About this file
This document is a Pre-Bid Request for Information (RFI) Response memorandum for a federal construction project at Tinker Air Force Base.
The project involves replacing two existing industrial waste lift stations (6N and 6S) with a single combined lift station at building B62501, project number WWYK240176. Key project requirements include: combining two existing lift stations into one; demolishing existing pumps, piping, and associated equipment following Unified Facilities Criteria (UFC 3-240-01) with thorough flushing and approved disposal; maintaining at least one operational lift station throughout construction using existing IWLS 6N pumps; and developing a detailed phasing and sequencing plan to ensure continuous operation. The contractor must verify existing field conditions, including conducting sub-surface exploration to detect groundwater levels and obtain soil bearing capacity data for foundation design. Government responses clarify that the inflow comprises an 8-inch polypropylene gravity pipe entering lift station 6N and branching to 6S via a gate valve, with two 6-inch force mains discharging northward toward the treatment plant. The wet well is classified as Class I, Division 1 hazardous location, requiring explosion-proof rated sump pumps and all associated electrical components. Control systems shall be local packaged units at the lift station site managing pump operation by effluent levels, with the existing Monaco System remaining for monitoring purposes only. Electrical service capacity validation, hazardous waste cleanup beyond government pre-cleaning efforts, and all investigation costs must be included in the base bid. Design plans require submission to Oklahoma City Utilities Water Trust and permit approval from Oklahoma Department of Environmental Quality. The government will handle preliminary tank emptying; the contractor assumes responsibility for residual waste, rainwater, or groundwater infiltration. Concrete construction is specified at 4000 psi with corrosion-resistant coatings per UFC standards. An amendment addressing driveway and sidewalk requirements (20-foot wide drive protruding 25 feet into fence area) and manhole collar specifications (12-18 inch diameter, 8-inch thickness, 3000 PSI concrete) is forthcoming.

SUBJECT: Pre-Bid RFI Responses Project: WWYK240176, Replace Industrial Waste Lift Stations 6N and 6S, B62501
Reference: Memo, 10 March 2026, Pre-Bid RFIs, WWYK240176, Replace Industrial Waste Lift
Stations 6N and 6S, B62501
(1) This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals
(1) Is the intent of the project to combine the two existing lift stations into a single lift station?
Government Re n roject.
(2) Is there a flow diagram of how the existing lift stations are piped with isolation valves and bypass piped?
Government Response: Yes, please refer to As-Built files: 1994_IndWaste and 1993_IndWaste (Year 1993).
(3) It appears that there might be two flows from B2122 Paint Hanger. Please confirm that there are only two total inlet flows into the existing lift stations.
Government Response: As-Built file 1994_IndWaste (June 1993) shows one 8” PP ‘Gravity Flow’ pipe with downstream flow into 6N branching into 6S. Before each LS, there is an 8” Gate Valve with associated Valve Box (for access). This As-Built supersedes As-Built file 1993_IndWaste (Line H from Bldg 2122) showing an 8” VCP Gravity pipe with downstream flow into 6S branching into 6N. The 8” VCP pipe has been abandoned and replaced by the 8” PP pipe. As-Built file 1994_IndWaste shows the 8” VCP ‘flushed and capped’ only and not removed. Please refer to sheet 9/11 details 2/C7-P.1 and sheet 10/11 details 10/C6-P.1.
(4) Are As-Built documents available for the existing lift stations’ flow lines and pipe routing?
Government Response: Yes, please refer to As-Builts files 1994_IndWaste referenced in #3 and 1993_IndWaste file (sheets C-1/View-A and M-2/ View-A).
(5) Are As-Builts available for B2119 electrical and emergency generator systems?
Government Response: Accurate electrical as-built drawings are not available for this specified system. Bidders are reminded that it is their responsibility to verify all existing field conditions.
As stated in the contract documents, the Contractor must perform all necessary investigations and testing on the existing electrical and emergency power systems to ensure they can support the new operational loads. The known point of connection is detailed in the design narrative. All costs for this verification must be included in the bid price.
(6) Is the piping type for existing inlet and force main?
