaluated price that has a more favorable Technical Capability, Technical Risk and/or Past Performance rating.

1.2 All proposals shall be presented in English. The proposal shall be clear, concise, and shall include sufficient detail for an effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but shall provide convincing rationale to address how the Offeror intends to meet those requirements. Offerors shall assume that the Government has no prior knowledge of their certifications, facilities, and capabilities. The evaluation will be based on the information presented in the Offeror’s proposal as well as information and other sources.

1.3 The Government intends to award one contract for this program. However, the Government reserves the right to award no contract if the Source Selection Authority (SSA) determines it is in the Government's best interest.

1.4 All quantities in the Contract Line Item Number (CLIN) proposal Pricing Table- Attachment 1, are estimated and are provided to represent a best estimate of actual contractual requirements. Amounts that will be summed in the Total Evaluated Price (TEP), however, are for evaluation purposes only and may not be a direct representation of the work to be generated during performance.

1.5 Block 12 of the front page of the solicitation provides a period of 180 calendar days to award the contract. All proposals shall be valid for this duration. If a proposal states that its validity is less than this duration, it may be found to be noncompliant and may be rejected.

1.6 IAW FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.

1.7 The Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

1.8 If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the PCO in writing with supporting rationale.

1.9 The referenced documents for this solicitation are available on the Contract Opportunities website at beta.SAM.gov. Potential Offerors are encouraged to subscribe for real-time e-mail notifications about information being posted to the website for this solicitation.

2 POINT OF CONTACT

2.1 The Procurement Contracting Officer (PCO) and the Buyer are the sole points of contact (POCs) for this acquisition. Address any questions or concerns you may have to these individuals. Written requests for clarification may be sent to the attention of the PCO and Buyer at the addresses below.

Email is preferred. Exchanges of source selection information between the Government and Offerors will be controlled by the PCO. E-mail used to transmit such information must be encrypted and include “Source Selection Information – See FAR 2.101 & 3.104” in the subject line.

Otherwise, source selection information will be transmitted via other means as appropriate.

3 DEBRIEFINGS

3.1 Notifying Excluded Offerors: The PCO will promptly notify Offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing IAW FAR 15.505, Pre-Award Debriefing of Offerors. Offerors excluded from the competitive range may request a pre-award debriefing or, at their request, this debriefing may be delayed until after award.

However, Offerors excluded from the competitive range are entitled to no more than one debriefing.

3.2 Notifying Unsuccessful Offerors: After award, the PCO will notify unsuccessful Offerors in the competitive range of the source selection decision IAW FAR 15.506, Post-Award Debriefing of Offerors. Upon such notification, Offerors may request and receive a debriefing.

4 PROPOSAL REQUIREMENTS, FORMATTING, AND

LIMITATIONS

4.1 Proposals shall be submitted to the Government in four (4) separate volumes as set forth below:

4.2 Page Limitation

4.2.1 Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the proposal evaluation and excess pages will be shredded. Each page shall be counted except for the following: blank pages, title pages, table of contents pages, lists of tables, lists of drawings, tabs, glossaries, and cross reference matrices.

4.2.2 Page limitations may be placed on responses to evaluation notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the Offerors.

4.3 Page Layout

4.3.1 A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 by 11 inches, not including foldouts. Pages shall be typed with 1.5 line spacing. Except for the reproduced sections of the solicitation document, the text shall be Times New Roman and no less than 12-point font. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use 1-inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall also apply to responses to ENs. These limitations shall apply to both electronic and hard copy proposals.

4.4 Tables, Charts, Graphs, and Figures

4.4.1 Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics, and not for pages of text. For charts, graphs, and figures, the text shall be no smaller than 8-point and alternate fonts will be accepted. These limitations shall apply to both electronic and hard copy proposals.

4.5 Electronic Version

4.5.1 All portions of the proposal’s electronic version shall be searchable for text in the host program.

This includes narratives as well as all tables, foldouts, graphics, and figures.

4.6 Pricing Related Data

4.6.1 All pricing information shall be addressed ONLY in the price volume.

4.7 Cross-referencing

4.7.1 Volumes I through IV shall be written on a stand-alone basis so that their contents can be evaluated without cross-referencing to other proposal volumes. Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal.

4.7.2 Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.

4.8 Indexing

4.8.1 Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. Tables of contents do not count against the page limitations for their respective volumes.

