1. Will a copy of TCTO 1F-16-2873 be provided?
No. This is a transposition error. We had it written incorrectly as 2873 on CLIN 0074. The correct TCTO is 2783. This has been corrected in the pricing table. The correct TCTO for CLIN 0074 was sent in the TDP.
2. For CLIN 0079, TCTO 1F-16-2854 specifies three different work scopes. Each work-scope represents very different assembly/disassembly inspection and repairs. However, there is only one space in on the pricing table. How do we price CLIN 0079?
This TCTO is specific to inspection and cold working. If the bulkhead needs replacement that will be charged as O&A, and then the new bulkhead will need to be cold worked which will be charged to this CLIN.
3. What is the part number for CLIN 0031, 0032, 0033, and 0034 Kit(s)?
CLINs 0031 and 0032 - TCTO 2741C is now updated to TCTO 2741D. These kits will be stock listed in DLA within the next few weeks.
CLIN 0033 - There are no p/n or kits required for this CLIN. Please reference the provided data for inspection requirements for repair or replace.
CLIN 0034 - There are no kits required for this CLIN. Please reference the provided data for parts needed for requirements.
4. What is the source of supply for CLINs 0031 – 0034 kit(s)?
Purchasing is done through DLA.

6. What is difference between CLIN 39(Canopy Sill Longeron replace, F-16C, both sides) and CLIN 54(CSL 16B1107 Model C, Blk 40/42/50/52, TCTO 2775)?
CLIN 0039 is to address Canopy Sill Longeron replacement for C model aircraft that experience a crack and require replacement. CLIN 54 addresses completion of the TCTO 2775 (Canopy Sill Longeron replacement) as part of SLEP. It is up to the contractor to understand and determine repair and modification flow, but there are expected to be efficiencies gained from bringing a jet in for the accomplishment of multiple tasks with SLEP vs. standalone drop in maintenance.
7. What is difference between CLIN 41 and CLIN55?
CLIN 0041 is to address Canopy Sill Longeron replacement for D model aircraft that experience a crack and require replacement. CLIN 55 addresses completion of the TCTO 2770 (Canopy Sill Longeron replacement) as part of SLEP. It is up to the contractor to understand and determine repair and modification flow, but there are expected to be efficiencies gained from bringing a jet in for the accomplishment of multiple tasks with SLEP vs. standalone drop in maintenance.
8. Is the CLIN 57 work done with TCTO 2726 at the same time? Can the CLIN 57 work alone?
TCTO 16W9-13-501 includes a recommendation to trim 16W1055 filler per TCTO 2733 (CLIN 33) while the wing is undergoing 16W9-13-501, but it is up to the contractor to assess the task and propose pricing and flow times accordingly.
9. What parts need to be replaced for CLIN 57?
A list of parts replaced or modified by the TCTO is provided in the TCTO along with the relevant technical data. The contractor is expected to read and understand technical data provided and price accordingly.
10. Does CLIN50 (Post block repair) include all task specified on PWS 1.14.19?PWS 1.14.19 ; CLIN42, 43, 44, 45, 51, 52, 71, 72 + UPR flange inspection & repair CLINS 42-45 are only as needed if the aircraft is a D Model. Specifically, CLIN 42 and 43 are only required if the aircraft is a D model that requires TCTO 2749 or 2750 to be installed. CLIN 44 is only required if the aircraft is a D model that requires canopy sill longeron replacement. CLIN 45 is only if the Aircraft is a D Model that requires this repair. CLIN 51, 52, 71, 72, and 100% inspection and fitting install on wing carry through bulkheads is required on all PBR aircraft, C or D model.
11. Does PSSR (Pre-block Structural Sustainment Repair) include repair task work?
Inspection of lower Bulkhead Radii (TCTO 2822), and inspection of cockpit and inlet for corrosion (TCTOs 2831 and 2832) are all “Inspect and repair as necessary” tasks. Depending on the results of the inspection, repair will be regarded as O&A for these TCTOs.
12. CLIN 0077, CLIN 0078 are referring to only the TCTO for inspection work?
Depending on the results of the inspection, repair will be regarded as O&A for these TCTOs.