Government Response: Inflows: at Invert EL 1280.3 with Strainer Basket for both the 8” PP and 8” VCP ‘Gravity Flow’ pipes going into 6S & 6N. There are 2 force mains: 6” FM coming out of 6N and 6”FM coming out of 6S. All FM are flowing north towards the Treatment Plant.
All other FM are apparently abandoned. As-Builts do not indicate the FM’s material type.
(7) Are there any special cleaning requirements for removal of pumps, piping, manholes, etc.?
Government Response : Under Unified Facilities Criteria (UFC 3-240-01), code requires all pumps and piping to be removed along with associated fittings, valves…etc. Prior to removal, components must be isolated (de-energized with LOTO), drained, and thoroughly flushed with approved cleaners before proper disposal to prevent environmental contamination. Flush all cleaning liquids back into the system (sewer/MH) with care not to discharge onto the ground.
Any spillage into the ground must be cleaned immediately by removing the grass and all soaked soil and reinstated in kind. See SOW 2.8 for more information.
(8) Will the Contractor be required to control and monitor the existing lift stations during construction?
Government Response: Dependent upon means and methods, If the contractor intends to demo or make inoperable a portion of the lift station or interfere with the current operational state of the lift station, then the onus will be on the contractor. If bypass pumping is required, the monitor and control of the bypass pumping will be the responsibility of the contractor.
(9) There are currently two antennas on the existing lift stations. Do the antennas serve the lift station, and will they be required to remain?
Government Response: Both antennas were installed to support the Lift station. One is a monitor that communicated to the IWTP for alarms and has failed. The second is a Monaco alarm panel for the LS level alarms, which communicates with emergency service dispatch center. The inoperable radio frequency reporting system shall be demolished. The Monaco system is to remain in place during construction, disconnected from the existing pumps and connected to the new pump system upon system switch-over. Level alarms must be reconnected. The government reserves the right to retain antenna’s, controllers, and any controller accessories deemed necessary. The government requires that Fire Alarm/Controls shop supervisor and Plant Maintenance Supervisor to be contacted once the lift station is taken out of service, and the shops will respond to remove and retain necessary equipment.
Communication connection, points and frontend updates to the Honeywell EBI is NOT required.
(10) Is there any work scope on existing wooden poles with cameras?
Government Response: The intent of the design is that the existing wooden poles, cameras, and lights are not part of this project and are to remain undisturbed. If a conflict arises during design or construction that necessitates their relocation, this scope will be handled as a change order. The Contractor will then be responsible for coordinating the relocation and ensuring the items are fully operational. Bidders should not include costs for this potential work in their base bid.
(11) Paragraph 3.5: Are electrical utility records available for the existing pumping system?
Government Response: Electrical records for the existing pumping system are not available.
The Contractor shall be responsible for determining the actual operating requirements through their own field metering and investigation. Include all costs for this investigation in the bid. Coordinate with the project point of contact for site access.
(12) Paragraph 5.7.3: Indicates that a VFD with integral bypass is required. How will VFD be controlled or is VFD for system balancing? Is a VFD required for each pump?
Government Response: VFD nomenclature should be changed to Soft Start Drive and therefore does not have a control point.
(13) Paragraph 5.7.4: Will control wiring be required to be routed back to B2136?
Government Response: No, individual control wiring for pump operation (e.g., start/stop, fault) is not required to be routed back to Building 2136.
The design intent is as follows: (1) Local Control: All pumps will be operated by a local, packaged control system located at the lift station site. This system will manage pump operation based on effluent levels and includes the soft start drives. (2) Remote Communication: The existing Monaco System shall remain for monitoring purposes.
Disconnection from existing pumps and connecting to the new pump system shall be required.
(14) Paragraph 5.7.4: Where in B2136 is the existing control panel located or is a new Honeywell
EBI Panel required?.
Government Response: Existing panel is located in B2136, first floor ‘Lobby’, designated B2136_CPU1. See Response to items (9) & (13), above.
(15) Paragraph 6.1: Requirements indicate to use both Stainless-Steel Panel and Factory Enamel Finish. Please clarify which is required.
Government Response: Provide stainless steel panels with an approved factory-applied enamel finish. This is based on the requirements of the lift station environment.
