About this file

This is a specification section for Operation and Maintenance Data requirements for the Tinker Air Force Base project, issued in January 2022. The section establishes comprehensive documentation and training requirements that contractors must submit for equipment, products, and systems installed during the project.

Contractors must submit Operation and Maintenance (O&M) Data packages, O&M Database, Training Plan, Training Content, Training Outline, Training Video Recording, and Validation of Training Completion. All submittals require Government approval. O&M data must be fully legible, consistent with manufacturer documentation, and organized by system, equipment, component, and subassembly levels with an index for each submittal. Data packages must be assembled into electronic Operation and Maintenance Manuals in PDF format on optical disc (CD/DVD) with bookmarked content organized using CSI Masterformat numbering. Five standardized data package types are specified (Packages 1-5), each containing different combinations of required information such as safety precautions, operating instructions, preventive maintenance procedures, troubleshooting guides, wiring diagrams, spare parts lists, warranty information, and contractor contact information. HVAC control systems require additional detailed documentation including as-built sequences, points lists, software programs, and sensor markings on drawings.

The execution section mandates comprehensive training for building maintenance personnel and occupants prior to facility acceptance, with training content based on manufacturer recommendations and O&M data covering 95 percent of instruction time. Contractors must submit a written training plan at least 30 days before final inspection, provide training outlines 14 days prior to training, record training sessions on DVD with two copies to the Contracting Officer, and submit signed class rosters and validation letters documenting training completion. Unresolved attendee questions must be answered in writing and incorporated into training video modifications.
