This document contains questions and answers regarding a federal contract solicitation for depot-level maintenance services on F-16 aircraft allocated to the United States Air Forces in the Pacific Command. Question Set 1
1 – CLIN 0050 The "Attachment 1 Pricing Table" reads CLIN #50 MMC 7000AH+ modification, but the PWS and RFP does not have any information regarding this. Will the CLIN 50 removed from the pricing table?
Yes, MMC work is now removed from pricing table.
2 - The "Attachment 1 Pricing Table" reads CLIN 0081 Wiring Harnes 3308, but the PWS does not have any information for it. Are there TCTO/DWG for this CLIN?
TCTOs 1F-16-2875, 2875 and 2876 have not yet released and are not supportable for parts. As such I recommend deleting the CLIN and add it to the contract later when the TCTO is supportable
3 – CLIN 0081
Is this CLIN established to remove and replace wiring harnesses inside of door 3308 for pre-block aircraft as a part of PSSR?
TCTOs 1F-16-2875, 2875 and 2876 modify the 3308 for Bk 25 – 52 aircraft and will likely be executed during PSSR, PBR and SLEP when supportable
4 - A drawing is required which describes the technical requirements of a left hand upper FS 325 bulkhead segment replacement in order to make a response for Section L, paragraph 7.5.5 and Section M, paragraph 2.2.6. The drawing number cannot be identified from associated drawing(s), such as 16RB527. Please provide the technical data.
The 16B5247 left hand bulkhead segment is part of a larger structural assembly, there is no detailed segment repair ‘16RB’ type drawing.
5 - The drawing 16Z001 is required to review the requirements precisely. Please provide the technical data.
16Z001 is provided in the updated TDP
6 – CLIN 0053 Is it going to be used to inspect per TCTO 1F-16-2776 only or to accomplish SLEP modifications as a package (w/o any combination(s) for SLEP TCTOs)?
CLINs 0053 through 0072 constitute all individual SLEP mod requirements. Therefore, CLIN 0053 should only include those tasks related to work required by TCTO 2776—perform a records review to ensure all required SLEP modifications are complete (para 6.2) and perform all required additional work (para 6.3).
Because inspections and other work in para 6.3 is completed prior to mod and para 6.2 work is completed at the end, this CLIN duration is likely the longest for any SLEP mod.
7 - There are two sections (1.2 & 1.3) for standards, specifications, technical orders, forms, and other USG documents. If there is a confliction between two relevant documents [e.g. NAS 410 (from section 1.2) & OO-ALCI 21-113 (from section 1.3)], which document is going to be applied first?
NAS 410 is listed in the reference standards while OO-ALCI 21-113 is listed in the Mandatory standards.
As such OO-ALCI 21-113 takes precedence.
8 – Attachment 1 Pricing Table 9th and 10th period of contract look like a typo error. (cells K3 and L3)

9 – Attachment 1 Pricing Table ‘Estimated Quantities Per Year’ in “N” column, most items mentioned one(1) and Forty three(43). Is that correct?
Yes
10 - Duration in “P” column seems different from Draft RFP. Please re-check duration of each task items.

11 – Numbering on pricing table has multiple errors when compared to the solicitation

13 - Table of contents of PWS needs to be corrected – Economic Price Adjustment (and Labor breakout for USAFE) not in PWS

14 – According to the solicitation in the RFP package (FA8232-20-R-0001 and FA8232-20-R-0002) there is only Basic year and Option 1. In order to submit “section B” we need additional years to cover options 2-9.
As stated in Section L 6.3 – Section B offerors are directed to use the proposal Pricing Table – Attachment 1. Section L 9.1.1 also directs offerors to use the Pricing Table. The CLINs in the contract can be used repeatedly on separate orders and prices will be applied based on the Pricing Table. The first set of CLINs will be used for the first five years of ordering. The second set, the optional set, of CLINs will be used for the remaining five years. No change to the CLIN structure of the solicitation will be made.
15 - According to the Attachment 2. PWS, Paragraph 1.14.19, it mentions “Upper bulkhead flange (UBF) 100% fitting install TCTO 1F-16-2741D”. Confirm if UBF Fitting should be replaced 100% as there is risk if the offeror incorporates this cost for the part and M/H.
UBF will be replaced 100% however the UBF fittings will be provided through a kit by the Government for the PBR effort. Offerors should NOT price in the fittings into their proposal.
Also, if there is a delay getting the kits, any needed UBF fittings would be charged to O&A.

19 – Where is the exchange rate?
The exchange rate will be included in the amendment released with this question set in the solicitation (FA8232-20-R-0001) on page 82 in clause 9952.901-H901 ECONOMIC PRICE ADJUSTMENT – EXCHANGE