The project requires panels that meet the following criteria: (1) Base Material: Stainless steel 316 is required for its inherent properties, including a hygienic, non-porous surface and material strength. (2) Protective Finish: A factory-applied enamel finish is required for added durability, chemical resistance, and specified color. (3) Environmental Rating: The complete panel assembly (stainless steel base with enamel finish) must be suitable for Class I, Division 1, Group C and D locations and meet or exceed NEMA 4X standards for corrosion and chemical resistance.
(16) How wide of a drive and how far into the fence is required?
Government Response: ADMENDMENT FORTHCOMING. Since there is a double fence gate, construct a 20ft wide concrete drive to protrude 25ft into the fence area for maintenance vehicle parking. Place 4ft minimum concrete sidewalk around the proposed IWLS, VV and Control Panels (can be staged at the end of LS construction). Concrete Driveway and sidewalk per UFC 3-250-04 (Standard Practice for Concrete Pavement Construction) and Construction Specification: UFGS 32 16 19 (Concrete Curbs, Gutters and Sidewalks). Once the IWLS construction is complete, remove the grass/sod and replace with aggregate as per sec 2.4.3 Aggregates (maximum size of ¾” washed aggregates) and in compliance with ASTM C33/C33M. Aggregates must be placed along the entire fenced area and be 1 inch below the top of the proposed concrete sidewalk and IWLS and any other drainage structure within the fenced area.
(17) Will a concrete “collar” be required around the manhole and valve boxes?
Government Response: Yes. Place a minimum of 12” to maximum of 18” diameter collar with 8” thickness 3000PSI concrete reinforced with #4 rebars. Collars to be flush with the top of existing ground.
(18) Manhole detail indicates a Debris Basket for 2” Spheres. Are there special expectations for how the Debris Basket would be retrieved from the manhole?
Government Response: A rail system is called out in the leader note on Detail A, Sheet P-501.
(19) Flow meters on the inlet could be rather deep. Will a permanent ladder be required for access?
Government Response: Flow meters are only called out on the two outlet pipes. If required, provide OSHA approved access for safe travel to/from meters to grade level. Refer to detail B sheet P-501. DOR to design Flow Meter Vault as required for meters and safe access.
(20) Sheet P-601 Item #4 indicates a Hydrostatic Pressure Level Sensor for pump operations. Are there any additional sump level controls or monitoring required?
Government Response: Pumps are to be energized/de-energized by a level control system compatible with pumps and effluent.
(21) Sheet P-601 doesn’t indicate that flow meter for outlet of the lift station. Is a single flow meter required for the lift station discharge?
Government Response: Flow meters, two (2), count are described by Note 5 on Sheet P-601.
No substitutions allowed.
(22) Is this project tax exempt? If so, will the government provide a tax-exempt form to the awarded contractor so that they may provide it to their subcontractors?
Government Response: This project is not tax-exempt.
(23) Is there any hazardous waste abatement required with this project?
Government Response: Government has indicated that Asbestos or lead based paint items are not found. However, the project is for the repair and replacement of an Industrial Waste Lift Station. These lift stations service hangars that strip paint from aircraft. Sow 2.8 gives details regarding cleanup of additional hazardous waste found in the soil or pipes.
(24) SOW notes, “During the demolition of the industrial waste station, it is presumed that asbestos-containing materials (ACM) and/or lead-based paint (LBP) will not be present.” In the Design Narrative, it is noted to presume they will be present. Need clarification on which one.
Government Response: An Environmental survey indicated that there was no ACM or LBP.
(25) Design Narrative notes DOR to confirm 100 gpm, 10 HP pumps. Can existing flows be provided for the existing pump stations? Either into or out of each lift station?
Government Response: Below information from the Using Agency:
B2122: Peak flow rate of ~280 GPM DOR to determine final pump size to meet a minimum of 2 ft/s velocity. Refer to sheet P-101, General Note 4.
(26) Can routing and elevations of existing force mains to the IWTP be provided? Including discharge elevations and any discharge head to overcome at the IWTP.