4.9 Glossary of Abbreviations and Acronyms

4.9.1 Each volume shall contain a glossary of all abbreviations and acronyms used, including an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

4.10 Binding and Labeling

4.10.1 Each proposal volume shall be separately bound in a three-ring, loose-leaf binder permitting the volume to lie flat when open. Staples shall not be used. A cover sheet shall be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification, and the Offeror’s name. The same identifying data shall be placed on the spine of each binder.

Apply all appropriate markings, including those prescribed IAW FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.

4.11 Electronic Offers

4.11.1 The content and page size of electronic copies shall be identical to the hard copies. In the event that there is a discrepancy between the hard copy and the electronic copy, the hard copy shall take precedence and be used for evaluation except for the price volume. The Offeror shall submit all electronic copies using virus-free CD-R or DVD-R. In no cases shall the Offeror use CD-RW or DVD-RW. The disc shall be properly labeled to indicate the title, solicitation identification, and the Offeror’s name. Be sure to apply all appropriate markings, including those prescribed IAW FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information. It is anticipated that the entire proposal will fit onto one disc.

If more than one disc is needed, please label such as “Disc 1 of 3”. Use separate files for each proposal volume to permit rapid location. When naming files, use titles to describe the file’s content rather than using numbers alone to more easily navigate and identify specific data.

Each volume shall be in a different file on the CD/DVD. If files are compressed, the necessary decompression program must be included. The proposal’s electronic copies shall be submitted in a format readable and searchable by Adobe Acrobat, Microsoft Word 2016, Microsoft Office Excel 2016, and Microsoft Office Power Point 2016, as applicable. Ensure all graphics (including tables, charts, and foldouts) in the proposal’s electronic version are pasted into the proposal (do not paste as picture only). Ensure all formulas used are included in Excel spreadsheets.

4.12 Hyperlink

4.12.1 The table of contents of all proposed volumes should be hyperlinked to the corresponding material within each proposal volume.

4.13 Proposal Delivery

4.13.1 The proposal shall be addressed to the PCO and mailed or hand carried to:

Note that emailing the electronic copies of the proposal does not count as a timely delivery.

4.13.2 Hand-carried proposal delivery shall be coordinated at least 48 hours in advance of the due date/time with the PCO and/or Buyer. Electronic and paper copies of proposals must be received IAW the hour and date specified in Block 9 the solicitation. Proposals received after the due date and time indicated in Block 9 on the front page of the solicitation (Standard Form 33), shall be treated IAW FAR 15.208, Submission, Modification, Revision, and Withdrawal of Proposals. Failure to provide any required submission by the time and on the date specified may cause the Offeror’s proposal to be late, IAW FAR 52.215-1. The proposal acceptance period is specified in Block 12 of the solicitation.

4.14 Proprietary Information

4.14.1 Each page containing proprietary information shall be marked inside the header and footer of each page with the following statement in 14-point Arial bold font:

5 ASSUMPTIONS/EXCEPTIONS TO SOLICITATION

REQUIREMENTS

5.1 Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. At the beginning of each Volume, Offerors will identify any assumptions/exceptions to the solicitation. Each assumption/exception to the solicitation shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the assumption/exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content shown below.

6 VOLUME I, Completed and Executed Solicitation with Section K

Certification

6.1 Volume I shall consist of the completed and signed RFP and signed amendments to the RFP, if applicable. The Offeror's proposal shall also include Sections A through K. Offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable.

6.2 Section A – Solicitation/Contract Form: Complete Blocks 12 through 18 of the SF 33. A signature by the Offeror on the SF 33 constitutes an offer, which the Government may accept.

6.3 Section B – Supplies or Services and Costs/Prices (offerors are directed to use the proposal Pricing Table- Attachment 1)

6.4 Section I – Contract Clauses

6.5 Section K – Data Universal Numbering System (DUNS) Number. (Applies to all offers exceeding

$3,000, and offers of $3,000 or less if the solicitation requires the Offeror to be registered in the System for Award Management (SAM) database.) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS+4” followed by the DUNS or DUNS+4 number that identifies the Offeror’s name and address. The DUNS+4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR 32.11) for the same concern. If the Offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. An Offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. An Offeror located outside the United States must contact the local

Dun and Bradstreet office for a DUNS number. The Offeror should indicate that it is an Offeror for a US Government contract when contacting the local Dun and Bradstreet office.

6.6 Authorized Offeror Personnel – Provide the name, title, and telephone number of the company/ division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government.

