| Q&A for FA8220-19-R-0001, T-38 Pacer Classic III (PCIII) - Phase III & (TRIM) dated 1/23/2019 | ||
| Offeror Question | Government Response | |
| 1 | Do you have a notional schedule for all 10 years of the Pacer Classic III that you can share? | A notional ordering schedule has been provided in RFP Amendment 01 |
| 2 | Aero Industrial Tool PN AT1596-24-8, has been discontinued with no replacement. Since the CLIN 2 Dorsal Longeron Kit references the Aero Industrial Tool PN and not a drawing number we are unable to locate a suitable replacement. Request T-38 engineering provide a replacement PN or a drawing for this detail. | |
| The part is ATI596-24-8 now AT596-24-8 not AT1596-24-8. NSN is 5330-00-767-6896. There is no drawing available for NSN 5330-00-767-6896 Part #: ATI596-24-8. However there is some info on the some of the technical characteristics and potential sources in the attached document titled "NSN 5330-00-767-6896 technical info". In addition NSN 5330-00-292-3789 info is in the same attachment. Procurement by NSN is authorized and DCMA shall only use the NSN number to verify conformity for these two items. Please let us know if additional info is required. | ||
| 3 | Within the file "1560K0106112_-MXE_-NXE_-PXE_-QXE_185_Update.xlsx", the tabs that begin with "AFMC IMT 185" for the N, P and Q kits have a "Source of Supply" column (column G) populated with cage codes. It is observed that some of these cage codes appear to be incorrect when cross referencing with the hardware specs. In addition, much of these same part numbers are also used in the TRIM Hardware kits. The 185 Kit Lists for TRIM do not contain any cage codes at all. Please advise if we are required to go to these sources of supply. | The cage codes in column G are for reference of design source cage code. Parts should be procured by Part number from a current reputable vendor. |
| 4 | Within the file "1560K0106112_-MXE_-NXE_-PXE_-QXE_185_Update.xlsx", the lists of alternate hardware for each kit appears to have some items that could be source controlled. If this is the case, please provide the cage codes for any source controlled items. | The alternate hardware is a list of alternate part numbers for selected items. The 462 Engineering Instructions (Engineering Attachment “A” lists all parts that require a specific source. Some items are proprietary. None of these items appear on the alternate source spreadsheet listings, therefore the same applies as above: Parts should be procured by part number from a current reputable vendor. |
| 5 | It is observed that the hardware kit for PC III contains a top level kit (Kit M) that the sub-level hardware kits (Kit N, Kit P and Kit Q) roll up in to. For TRIM, there isn't a top level hardware kit. Please advise if this is an oversight or if it is intentional. | This is intentional. There is no roll-up kit as kits will be ordered in different quantities according to need. |
| 6 | Please forward a copy of drawing 2-11202 which is called out on drawing 2-11309… | This is just a remark on the 2-11309 Mylar to show traceability to the 2-11202 Mylar. It is not required, additional data for 2-11309 and as such will not be provided. |
| 7 | Would you please clarify if CLIN 23 is FOB Destination or Origin? | The Transportation FOB for all Structural Kits and First Articles (including CLIN 0023) should be Origin. Solicitation amendment #0003 has been created/posted in order to correct CLINs in the base ordering period and optional ordering period to reflect this. |
| 8 | Please advise if the Government would consider providing MILSTRIP authority for the four T-38 details: Northrop: 2-20002-1 and 2-20003-1. Continental Forge: 2-11763-15/-16 and 3-11607-23 | The government will not allow the use of MILSTRIP/Government Sources, as current regulations disallow the use of these for our type of contract. |
| 9 | Request confirmation from your T-38 engineering team that the -501 is not a part of the current T-38 effort. | The L/H Side Skin FS 284-325, P/N 3-11322-501 is not CSI nor is it part of the 100% parts list. The R/H Side Skin FS 284-325, P/N 3-11322-502 also not CSI is slightly different and is the part we have seen more damage on and due that it is a Remove For Other Maintenance (RFOM) part, we decided that warrants 100% replacement for TRIM. Both of these parts are on Appendix B, which means we need to go to NG for procurement. FYI, the L/H Side Skin FS 284-325, P/N 3-11322-501 is on the current select structural component (SSC) list and will be procured for TRIM through DLA. |
| 10 | Should this CLIN (X054) be green / yellow since we are not positive at proposal submittal which T-38 PN’s will require qualifying a second source? | No, this CLIN should be grey (Offeror-Fill-In) for each ordering period. The offerors can submit a firm fixed price which reflects the costs associated with becoming/acquiring an additional approved source for specific limited source parts, if your company desires the ability to go another vendor. If there are concerns about the possibility of underestimating this price, that risk should be taken into consideration and built into your overall price during any of the applicable ordering periods. The Sections L&M, and the Pricing Matrix have been updated to remove this CLIN from the TEP calculation, in order to keep it as a level playing field for all offerors as its an optional CLIN. |
| 11 | Should this CLIN (X057) be green / yellow since FAI cost would be determined by the supplemental kit and when the FAI is requested? | Yes, this CLIN should be yellow (Government Fill-In) as the TEP calculation for this CLIN is calculated based on the government generated notional hours being applied to the offeror's proposed labor rates. The proposed labor rates may be used by the offeror for providing future proposals at the government's requrest in relation to CLINS X056 (Supplemental Kits) and X057 (Supplemental Kits-First Article), if there is a need for a supplemental kit at a later date. The Pricing Matrix has been updated to identify that the labor rates proposed for CLIN X056 are also applicable to CLIN X057, and will be used for potential proposals after contract award. |