Government Response: Inflows: existing 8” PP ‘Gravity Flow’ pipe going into 6N with invert EL
1280.3 with Strainer Basket. Top EL of 6 is 1294.33. please refer to As-Built file 1993_IndWaste (Year 1993). Refer to sheets C-1/View-A and M-2/ View-A. Also, refer to the following: As-Built file 1995_IndWaste- sheet C1.218, C1.208, C1.214 and file 1994_IndWaste – sheet C-7.
(27) Can the chemical make-up of the industrial waste be provided to ensure compatibility with pump, valve, force main, etc. materials?
Government Response: From the Using Agency (See attachments for data sheets):
Using a KC-135 full strip as a baseline, the dilution for any of B&B 9095, PS-3010, Cee-Bee E3000M, and Hybrid Strip can be approximated by the following:
Gallons Percentage of Total
Chemical 185 1.68%
Rinsing Water 10,800* 98.32%
Note: 10,800 gallons of rinsing water is estimated based on 12 personnel spraying water at 10 gallons per minute for 90 minutes.
Trace amounts of Crest Stripper 18 (Phenol) may also be used for specific paint removal applications.
Gallons Percentage of Total
Crest Stripper 18 3 0.498%
Rinsing Water 600* 99.502%
Note: 600 gallons of rinsing water is estimated based on 2 personnel spraying water at 10 gallons per minute for 30 minutes.
The dilution for Crest Stripper 18 will be approximately 1 part chemical to 200 parts water.
See attachments Prebid 1-6.
(28) Is information available for anticipated average and high-level groundwater depths in the area? If groundwater levels encountered during construction differ from any provided information or assumptions used during design, please clarify whether resulting impacts to foundation design would be addressed by the Contractor or via contract modification.
Government Response: Boring conducted last October 2025 along RWY 18/36 to a depth of 20ft did not reveal any ground water present which is in close proximity to the lift stations.
Contractor should verify by conducting a Sub-Surface exploration to bore thru the area for a depth equivalent to the depth of the proposed IWLS.
(29) The SOW requires that at least one industrial waste lift station remain operational throughout construction. Please confirm whether temporary bypass pumping is anticipated/required or if all sequencing is expected to occur within existing infrastructure.
Government Response: Sequencing described in para. 2.3 does not require bypass pumping but intends on using IWLS 6N pumps. Contractor means and methods does not preclude temporary bypass pumping if deemed necessary.
(30) The SOW requires validation of the existing electrical service capacity for the new lift station pumps. If the existing service or feeders are determined to be inadequate, please clarify whether electrical upgrades would be considered within the project scope or addressed via contract modification.
Government Response: Per the contract documents and as stated in the response to RFI #5, the Contractor is responsible for performing all field investigations, including testing of the existing electrical service and feeders, to validate their capacity for the new lift station pumps. All costs for this investigation and validation must be included in the base bid.
If the Contractor's investigation definitively demonstrates that the existing service or feeders are inadequate, the required upgrades will be considered unforeseen work. In this event, the Contractor shall immediately notify the Government in writing with supporting documentation. Any required upgrades will be addressed via a contract modification (change order). Bidders should not include contingency costs for potential electrical system upgrades in their base bid price.
(31) Will the Government be responsible for emptying the existing tanks of residual waste treatment water?
Government Response: The government will manually operate the pumps to pump down the wet well as low as practical and/or install a sump pump to remove as much waste as practical.
Any residual beyond that will be attempted to be pumped by governments contracted Vactor truck. Once the Vactor truck step is completed, any residual, rainwater, or ground water infiltration will be the responsibility of the contractor.
(32) The existing electrical panels and pole will need to be relocated prior to any digging taking place. Is this possible?
Government Response: The existing electrical panels and pole must remain fully operational throughout the construction period until the new lift station is commissioned and ready for final cutover.
Relocating these electrical components prior to all excavation may not be possible if it interrupts service to the existing station.
The Contractor/DOR is responsible for developing and submitting a detailed phasing, sequencing, and cutover plan for approval. This plan must clearly show the "means and methods" the Contractor will use to perform all work, including any required relocations and excavations, while ensuring continuous, uninterrupted operation of the existing lift station.
(33) Due to the size of the excavation needed, the exterior fence offsets will need to be removed.