6.7 Company/Division Address, Identifying Codes, and Applicable Designations – Provides company/division's street address, county and facility code; Commercial and Government Entity (CAGE) code; DUNS number; size of business (large or small); and labor surplus area designation (if an Offeror is located in the United States – if located outside of the United States no labor surplus area designation is needed). This same information must be provided if the work for this contract will be performed at any other location(s). List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.

7 VOLUME II, TECHNICAL PROPOSAL

7.1 Organize Volume II as follows:

ii. Executive Summary (optional, not more than 1 page)

iii. Table of Assumptions/Exceptions

iv. Table of Contents

v. List of Drawings/Tables/Graphs/Figures/Charts

vi. Glossary

7.2 The technical proposal shall address the Technical Capability factor and its four subfactors listed below:

i. Subfactor 1, Technical Acceptability

ii. Subfactor 2, Program Management

iii. Subfactor 3, Quality Management

iv. Subfactor 4, Country-Specific Concerns

7.3 The technical proposal shall be clear, concise, and include sufficient detail for effective evaluation.

An executive summary to the technical proposal may be included within page limitations. Offerors are cautioned not to simply rephrase or restate the Government’s requirements, but rather provide as specifically as possible, the actual approaches (processes/methodologies) and capabilities proposed for use in accomplishing/meeting or exceeding the minimum performance or capability requirements of each technical subfactor, as well as the risks in the proposed capabilities in terms of the technical performance, cost, and schedule. There will be no reference to rates or price in the technical volume.

7.4 All documentation required in the following subfactors shall be provided in the Offeror’s proposal.

7.5 Subfactor 1, Technical Acceptability: Provide the requested information or describe the Offeror's capability and capacity, or plan to develop capability and capacity, prior to first induction if it does not currently exist, to meet the following requirements:

7.5.1 Offeror possesses or has access to the following facilities by the first estimated induction date:

7.5.1.1 An airfield with a runway per AFI 11-202 Vol 3 ACC Supp IAW PWS Para 1.4.3.

Minimum of a 74’ x 8,000’ runway with a BAK-12/14 or compatible arresting system per AFI 11-202 Vol 3 ACC Supp IAW PWS Para 1.4.3

7.5.1.2 Paint and Plastic Media Blast facilities IAW PWS Para 1.14.7.1 large enough to accommodate a fully-assembled F-16.

7.5.1.3 Fuel maintenance facility large enough to accommodate a fully-assembled F-16 IAW PWS Para 1.13.1.4.5, 1.13.1.6.2, 1.13.3.1, 1.14.14, 1.15.10.5.

7.5.1.4 Wing repair facility, aircraft hangars and aircraft parking large enough to accommodate capacity requirements IAW PWS Para 1.4.3.1.

7.5.1.5 Facility or area for high power F-16 engine run IAW PWS Para 1.15.7.

7.5.1.6 Explosive storage facility IAW PWS Para 1.4.13.

7.5.1.7 Hydrazine and Hazardous Materials (HAZMAT) storage IAW PWS 1.9.2.11, 1.9.3, 1.15.10.5.

7.5.1.8 Local manufacturing facilities capable of heat treating, anodizing, passivating, coating, inspecting, painting, machining, milling, bending, and forming of aluminum, titanium and steel IAW PWS Para 1.14.27.

7.5.1.9 Radar Absorbing Materials (RAM) removal and installation facilities large enough to accommodate a fully-assembled F-16 IAW PWS Para 1.11.1.4, 1.11.2, 1.14.18.6, and Time Compliance Technical Order (TCTO) 1F-16-2810.

7.5.2 Offeror’s plan to recruit, train, certify, and maintain a skilled maintenance staff sufficient to accomplish PWS Para 1.4.1, 1.4.3, 1.9.2.7 and 1.11.

7.5.3 Offeror’s plan to acquire necessary equipment, tools and materials, which are not included as Government Furnished Equipment (GFE) and may not currently be available at Offeror’s facility IAW PWS Para 1.4.4, 1.5.2.

7.5.4 Offeror’s capability to conduct wing repair IAW PWS Para 1.14.12.

7.5.4.1 Verify the following will exist within six (6) months after contract award:

7.5.4.1.1 Skills and ability to perform overhaul tasks defined by Technical Order (TO)

16W9-13-3 .

7.5.4.1.2 Availability and technical compliance of at least the minimum required long lead time wing tooling (16A11191, 16A11192, 16A11835, 16A11836, and associated fixturing, or equivalent).

