About this file
This is a Special Provisions specification for contractors working on Tinker Air Force Base (TAFB), establishing mandatory requirements for construction and operational activities on the installation.
The specification establishes contractor responsibilities for site management, airfield operations, and traffic control. Contractors must provide and maintain sufficient pumps to remove rainwater from excavated areas and follow designated haul routes specified by the Contracting Officer or project drawings. All contractor activities on the airfield require pre-coordination with the Contracting Officer and the Chief of Airfield Management (CAM) prior to commencing work. Contractor personnel operating equipment or vehicles within the aircraft movement area or on aircraft-parking ramps must complete flight line driver training and possess portable radios capable of communicating with Tinker Ground Control for projects exceeding seven days; however, the CAM may authorize short-duration exemptions with airfield orientation briefings. Construction equipment height is limited to 12 feet above surface, and no equipment or personnel are permitted on the aircraft movement area or within 200 feet of runways without Tinker Control Tower permission. All runways, taxiways, and aprons must remain open unless otherwise directed. Contractors must coordinate with the Contracting Officer to obtain required airfield authorization passes, and taxiing or towed aircraft retain right-of-way at all times. Traffic control for automobile movement areas must comply with the Manual on Uniform Traffic Control Devices standards, including barricades with flashing lights, warning devices, construction signs, and flagmen, with all associated costs borne by the contractor. Road closure restrictions limit one lane blockage on two-lane roads and require maintaining at least two open lanes on four-lane roads (three during rush hours). All waste materials removed become contractor property and must be disposed of off-base at the contractor's designated site. Winter recess between December 1 and March 1 may be negotiated as a no-cost modification extending the delivery order completion date.
