On the schedule of material submittals it states the following should be awarded by contract award date:

Material Safety Data Sheet
Affirmative Procurement Documentation
Material Specification Sheets and Material Safety Data Sheets.
What section do these need to go in? Are they considered in the page limitations? It does not specify them in Section L.
Do we need to turn in all possible MSDS sheets on materials that would be used throughout the life of the contract?

Will drawings and as builts be added to each delivery order as needed since it is not on the bid schedule. It is listed in section 00 70 00 para 1.3.15
Drawings and as builts are not applicable to the protective coating acquisition. While Sections 00 70 00, 00 71 00 and 00 72 00 of the SOW are required to be included on all construction acquisitions, not all requirements are applicable to the protective coating acquisition.

Also, it says that it is to be mailed in section 2.7. Will we be able to hand carry it to the visitor center on the response day?
See Paragraph 2.3.3 (Table 2.3) for number of copies

Looking at the Protective coating solicitation I was wondering if an 8(a) for Chicago Il can bid? I do not see anywhere in the solicitation or amendments that addresses this.
This requirement is an Oklahoma region 8(a) set aside. An option for out of state and out of region entities that do not meet the requirements could be joint venture, mentorship, or performing as a subcontractor, to name a few

The bid schedules indicate the prices should include Labor and Material unless noted otherwise. Is it the governments intention, the unit price should also include the Equipment costs such as man lifts, air compressors, air dryers, dehumidification, generators, paint pumps, etc. associated with performing that type of work? For instance, during the job walk, it was discussed that one of the projects would involve abrasive blasting and painting of an elevated water tower. What provisions are there for inclusion of the other costs such as scaffolding, containment, equipment, etc. to perform a task order such as this and others when the hourly rate for abrasive blasting and painting are significantly different that abrasive blasting and painting
The unit price shall include all labor, materials and equipment for normal every day painting. If specialized equipment is needed for an individual delivery order, then the equipment shall be negotiated for the individual delivery order.

On the bid schedule the quantities could influence your unit price. For instance if you are texturing a 5,954 sq ft area your unit price would be lower than texturing a 20 sq ft area. But to take that unit price to texture a patch of 6 sq ft would not be realistic. This could be for numerous items, like texturing exterior, painting fences, walls, etc for the low sq ft price given you would not be charging enough for only a small portion. The set up time, driving time, buying materials (you will not be able to buy $2 worth of paint) etc would be the same for a small patch or painting a short area of fence as painting a large area, where you can lower your unit price. How do we justify small patches of work vs a large portion of work for the same unit price.
"Unit price for texturing $0.XX 5954=XXXX For a patch $0.XXx6 sq ft= $XXX is very unrealistic.
Float walls 10421 sq ft x .XX= $XXXX Float a patch $.XXx 6 sq ft= XXX Paint plaster for 14,847 sq ft x .XX=$XXX Paint patch 6 sq ft x .XX= $XXXX, also unrealistic.
So to tape and bedd and finish and paint a patch you would get $XXXX. Which is not reasonable. "
Maybe a patch should be all inclusive, like remove patch, install new gypsum board, tape, bedd, texture and paint to match. So we could price you for a true patch job.
Please do not post the pricing example to the Internet. Please remove the numbers before posting to FBO.