7.5.4.1.2.1 Verifying technical compliance of Offeror wing tooling shall be accomplished by providing documentation 1) showing heritage of tool manufacture back to the appropriate master tooling/digital master data, where necessary; 2) showing evidence of satisfactory completion of all requir flying post-block F-16s or to the original equipment manufacturer (e.g., DD Form 250, material inspection and receiving report, purchase order invoice, contract number).

7.5.4.1.3 For other required wing tooling not currently available (see PWS Attachment 4), provide a plan and schedule stating how these tools will be obtained, available, and compliant within six (6) months of contract award, or provide a description of how alternate tools or processes will be used instead.

7.5.4.2 If wing overhaul tooling does not currently exist at the contractor location or a subcontractor facility, interested offerors are cautioned about the difficulty and time required to obtain all necessary long lead time tooling if these tools are not provided as GFE (see PWS Attachment 1). Experience has shown that it could take in excess of two years just to obtain the data and master tooling necessary to manufacture long lead time fixturing, then an additional two years to produce these fixtures. Currently Korean Airlines and SABCA are the only known sources that possess the long lead tooling required for post-block wing repair. If the Offeror wishes to develop capability, it shall provide a plan and schedule detailing how the required wing tooling will be available and technically compliant within six (6) months of contract award.

7.5.4.2.1 If the Offeror chooses to subcontract the wing overhaul workload, the Offeror shall provide the source of the wing work and provide a plan and schedule detailing how the Offeror will direct and monitor subcontractor(s) for compliance with the requirements in the PWS, and how the subcontractor will ensure all required wing tooling will be available and technically compliant within six (6) months of contract award.

7.5.5 The Offeror shall provide the following maintenance planning documentation IAW PWS Para

1.11.2:

7.5.5.1 An existing detailed, step-by-step planning document summary for a modification task to accomplish a lower FS 341.8 bulkhead replacement or a task of similar scope. The planning document identifies what procedures are needed to accomplish the task IAW PWS Para 1.11.2.1. This summary should be less than 50 pages and does not count against the proposal page count limit.

7.5.5.2 A generalized plan to replace a left hand upper FS 325 Bulkhead segment (16B5247) for aircraft 1C:200 (89-2047). This plan shall include all of the following elements, but does not need to be a detailed, step-by-step planning document:

7.5.5.2.1 Identify manpower and special skills required to conduct this task.

7.5.5.2.2 Identify the segment part number required for the referenced aircraft Type

Version / Effectivity.

7.5.5.2.3 Describe jacking and stabilization requirements during segment replacement.

7.5.5.2.4 Identify the general structural disassembly tasks required to facilitate removal of the segment. (Note: Plan development is based on structural requirements only, disassembly and removal of systems including wiring, hydraulic, and fuel lines do not need to be included or identified.)

7.5.5.2.5 Identify any critical steps or processes required to facilitate removal of the segment.

7.5.5.2.6 Identify Non-Destructive Inspections (NDI) that must be accomplished as a result of the described disassembly process.

7.5.5.2.7 Identify the location and type of additional processes that must be accomplished to ensure the replacement segment is compliant with drawing requirements (cold work, shimming, sealing, etc.).

7.5.5.2.8 Identify any specialized tooling that would be needed to complete this task.

7.5.5.2.9 Explain your process and specifications required to process fastener holes to final size.

7.5.5.2.10 Identify potential risks or concerns to the aircraft that could result from the replacement of this segment and any other required maintenance associated with replacing this segment.

7.6 Subfactor 2, Program Management: Provide the requested information to meet the following program requirements:

7.6.1 A Risk Management Plan that describes the Offeror’s approach to managing risk IAW PWS Para 1.5.6.3.2.

7.6.2 A schedule detailing how the contractor will prepare for non-SLEP and SLEP work IAW PWS

Para 1.4.4 and 1.5.2.

7.6.3 A schedule detailing SLEP modifications from induction to fly away IAW PWS Para 1.14.24.

7.6.4 A map with supporting explanation showing FCF airspace IAW PWS Para 1.4.3.2 and 1.15.10.

7.6.5 A plan describing the facilities, systems, processes, and procedures that will be in place to ensure the security of USG property IAW PWS Para 1.8.1.