Is it possible to have the site completely accessible from off the base? This would allow for an area to store the excavated dirt and easier access for trucks, cranes, and offloading of equipment.
Government Response: Temporary fencing to the exterior will be allowed. Government requests that for the duration of the project, while 6N is in use contractor is to provide temporary fencing around it with a lockable gate while demo or new work is ongoing with 6S.
Follow UFC code 4-022-03. When the project transitions to demolition on 6N and 6S is in working order; to relocate the temporary fencing around 6S. Permanent fencing must be reinstalled in original location when the project is complete.
(34) Will the design plans need to be submitted to Oklahoma City Utilities Water Trust (OCWUT) for review?.
Government Response: Yes, design plans need to be submitted to Oklahoma City Utilities Water Trust (OCWUT) for review.
(35) Will a permit from OKDEQ be required for the new lift-station?
Government Response: Yes, a permit from OKDEQ be required for the new lift-station
(36) Buoyancy requirements:
a. Is the government expecting a specific type of anti-floatation system for the foundation?
Government Response: Under Unified Facilities Criteria (UFC) 3-220-01 which require anti-floatation systems for foundations, in areas with high groundwater tables to prevent upward movement (buoyancy) of underground structures. Nevertheless, as indicated in # 28, there was no evidence of high ground water levels. To reiterate this critical step, contractor is required to conduct his own investigation of sub-surface exploration not only to detect ground water levels but to obtain the soil bearing capacity needed for the proposed IWLS which we believe is mandatory for the design of the structure and foundation.
(37) Is there a schedule identifying the requirements for the wet well pumps shown on Sheet P-
501?.
Government Response: No. Refer to RFI 25 & 27 responses.
(38) Can additional descriptions or specifications be provided for the Concrete Vaults? (Waste Lift
Station, IW Valve Vault, Flow Meter, and Controllers Vault) Government Response: As-Built can be utilized at the sole responsibility of the Contractor to have an ‘distant’ example of the proposed design of the new IWLS. It is premature to give a specific configuration of the proposed IWLS structure with the absence of the aforementioned Sub-Surface exploration to aid in the foundation design and the reinforced concrete structure (refer to #36). Wet Well and Valve Vault configurations are shown from a previous project that Civil Engineering would like to standardize but has not formally defined in the Tinker AFB Standards.
(39) Are the sump pumps required to be explosion-proof rated?
Government Response: Yes. The sump pumps are required to be rated for the hazardous location in which they are installed.
The sump pump wet well is classified as a Class I, Division 1 environment. Therefore, the entire pump assembly, including the motor and all associated electrical components located within the wet well, must be suitable for this classification.
The Contractor is responsible for ensuring the furnished pumps and all related components meet the requirements for this classified area as detailed in the contract documents.
(40) Are the control panels required to be explosion-proof rated?
Government Response: The requirement for an explosion-proof rating depends on the final installation location of the control panel. (1) If the panel is located inside a classified hazardous area boundary, it must be explosion-proof rated for that specific environment. (2) If the panel is located outside all classified hazardous area boundaries, a standard NEMA 4X enclosure is acceptable.
The Contractor is responsible for installing the panel in a non-hazardous location. If the DOR chosen location or construction sequence necessitates placing the panel within a hazardous area, they shall be responsible for providing the required explosion-proof rated enclosure at no additional cost to the Government.
(41) Are the sensors located within the vaults (such as flow sensors) required to be explosion-proof rated?
Government Response: Yes. All electrical components, including but not limited to sensors (flow, level, etc.), junction boxes, and wiring, that are installed within the sump pump wet well must be rated for the hazardous environment. The wet well is classified as a Class I, Division 1 hazardous location. Therefore, all electrical systems within this area must be either: (1) Explosion-proof in accordance with the area classification, or (2) Intrinsically safe, with the associated intrinsic safety barriers located outside the classified area.
The Contractor is responsible for ensuring all equipment and installation methods within the wet well comply with this classification.
(42) Are the 480V panels required to be explosion-proof rated?
