Question Set 2 Posted 27 Feb 2020
1 – Attachment_17_GFP states that the NSNs for WING LH and RH HOLDING FIXTURES are 1000000000000. Is this correct?
No. The correct NSN is 1560K1602435FWF for LH and 1560K1602435FWF for RH.
2 – Do the WING LH and RH HOLDING FIXTUREs, part numbers MKTN45-3 cross reference to 16A11191 or 16A11192 in T.O. 16W9-13-501? Will MKTN45-3 be provided as GFE?
No. The cross reference from MKTN45 to 16A11191/16A11192 in 16W9-13-501 is an allowance for substitution, not a statement by the USG to provide tooling as GFE. Also, the cross reference is incorrect.
The SERD substitute should be 16A11129/16A11130 instead of 16A11191/16A11192. An update to 16W9-13-501 is forthcoming.
3 – What does the part number “COML” mean in reference to the WING DRILL FIXTURE TRANSPORT
DOLLY?
COML is short for commercial. This is a commercially obtained dolly to transport drill fixtures and has no modification fixture part number. Also, this dolly will be provided as GFP.
4 – What is the cross reference for WING DRILL FIXTURE TRANSPORT DOLLY, part number COML?
Used to hold MKTC39 of MKTN46 drill fixtures.
5 – What is the cross reference for WING LH and RH DRILLING FIXTURE, TOOL, NSN 1560K0190259QWF, part number MKTC39-6?
These tools are part of the overall mill and drill fixture set. They won’t be used for this contract, but must be maintained as a set with MKTN45, 46, 47 serial number 3.
6 – Will Vertical Fixture P/N 16A11191 and 16A11192 be provided as GFE as indicated?
No. These tools will NOT be provided as GFE. They are to be provided by the contractor.
7 – Will the LH & RH Rotary Actuator Drill Fixtures, 16A11835, 16A11836, also be provided as GFE?
No.
8 – Do the Contractors still quote TCTO 2699 for CLIN 0030, even though the title of the CLIN changed on our last TCTO?
Yes. Please quote TCTO 2699 for CLIN 0030.
9 – TCTOs 2783 and 2784 both say to procure directly through DLA, but DLA will only provide quotes to suppliers, and not potential contractors.
This issue is currently being worked. We will post an answer as soon as we have one.
10 – May we change the line spacing to 1.0 on all documents we submit?
No. Maintain the required 1.5 line spacing, please.
11 – CLIN 0053 (TCTO 2776) is titled Service Life Extension Program (SLEP). Is this CLIN priced as the sum of the individual SLEP CLINs 0054 – 0072?
No. 2776 is a stand-alone requirement that has unique tasks including, but not limited to records checks, fitting installations and inspections, etc. Price all CLINs individually. CLIN 0053 is not a sum of any or all of the other SLEP CLINs.
12 – Does the United States Government intend to induct one A/C for all of the SLEP CLINs?
No. Some SLEP aircrafts will come in with work that has already been completed that ties into the TCTOs that fall under SLEP. For example, CSL may have already been worked on incoming a/c.
13 – CLIN 0064 (TCTO 2729) installs 16RB526 repair fittings at FS 325 and 357, on both sides. TCTO 2776 also drives installations of 16RB526 repair fittings at all four FS per TCTO 2741D. Which TCTO provides the kit for FS 309 and 341?
All parts will be coming in for TCTO 2729 but they are not currently called out in this TCTO. Authorization comes from TCTO 2776.
14 – Is TO 11L1-2-30-1 required to view the work scope for CLINs 26 – 29?
This work is covered in general procedures in TO 1-1-8 and 1F-16()-23.
15 - According to your answer No. 14 in "Amendment_1_Question Set 1-PACAF", it mentioned "The CLINs in the contract can be used repeatedly on separate orders and prices will be applied based on the Pricing Table." And "Section L 6.3" also mentioned "Section B – Supplies or Services and Costs/Prices (offerors are directed to use the proposal Pricing Table- Attachment 1)". So, I'm just curious that we don't need to include 'Section B' on the proposal. Please advise.
Section B will be part of the contract when it is awarded but the prices will all be on the attachment – Pricing Table. I expect that all proposed prices will be on the pricing table. If they are duplicated in Section B, that is fine but I will also ignore them in favor of the pricing table, especially if there is a discrepancy. See Section L 9.4.2
16 - According to your answer No. 15 in "Amendment_1_Question Set 1-PACAF", it mentioned "UBF will be replaced 100% however the UBF fittings will be provided through a kit by the Government for the PBR effort." So, we will only price for the M/H without fittings.

17 – (relating to question 16) When performing CLIN 0050 PBR for all F-16C/D Blocks 40/42/50/52, in case of installing upper flange fitting, we are wondering if F.S 293.8 and 373.8 are also included? We need to check this because Wing removal & Reinstallation and material can be different.
Installation of the upper outboard bulkhead flange fittings at F.S 293.8, 309.8 325.8, 341.8, 357.8 and
373.8. Wing removal & Reinstallation is required for the installation of upper flange fitting, F.S 293.8 and 373.8.
if Fittings in F.S 293.8 and 373.8 are included, CLIN 0035, 0037 wing removal & Reinstallation can be used or incorporate this job to CLIN 0050 PBR?
The current released version TCTO 2741 Supplement D
FS 293.8 and 373.8 do not require the automatic fitting installment. For these two fuselage stations, if after TCTO 2741 NDI inspection and clean-up efforts fail. A 107T will be required and more than likely a fitting installment. If extreme efforts are required for these two fuselage stations then the work would be considered O&A and charged accordingly
18 - Installation of the upper outboard Bulkhead Flange Fittings at F.s 309.8, 325.8, 341.8 and
357.8. Refer to the CLIN 0076(TCTO2823) PSSR install of upper outboard bulkhead flange fittings(for all USAF/ EPAF F-16A/B/C/D Block 10/15/25/30/32)