7.7 Subfactor 3, Quality Management: Evidence that the Offeror possesses a quality management program equivalent to the following requirements or a thorough plan outlining the ability to meet the following requirements:

7.7.1 A tool control system IAW PWS Para 1.10.2.

7.7.2 A Foreign Object Damage (FOD) prevention program IAW PWS Para 1.10.5.

7.7.3 An Electrostatic Discharge (ESD) control program IAW PWS Para 1.10.6.

7.7.4 A digital U.S. Air Force TO system and other technical directives IAW PWS Para 1.6, 1.10.8 and 1.10.9.

7.7.5 A quality assurance program IAW PWS Para 1.10.1.

7.8 Subfactor 4, Country-Specific Concerns: Describe the Offeror’s capability, or plan to develop capability if it does not currently exist, to meet the following Country-Specific requirements or concerns:

7.8.1 Customs Regulations: The Offeror must submit a plan pertaining to importation of Government Furnished Equipment, material (including export controlled material such as those listed in 1-F- 16( )-23 WP 007 IAW PWS Para 1.4.13 and 1.9.3) and entry/transit of personnel. A highly rated plan conveys understanding of customs regulations specific to an Offeror’s country and contains efficient processes for handling importation of material, equipment, and any other items that may be required for performance under this contract. Additionally, the plan must identify what agreements are in place via Status of Forces Agreement (SOFA) which make the Offeror’s depot a port of entry and thereby precludes the involvement of US Embassy support personnel and additional taxes. Should a SOFA not exist in the Offeror’s country, the Offeror will be considered unacceptable to the Government and therefore not eligible for award.

7.8.2 Taxes: The Offeror is responsible for identifying any tax liabilities for the importation of US

Air Force parts or material and for either paying or getting the taxes waived. Any taxes required under the actions of this contract shall be included in the CLIN pricing at time of award. The US Air Force is not responsible for fees, taxes, duties, etc.

7.8.3 Travel Visas: The Offeror must submit a plan detailing how Visas would be processed for

CFTs to perform work within PACAF, as required.

7.8.4 Shipment: The Offeror must submit a detailed plan for handling goods in transit from the Port of Entry to the actual site of work. A highly rated plan conveys efficient processes and streamlined logistics for transporting assets from the Port of Entry to the actual site of work

7.8.5 Local Conditions: The Offeror must submit a Strike Contingency Plan that provides a plan for handling any labor disputes, union strikes, or any other manpower related shortfalls that could impact production and on-time completion of F-16 work due to financial, economic, political, and/or social factors specific to the country in which the Offeror operates. Additionally, include a disclosure of the Offeror’s depot ownership specifically the degree to which the Depot is owned by a host nation or private bond holders and the fiduciary risk of capital reclamation in the event of a financial collapse of local or regional currency.

8.2 Definition/Description

8.2.1 As a minimum describe the capabilities and roles that will be provided by the Offeror and all subcontractors/teaming partners. Critical subcontractors submitting past performance information must be identified. Critical subcontractors are defined as subcontractors, teaming partners, and/or joint venture partners proposed to perform at least 10 percent of the proposed effort based on the total proposed price, or perform aspects of the effort the Offeror considers critical to overall successful performance.

8.2.1.1 The Offeror shall also describe past experience and capability to perform all tasks identified in PWS Para 1.11.1.2 and tasks similar to those identified in PWS Para 1.11.1.4.

8.2.2 For purposes of the PPIS information, where Indefinite Delivery Indefinite Quantity (IDIQ) contracting applies, the Offeror will provide delivery or task order numbers with applicable information. For other than IDIQ ordering contracts (fixed quantity), provide information from the basic contract and significant funding modifications. Offerors shall complete a separate PPIS (Attachment L-1) for the three (3) most relevant efforts. Critical subcontractors shall complete a separate PPIS (Attachment L-1) for the two (2) most relevant efforts. If the Offeror or its critical subcontractors have performed more than these respective numbers of relevant contracts within the past five (5) years, the Offeror shall address additional contracts on separate PPIS sheets after the most relevant ones. The combined total of all PPIS shall be no more than 50 pages. A past effort is defined as recent if performance occurred within the period of five (5) years prior to the RFP issuance date (contracts still active are permitted). Relevant contracts are defined in Section M, paragraph 3.1. Current work will only be evaluated if there is sufficient work performed under the contract to facilitate meaningful evaluation. Contracts listed may include those with the United States Federal Government, the United States state and local Governments or their agencies, and commercial customers.

8.2.3 Along with the information required in the above paragraph, the Offeror shall submit a consent letter (Attachment L-3) executed by each critical subcontractor, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information.

For each identified effort for a commercial customer, the Offeror shall also submit a client authorization letter (Attachment L-4), authorizing release to the Government of requested information on the Offeror's performance.

