1.2 SUBMITTALS

Government approval is required for all submittals. The following, as applicable, shall be submitted in accordance with Section 01 33

00, SUBMITTAL PROCEDURES:

Contractor shall submit detailed plan to include how many types of internal combustion engine vehicles/equipment are to be used in occupied buildings and procedures indicating methods to keep airborne contaminant levels from exceeding Environmental

Protection (EPA), Occupational Safety and Health Administration

(OSHA), National Institute of Occupational Safety and Health

(NIOSH), and Air Force Occupational Safety and Health (AFOSH)

Standards and/or regulations.

Construction phasing plan should conform to UFC 3-260-1, Attachment 15. Refer to Section 00 71 00, Attachment 1 for additional information.

1.3 SAFETY

Contractor and/or any subcontractor shall not require any laborer or mechanic employed in performance of the contract nor cause any government military, civilian, or other Contractor personnel to be exposed to any unsanitary, health or safety hazard or condition.

These requirements include, but are not limited to, the following public laws and rules, regulations and standards promulgated by the

United States Air Force having jurisdiction on Tinker AFB.

Attachment 1 outlines special safety requirements during construction on the airfield. The Contractor shall be familiar with the following guidelines:

Title 29 Code of Federal Regulation, Parts 1910, "General

Industry Standards and Interpretations" and 1926, "Construction Safety and Health Standards" promulgated by the

United States Secretary of Labor.

U.S. Army Corps of Engineers Manual (EM) 385-1-1 "Safety and

Health Requirements Manual".

U.S. Air Force Instruction (AFI) 91-301 "Air Force

Occupational and Environmental Safety, Fire Protection, and

Health (AFOSH) Program".

The Contractor shall submit to the Contracting Officer, four copies of his Health and Safety Plan, detailing procedures defining the

Contractor's provisions for accident prevention, health protection, and other safety precautions for the work to be done. The Safety

Plan shall emphasize the protection of occupants residing near the work site from construction operations.

When required, the Contracting Officer will ensure the provisions of

TAFBI 48-104, Paragraph 12 are adhered to as it pertains to this contract.

Safety Meetings shall be conducted and documented as required by EM

385-1-1. Minutes showing contract title, signatures of attendees and a list of topics discussed shall be submitted to the contracting officer.

1.4 FOD AWARENESS AND PREVENTION

Contractor personnel who, in the performance of their assigned duties, work in or travel through areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers or components thereof are required by AFMCI 21-122 to receive subject training. This includes contractor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps and in aircraft hangars or maintenance areas.

The requirement for FOD awareness and prevention training is dependent on project location; as such, the requirement for this

TAFB SABER BRIDGE 10 Page 5 of 8 SECTION 00 71 00 training will be established in the case-by-case basis. The AFMC

FOD/DOP Prevention and Awareness training video can be obtained from

72ABW/CE through the construction inspector. The Contractor will be responsible to ensure that all personnel (including sub-contractors) view the video. Minutes showing the contract title and the signatures of the attendees shall be submitted to the contracting officer.

Special Safety Requirements During Airfield Construction

1. The Contractor shall provide the following to the Contracting

Officer.

a. Storage of contractor’s equipment and material storage locations.

b. Parking of contractor’s personnel vehicle parking area and access routes to work area.

c. Location of contractor’s offices and plants.

d. Designated waste and disposal areas

e. Construction-phasing plan

2. No construction on any part of the airfield may commence until the 72 nd ABW/CC has approved a temporary airfield waiver. The waiver request must be submitted to the Contracting Officer a minimum of 45 days prior to start of work. Additionally, all proposed temporary crane operations on Tinker AFB will be submitted with the Contracting Officer 45 days prior to planned use.

3. Basic responsibilities, airport procedures, haul routes, staging areas, and areas within the aircraft movement area requiring special attention must be briefed to all construction personnel by the Airfield Manager prior to start of work. Included are:

- Runway characteristics (lighting, signs, markings, etc) and mandatory approval from the control tower is required before entry/crossing

- Use of radios. Also, the use of radios/cellular phones to call Airfield Management Operations (AM Ops) for assistance if lost or disoriented

- Examples of hazardous and marginal conditions (i.e.

excavation, mounds/stockpiles, excessive surface lips, equipment, open trenches, encroachment to operational areas, etc)

- Airfield diagrams highlighting haul routes and work areas.

