| Does the surety need to provide a bid bond with the contractor's proposal? Do we need to submit any sort of surety 'qualification' letter with the proposal for our contractor? |
The government will need a bid bond for the seed project that will be awarded with the IDIQ and a letter stating their bonding capacity for the base years (Years 1 and 2)

| I am still unclear on question #19. Do we need to include a subcontractor with the certification on our teaming list as a precaution if we are currently not certified, (if so we would need to get their pricing, past performance documents) and state that if we are successful we will obtain necessary certification. |
We can apply for the certification after if awarded the IDIQ?
We do not have to have it for proposal? Just a statement that subcontractor will be used prior to getting certified
Tinker AFB is following the Unified Facilities Guide Specifications for this acquisition. SSPC QP 1 certification is a requirement under UFGS 09 90 00 Paints and Coatings, paragraph 1.3.2. Section L& M require the offeror to address the qualification and certification for SSPC QP1 IAW Section 09900, paragraph 1.3 of the SOW (Section L) and their ability to successfully meet the SSPC QP1 qualification and certification (Section M) . This can include a plan to team/partner with another contractor who is SSPC QP1 certified; a statement that the process to become SSPC QP1 certified has began (that your company’s application has been submitted); or already be certified when proposal is submitted. The government will not waive this requirement, if the certification has not been acquired by the time of award, the awardee will be required to use a subcontractor on all work until they become certified. The government will expect the awardee to be able to immediately begin work utilizing either a certified subcontractor or a certification of their own. The government realizes that utilizing a subcontractor will be temporary and will not require their past performance to be submitted. The government reserves the right to choose not to exercise Option I if certification has not been obtained.

| To clarify on the SSPC QP1 qualification. |
There are two contractors in Oklahoma with this certification.
#1-Nelson Industrial Services, Inc, Oklahoma City. They do non skid landings on aircraft carriers for the Navy. They are not actual painters and they would not be interested in this as a subcontractor.
#2 Kimery Painting, Inc, Sapulpa OK. They are industrial painters. They said they would look at a job by job to even see if they would be interested in performing the work. Also informed me that they are not economical in prices and are not cheap for competitive bidding. We would not be able to include their prices as subs for competitiveness. Also they would not be performing work on every delivery order. So their certification would not come to play if they were not the subcontractor. Also it took their company between 7-9 months to obtain the certification.
*Bringing in out of state subcontractors with this certification would be expensive on every delivery order to maintain the qualification.
The SSPC QP 1 is a certification for complex industrial and marine structures including:
+ Bridges + Food and beverage facilities + Off-shore drilling + Power generation facilities + Petro/chemical plants + Storage tanks + Ships maintenance + Waste water treatment facilities (found on their website)
The SOW do not include these type of painting systems to be completed during the life of the contract. Could this certification be removed?
I think having this certification requirement throws the majority of contractors that attended the meeting out of the running to even propose on this contract, unless we can obtain our certification once the contract is awarded.

In regards to Questions/Answers #2 (16-68) 19 Feb 2013, RFI#38, can the number of pages for the technical be increased to 60? In an effort to include all the items listed in Attachment 4 –Instructions to Offerors, Section L our technical is currently at 56 pages. We have condensed the technical as much as possible while still including all requested information in the format required for submission. If we remove any more information, we fear we will not be responsive to the Government’s technical requirements.
The Government will allow 40 pages for the technical.
After reviewing the new bid schedule that came out last Friday 3-15-13. I noticed that on the bid schedule items line 0001 asks for the all subclin under this clin represent Exhibit A and line 0001AA asks for all exhibit line items included in A0001 thru A0007 is this not the same thing. Also line item 0001AB asks for pricing for the non-priced items and there is no real quantity, are we to price non-price items if so why are the titled non-priced items. do to the confusion can the bid date be changed until Monday 3-25-13 since the revised SOW just came out on the 15th that only give contractors 2 1/2 days to complete there bid on a new SOW and pricing schedule. Thanks.
Is Item # 1 the sum of 0001AA and 0001AB or since it says it is for informational CLIN only does it even get priced and is there a CLIN for the seed project the bid sheet doesn't have a total line
Under the solicitation, Line 0001 and Line 0001AA say the same thing and Line Item 0001 (and for all option years) does not need a price - it should read "NSP" on the solicitation.
Under the solicitation Line Item 0001AB, the description talks about the NPI Items in ELIN A0008 (and option years), the offeror should state "NPI" for the price on the solicitation.