8.2.4 The Government does not presume that the Offeror’s past performance has been perfect.

Rather, the proposal should contain evidence of the Offeror’s ability to isolate the root causes of problems and should include in their PPIS a description of programs or actions taken to resolve those causes. Problems not addressed by the Offeror but found by the Government during the evaluation of the information in this volume will be assumed to still exist. Note: In the case of Contractor Performance Assessment Report System (CPARS) assessments, if input has already been provided and the rationale or circumstances have not changed, DO NOT repeat them here. The Government will use data provided by each Offeror in this volume and may use data obtained from other sources in the development of the confidence assessment rating.

8.2.5 In addition to past performance questionnaires for each relevant contract submitted, the Past

Performance Team (PPT) may contact the points of contact provided by the Offeror for the purpose of ascertaining and/or clarifying past performance information. Additionally, the agency reserves the right to seek other sources of information for all issues encompassing or related to the Offeror.

8.2.6 Organizational Structure Change History. Many companies have acquired, been acquired by, or become subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this source selection. As a result, it may be difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company and/or your critical subcontractors that includes relationships such as joint ventures. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation and the performance confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the Offeror, your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.

8.2.7 Questionnaires. The Offeror shall send out Past Performance Questionnaires (Attachment L-5) to each of the customer Point of Contact (POC) listed for each PPIS identified in the Past Performance Volume. POCs include the Program Manager, Contracting Officer, and Administrative Contracting Officer for Government contracts, and for commercial contracts, the POCs fulfilling these same roles. POCs will submit completed questionnaires directly to the PCO, Nathan Lee at nathan.lee.3@us.af.mil. Once the Past Performance Questionnaires are completed by the POCs, the information contained therein shall be considered sensitive and shall not be released to the Offeror. A cover letter template for transmitting the questionnaire to each POC is provided (Attachment L-2).

9 VOLUME IV, PRICE PROPOSAL

9.1 Submission Requirement

9.1.1 Submit the proposal Pricing Table- Attachment 1 in Microsoft Microsoft Excel. Excel spreadsheets must be editable and not password protected. Scanned documents/PDF files are NOT acceptable for the electronic copy of the Price Proposal Volume.

9.2 Cost or Pricing Data Requirements

9.2.1 IAW FAR 15.403-1(b) and 15.403-3(a), information other than cost or pricing data may be required to support price reasonableness and balance. If, after receipt of proposals, the PCO determines that there is insufficient information available to determine price reasonableness and balance, the PCO may request information other than certified cost and pricing data IAW FAR 15.403-5.

9.3 Rounding

9.3.1 All CLIN prices should be rounded to the nearest dollar except for the labor rate CLINs. All loaded labor rates should be rounded to the nearest penny.

9.4 Total Evaluated Price (TEP) Table

9.4.1 Refer to proposal Pricing Table- Attachment 1. Offerors shall populate the cells as appropriate.

Recognize that the prices the Offeror submits on the proposal Pricing Table- Attachment 1 will be contractually binding. The proposal Pricing Table- Attachment 1 will be identical to the structure in Section B of the RFP. The Government will use this worksheet to calculate the TEP. Propose the following:

9.4.1.1 For the Firm Fixed Price (FFP) CLINs 0001-0002, 0008, 0011-0047, 0050-0080, propose prices for all applicable years of the contract.

9.4.1.2 For FFP CLINs 0003 and 0007, propose a single fully burdened repair rate for each applicable year of the contract.

If the Offeror includes any additional pricing information outside of Volume IV that does not match the pricing in the proposal Pricing Table- Attachment 1, the Volume IV proposal Pricing Table- Attachment 1 will take precedence. If the pricing in the electronic submission of the pricing attachment does not match the pricing in the hard copy submission of the pricing attachment, the electronic submission will take precedence.

9.4.3 “Subcontractor” Definition

9.4.3.1 For purposes of this RFP, Sections L and M Volume IV – Price Proposal, “Subcontractor” shall refer to any Subcontractor, Teaming Partner, Interdivisional Transfer, joint venture, or other separate internal or external entity the Offeror includes in their proposal.

9.4.4 “Fully Burdened” Definition

9.4.4.1 “Fully Burdened” means direct cost plus any applicable burdens (i.e., Overhead, Fringe, General and Administrative, Cost of Money, etc.), including profit/fee.

9.4.5 Exchange Rate and Cost Variance

9.4.5.1 All parties should be aware that reimbursement for this contract will be made in US Dollars. Understanding the fluctuation of currency and the need for equitable reimbursement, the US Government will consider cost adjustments (both up and down) depending on a three (3) month moving average exchange rate IAW PWS Para 1.19.