13. CLIN51 and CLIN77, CLIN52 and CLIN78 are same work described above. Is the only difference the pre-block vs. post-block repair?
Yes, these TCTOs are identical, but CLINS 77 and 78 were just regarding completion in conjunction with PSSR (Pre Block aircraft). CLINs 51 and 52 are for Post Block aircraft.
14. Does CLIN 51 include Inspection? If we find any corrosion through CLIN51, do we have to do repair work of O&A or stop the work after inspection work?
Same as question 6. TCTO 2831 is inspection for corrosion. Any inspection results that require repair will be regarded as O&A.
15. If CLIN75 (TCTO2822) satisfies just the blending limitation, it is not necessary to do fitting install work. Right?
TCTO 2822 is inspection of the lower bulkhead radii for cracks. Engineering can authorize some blending if cracks are found, but at this time, there are no fittings authorized for the lower radii.
16. Does we need Engine Preservation work?
Initial plan is for Contractor to submit 107T for waiver extension on engine work up to approx.. 280 days. If Engine is not installed within allotted waiver time then the engine will require preservation work and will be covered with O&A.
17. Who is in charge of CALENDAR INSPECTION, USAF or contractor?
It is always requested the units complete all possible calendar inspections so they don’t come due during induction. If induction exceeds planned time and calendar items are safety of flight, the contractor will accomplish with the O&A CLIN.
18. Is it possible for USAF to provide on-the-job training to the contractor for major work? For example, the 341 Lower BKHD R&R.
We will review training requests and determine the necessary position on whether to provide OJT or virtual assistance.
19. Can you provide equipment, material and tooling list for Phase Inspection?
Phase inspection requirements can be found in the applicable 1F-16()-6
20. Can you provide equipment, material and tool list required for each CLIN except TCTO?
No, the contractor is expected to read and understand technical data provided and price accordingly.
21. Do you supply all items specified as AF Supply in TCTO, including consumable material?
No, if it’s specified as AF supply, the contractor will order through DLA or CAVAF.
22. Is there any additional material related to work instruction in CLIN 0046, 0047, 0048, 0049?
In these cases, the TCTO kits include only those materials required to install the modification. All other materials that may be needed and are not included in the material lists for those TCTOs will be acquired by the contractor
23. According to PWS 1.14.12, contractor needs to have Wing Overhaul Capability but actually it’s not enough time to assess removal/re-install/follow-on-maintenance, identify and prepare the required material/tools. To prepare effectively, we need material kit and tool kit list including related information. Also as needed, can we require the training by SPO engineer?
PWS Section 1.14.12.2 directs the contractor to refer to Attachment 4 for a list of all the tooling expected to be in place to support wing overhaul capability. PWS Section 1.14.12.3 details the activities anticipated to be encountered during a wing overhaul, more detailed information can be found in TO 16W9-13-3. PWS Section 1.14.12.2.2 cautions the contractor about the timelime required to establish wing overhaul capability if they do not already possess the tooling listed in Attachment 4. There is no defined material kit. The contractor is expected to understand the TDP and be able to develop parts lists for wing overhaul tasks that would be part of their proposal developed per PWS Section 1.14.12.3.4 once the contract has been awarded, but does not need to be included as part of this effort. As far as providing an engineer, this will be discussed with each training request.
24. How do we perform the follow-on-maintenance on condition that confidential or secret components like MMC is equipped? For example, if we perform 1F-16C-36 and we need to remove and replace all components of the wing. In this CLIN 0033, we can find faulty component replacement work. So is it regarded as an O&A for replacement of faulty component after inspection?
Any follow on maintenance activities that require having confidential or secret equipment installed will have to be performed by the owning maintenance unit. For all inspection type tasks that result in detection of a faulty component that requires repair or replacement, the replacement or repair tasks will be regarded as O&A.
25. Regarding the work specified in CLIN 0033 are Inspection / Wing Box Cleaning / Fuel Cells Re-seal / Faulty Component Replacement. We have to put in the cost for all the process? And re-install work includes follow-on maintenance?