- Visual aids (markings, signs, lighting) for all construction vehicles operating on the airfield

- FOD prevention and tool control

- Restricted and controlled areas

- Entry access list requirements for personnel and maintaining airfield security

- Site maintenance and disposal of waste

- Daily cleanup

4. Contractor Vehicles on the Airfield: The Contractor must identify Contractor vehicles on the airfield for inclusion on an entry access list (EAL) and to obtain flight line passes.

Operation of vehicles on the airfield will only be by flight line

TAFB SABER BRIDGE 10 Page 7 of 8 SECTION 00 71 00 driver qualified personnel or escorted by such. Contractor vehicles shall have operating flashing yellow/amber rotating lights or four-way flashers and marked with Contractor markings.

Vehicles and/or personnel shall be radio-equipped for communications with the control tower or escorted by a radio equipped vehicle. Contractor vehicles shall operate only in areas and on haul routes authorized by the Airfield Manager.

5. Construction equipment shall not operate on or near runway ends without approval from the Airfield Manager due to possible penetration of the 50:1 approach-departure clearance surface.

6. Construction activities shall not be permitted within 200 feet of any runway edge without prior approval from the Airfield Manager.

Construction activities may be approved on a case-by-case basis with a temporary waiver, by the Installation Commander.

7. Normally, construction activity at taxiways and aprons shall have setback lines established to provide for minimum aircraft wingtip clearances. The Airfield Manager may permit activity closer than normal after approval from the Contracting Officer, if marking and lighting provisions are implemented, and it is determined the height of equipment and materials are safely below any part of the aircraft using the affected area.

8. All excavation and trenches must be adequately signed, lighted and marked properly.

9. Extensive stockpiled materials, as determined by the Contracting

Officer, will not be permitted within the construction activity areas.

10. No construction activity will be permitted in the vicinity of navigational aids or in critical areas associated with navigation aids. Coordination between Airfield Management, 72 nd

ABW/CECRP

Community Planner, Safety, and Communications will be required prior to work in these areas. Special attention will be necessary to stockpiling materials as well as to the movement and parking of equipment which may interfere with line-of-sight from the control tower or interfere with navigational aid signals.

11. Marking, barricading, and lighting of construction areas on the airfield will be in accordance with ETL 04-2; this can be obtained by accessing the website http://www.afcee.brooks.af.mil.

Contractor will have a person on call 24 hours a day for emergency maintenance of airport hazard lighting and barricades. The

Contractor shall supply the name and number to the Contracting

Officer.

12. When determined, an operational need to temporarily displace a runway threshold due to Contractor activities, the requirements for marking and lighting shall be in accordance with UFC 3-535-01

The Contractor will accomplish the necessary requirements for the temporary displaced runway threshold (i.e., lighting and marking) and returning the runway to normal length operations when the temporary displaced runway threshold is no longer necessary.

13. Construction Equipment on Airfield. Any equipment that is expected to penetrate any of the surfaces identified in UFC 3-260-

1, attachment 6, will require a temporary airfield waiver and/or submission of FAA Form 7460-1, submitted in accordance with paragraph 2 above. All equipment, structures, or apparatus used on the airfield will be briefed at pre-construction conference to the Contracting Officer. Any subsequent equipment, structures, or apparatus not briefed at the pre-construction conference must be submitted for approval to the Contracting Officer. No construction activities will be allowed to start on any part of the airfield until the 72ABW/CC Installation Commander has approved a temporary airfield waiver.

15. When working on or near any airfield pavement surface (runway, taxiway, parking area, and ramps), a working vacuum type street/parking lot sweeper shall be on site before any work on the project commences, and shall remain on site at all times that any work is being performed. This sweeper shall be used to keep clean all areas in and adjacent to the work areas and haul routes that are open to vehicular or aircraft traffic. The Airfield Manager will determine cleanliness of aircraft areas.

16. Flight-line Driving Requirements. All Contractor personnel who will drive any type of vehicle/equipment on the flight line shall attend flight line driver’s training and obtain flight line driver’s authorization as scheduled by the Contracting Officer.

Additionally, all Contractor personnel shall also attend a flight line safety briefing from the Airfield Manager prior to beginning work on the airfield. The requirements of this paragraph shall be included in airfield construction contracts.
