1.0 DESCRIPTION

This SOW outlines the general requirements to support the T-38A/B/C structural modifications for the Pacer Classic III (PCIII) Phase III and Talon Repair, Inspection, and Maintenance (TRIM) programs.

The PCIII modification will help maintain Operational Safety, Suitability, and Effectiveness (OSS&E) throughout the currently projected lifetime of the T-38 aircraft (only applicable to a subset of the T-38C fleet). The PCIII requirement is the outcome of a T-38 structural sustainment evaluation. Air Education and Training Command (AETC) and the T-38 Program Office (PO) focused on removing and replacing key fuselage structural components on 180 T-38C aircraft which are analytically predicted to have the most fatigue damage. PCIII is the third major structural overhaul on the T-38 fuselage.

The TRIM modification will help maintain OSS&E throughout the currently projected lifetime of the T-38 aircraft. Extended service requirements and continued utilization of T-38A and AT- 38B aircraft have resulted in a need for depot-level maintenance augmentation. This subset of the T-38 fleet did not receive the benefit of repairs made during the Propulsion Modernization Program (PMP). Additionally, the current field-level approach to sustainment of T-38C aircraft not receiving the PCIII modification is insufficient to meet the needs of flying the T-38 to its currently projected retirement. The T-38 Aircraft Structural Integrity Program (ASIP) identified critical areas of these T-38A/B/C aircraft that need depot-level inspections, repairs, or part replacements to sustain them to meet Major Command (MAJCOM) requirements. The T-38 PO is working in conjunction with the AETC, Air Combat Command (ACC), Air Force Global Strike Command (AFGSC) and Air Force Materiel Command (AFMC) to address time-based degradation, specifically stress corrosion cracking (SCC), of critical structural items.

1.1 Scope

PCIII Phase III detailed in this SOW specifies the programmatic and technical activities required to accomplish the PCIII modification parts procurement, kit assembly, and necessary tasks to ensure procurement of the structural modification kits. These tasks are for the manufacturing and kitting of fuselage structural components for PCIII T-38C aircraft. PCIII has three distinct phases described as follows: Phase I – Sole-source to Northrop Grumman Technical Services (NGTS) (phase complete); Phase II – Competitive (small business set-aside) (phase in progress);

Phase III – Competitive (small business set-aside) will provide the remaining kits required to complete the PCIII requirement. The contractor shall provide kit integration, program management, logistics, discrepancy reporting/resolution, and subcontractor management for the life of the contract. Any additional phases would be executed as separate contractual efforts as deemed appropriate by the Government.

This SOW also specifies the programmatic and technical activities required to accomplish the T- 38 TRIM modification parts procurement, kit assembly, and necessary tasks to ensure procurement of the structural modification kits, to include the required fastener kits. These tasks are for the manufacturing and kitting of fuselage structural components and fasteners for TRIM on T-38A/B/C aircraft. TRIM effectivity applies to ACC’s 6 AT-38B aircraft, ACC’s/AFGSC’s

53 T-38A aircraft, 100 of AETC’s/AFMC’s T-38C aircraft and the Navy’s 10 T-38C aircraft.

TRIM kit procurement will include 59 kits specific to T-38A/B models, 110 kits specific to T- 38C models and up to 169 fastener kits necessary to install the above stated modification kits.

The Contractor shall provide the necessary integration of kits, program management, logistics, discrepancy reporting/resolution, and subcontractor management.

2.0 GENERAL INFORMATION

2.1 General Requirements

This SOW is intended to provide the structural modification kits for PCIII Phase III and modification kits for the TRIM effort as well as the program management and reporting necessary for the completion of the PCIII Phase III and TRIM structural modification kit integration.

2.2 Programmatic Objectives and Goals

PCIII Phase III will replace vital, fatigue-sensitive structural items including the following: steel dorsal longerons, upper cockpit longerons, and the upper/lower center longerons. In addition, associated bulkheads/formers, skins, floors, and fasteners will be included in this remove and replace effort.

TRIM is the solution for ensuring the structural service life of the T-38 fleet up to and beyond 2030. TRIM will replace vital, fatigue sensitive structural items with high susceptibility to SCC including the following: the upper/lower center longerons at FS 284 production break, wing attach bulkhead at FS 362, and the CFS 487 former. In addition, associated bulkheads, formers, attach angles, skins and support structure will be included in this remove and replace effort.

Furthermore, a variety of inspections and repairs will be made such as the bulkhead web repair at FS 388, former repairs at FS 394 and FS 400, and splice repairs to the lower cockpit longeron.

The Contractor shall perform the following integration functions: material procurement, manufacturing, kit assembly, delivery of kits, and deficiency reporting/remediation.

2.2.1 Management of Functional Expertise

Contractor shall retain a similar level of expertise and qualifications from positions involved with proposal submission through end of contract period of performance. For example, the engineering and programmatic functional expertise that provided interpretations of drawings and evaluation factors listed within the proposal shall be retained or replaced in a timely manner.

2.3 Period of Performance (PoP)

The basic Indefinite Delivery Indefinite Quantity (IDIQ) contract structure will consist of a five-year basic ordering period with an optional five-year ordering period, and will allow up to one year for deliveries after an order is placed. The total PoP for this contract shall not exceed 11 years total.

For the PCIII Phase III requirement, the PoP will be from contract award through the acceptance of the final modification kit. The PoP is anticipated as a three-year ordering period, with an additional one year for delivery after an order is placed. The total PoP for Phase III will span four years.

For the TRIM requirement, the PoP will be from contract award through the acceptance of the final modification kit. For TRIM, the PoP is anticipated as a 10-year ordering period, with an additional one year for delivery after an order is placed. The total PoP for TRIM will span 11 years.