Yes and yes
26. Regarding CLINs 0035 and 0037, do we have to remove and reinstall wing leading edge flap? If so, the only thing we have to do is just removal the wing and reinstall the same wing. Is that right?
The contractor must understand all the processes and procedures required to remove and reinstall the wing per the technical order. CLINs 0035 and 0037 are to remove a wing from and aircraft and reinstall the same wing. The contractor will assess what work in required to do so IAW the applicable technical orders
27. As a result of reviewing pricing table, we noticed that RH(90days) work is much more than the LH(30days) work. Please recheck it.
Removal and re-installation of same wing will be 30 days and Removal and replacement of wing will reflect 40 days for both RH and LH. The pricing table has been updated.
28. Regarding CLINs 0036 and 0038, do we have to transfer Wing leading edge flap?
Pricing Table was updated 20 Feb 2020, there is no ‘Wing Inspection/Repair’ referenced in CLIN 36 or CLIN 38. If a wing is being replaced, it only comes with the items show in the Illustrated Parts Breakdown for that particular wing box part number. All other items will need to be transferred from the old wing to the new wing.
29. A new wing does not include wiring harness like 16W1030, 16W1050, does it?

30. The result of reviewing Pricing Table, we find out that replace work duration is specified shorter than removal/re-install work. But we think removal/re-install work is shorter.
Correct, removal and re-installation of same wing is shorter time frame. Removal and re-installation of same wing should stay at 30 days and Removal and replacement of wing should reflect 40 days. The pricing table has been updated.
31. Regarding CLIN 0053, inspection is specified. We would like to know if the TCTOs of PWS 1.3.5 have already done or we need to perform the inspection of only the requirements specified? Or if we have to do TCTOs of PWS 1.14.24?
TCTO 2776 Section 6 describes what work is required to be accomplished in order to complete TCTO 2776, and includes verifying specific TCTOs have been accomplished as well as several isolated inspections. The expectation is that the contractor performs inspections specified in TCTO 2776 where appropriate in their modification installation flow and signs off TCTO 2776 once all underlying TCTOs specified in 1.14.24 and listed in 1.3.5 have been completed.
32. PWS 1.14.24 specifies that the Contractor shall complete SLEP modifications per TCTO 1F-16-2776 and Para 1.3.5 for all C model aircraft in 275 calendar days or less, and all D model aircraft in 305 calendar days or less. But the duration of Pricing table is specified 10 calendar day. Please check it.
The ten day duration is for the planned inspections and signing off completion of underlying TCTOs specified in 1.14.24 and listed in 1.3.5. The duration an aircraft is at the depot for SLEP modifications is 275 days for C models and 305 days for D models.
33. Regarding CLIN 0058, CLIN 0058 Will the Mod Kit Parts List and Tool Kits specified in PWS 1.3.8 be furnished? Or if not, is it possible that we can get the list of kits for us to buy?
The Modification Kit Parts List (MKPL) and Tool Kits specified in PWS 1.3.8 will be GFE/GFM, however the contractor will still need to requisition them from supply. Additionally, MKPL MK5437 is incorrect and should be MK5438. MK5437 should actually be listed for 16W9-13-501.
34. The title of TCTO 2726 is different from CLIN 0058 title. The TCTO 2726 means wing upper skin replace & wing lower skin modification work. Which one is correct?
TCTO 2726 includes parts and data necessary to remove and reinstall a wing box modified per TCTO 16W9-13-501.
35. Also in the TCTO, we can’t identify the correct data to use. In this case, we cannot believe the 532.0MH specified in TCTO 2726.
TCTO 2726 Section 5.1 lists all parts and data necessary to perform work described in PWS Sect 1.14.12.
36. In Pricing Table, the duration is 20 calendar days for CLIN 0058, but it is not reasonable.

37. Regarding CLIN 0059, we can’t identify the correct data to use.
TCTO 16W9-13-501 Section 5.1 lists all parts and data necessary to perform work described in PWS Sect 1.14.24.3, 1.14.24.4 and 1.14.12.
38. In Pricing Table, the duration is 30 calendar days for CLIN 0059, but on TCTO, the duration is 1,400 man hours for 3 people. Considering TCTO MH, the work is expected to be 90 calendar days.