Government Response: The requirement for an explosion-proof rating depends on the Contractor's final installation location for the panel. The Contractor's attention is directed to the Hazardous Area Classification drawings included in the contract documents. (1) If the panel is installed inside a classified hazardous area boundary, it must be explosion-proof and rated for that specific environment. (2) If the panel is installed outside all classified hazardous area boundaries, a standard NEMA 4X enclosure is acceptable.
The design provides a viable location for the panel outside of the classified hazardous area.
The base bid shall assume the panel will be installed in this non-hazardous location. If the Contractor's means, methods, or construction sequence necessitates placing the panel within a hazardous area, the Contractor shall be responsible for providing the required explosion-proof rated enclosure at no additional cost to the Govt.
(43) Is the Lan Drop connection existing and in good order?
Government Response: It is the Contractor's responsibility to provide a complete and functional data communication link from the new control panel to the Honeywell EBI DDC system via the COINe, as specified in the contract documents. Bidders shall include in their proposal all costs required to establish this connection, including the potential installation of new conduit and cabling from the lift station to the nearest network access point.
(44) Sheet P-601 Note #4 (under Pump Control) references SCADA. Is integration with the SCADA system included as part of this project scope?
Government Response: Any SCADA or DDC components shall be tied into the base side COINe and Honeywell EBI DDC system located in B2136. New graphics shall be provided for all new pumps and flow meters.
(45) For the Valve Vault, Wet Well, and Flow Meter Vault, what material are the tanks required to be constructed from (Steel, Concrete, or Fiberglass)? Please provide the required material specifications and wall thickness/schedule.
Government Response: All surfaces coming into contact with sewage must be protected by an approved sewage-resistant coating (e.g., PVC epoxy primer, chloric rubber paint) per UFC 3- 240-01. Reinforced concrete structures are recommended here with Corrosion-resistant concrete per UFC 1-200-01 and UFC 3-301-01. Concrete strength at 4000 psi at 28 days per ASTM C-478. Please refer to #36+#38 for wall thickness.

(46) P-101 #6: Does this require troubleshooting? (Touchscreen & control panel) Government Response: Coordinate with Honeywell for graphics updates and points required.
Local control panel is not required except as described for the RTU on sheet P-601.
(47) Can the drain lines from the Valve Vault and Flow Meter Vault be tied together and routed to the wet well, provided the piping is sized appropriately?
Government Response: To be determined by DOR.
(48) What are the existing pipe sizes for the connections to the water discharge and carwash waste systems?
Government Response: Please refer to the As-Builts referenced in previous points.
(49) Sheet P-501 indicates ductile piping inside the vaults and HDPE piping outside the vaults. Is this piping material transition required for all vault installations shown on the plans?
Government Response: Yes, piping material transition required for all vault installations
(50) Do the drain lines off the Flow Meter Vault & Valve Vault headed to the Wet Well need to have some means of back flow prevention? In case the power goes down or power outage.
Otherwise, industrial waste will make its way back to the valves and flow meters.
Government Response: No, backup power is provided via an emergency generator.
(51) Will the existing system need to remain operational during construction? Please note that the installation of the new equipment will require a significant excavation area.
Government Response: Yes. Refer to SOW para. 2.3 Sequencing and response to RFI 29.
(52) Are there any as-built drawings available showing the location of existing piping, wiring, or other underground utilities in the project area?
Government Response: Refer to response of RFI 26.
(53) Please see the attached drawing with notes.
Government Response:
The drawing shown below is not the latest As-Built. File: As-Built_1994 (see screen shot below) has the correct as-built showing the 8”PP Gravity in lieu of the old 8” VCP pipe (Line H) shown below. I summarized the As-Built into a Google Earth, attached, also below.
(54) If the proposed bypass is intended to take 6S out of service and pump into 6N, we will need to verify whether the 8” line flow can be diverted to 6N. It appears there may be a branch line connecting to 6N, but confirmation is needed.
Government Response: Please refer to point #3. In brief, the 8” PP Gravity line coming into 6N but is branching via Y to 6S with a gate valve + valve box. Contractor needs to shut down the service to 6S via the valve and then perform the steps outlined in point #7.
(55) Additionally, please verify whether there are any manholes located near the work area that could be used to pump the bypass into if required.
Government Response: Contractor to field verify. Please follow the requirements as mentioned in point #7.
