I was checking on the specs of this solicitation and apparently the 8(a) is not restricted to any region. Does that mean that any 8(a) in the US can submit a proposal?
This is a restricted 8a, to Oklahoma. Offers must have a bona fide place of business (determined by SBA) at the time the offeror submits the proposal.

With regards to section L of the solicitation and its requirements, I have a question regarding Table 2.3- Proposal Organization -Under Volume 1-Technical, it clearly states that the page limitation for the technical is 10 pages. Starting under paragraph 3.2.2- Volume -1 Organization, and continuing through paragraph 3.2.4, the requirements are clearly stated as
to the contents of the Technical Volume, including Subfactor One (para 3.2.3) and Subfactor Two (para 3.2.4). These requirements would undoubtedly extend past 10 pages.
-However, in table 2.3, under the requirement for the Title Page there is a reference to this page not being included in the 65 page limit.
My question is, in addressing these pieces of conflicting information, can my subfactors one and two exceed 10 pages as long as the entire technical volume stays within the "65 page limitation"? Of course I am keeping in mind the other page limitations for the other features of Volume 1.
An amendment will be posted to change the technical page limitation to 25. This should give Vendors adequate pages to submit any plans they may want to offer.

Site Visit
We will be proposing on the Tinker Painting IDIQ and would like to attend the site visit. I noticed there is a temporary date set for the site visit on Feb. 1st. If this date still stands what information will you need from contractors to get on base and attend the site visit?
The site visit for the IDIQ paint contract is set for 01 Feb 2013. The solicitation will be amended to add full information on time/location/procedures. Site visit will be at 0900 1 feb 13. Details are as follows:
A bus will be outside of Gott Gate/Truck Gate on the Navy side of the base at Air Depot and 59th Street. (I-240, exit Air Depot). There is very limited parking at the gate. Outside of the fence, on the north end of building 801, there is additional parking. Do not park on the grass or gravel at Gott Gate, your vehicle will be towed. All attending will need to have a Driver’s lisence and insurance verification and be able to pass a background check.
The bus will pick all attendees up outside of the gate at 0900, the bus will be there 15 minutes early. The bus will drive to the Seed project location, as well as through the base for a “window tour” of typical areas of work for this contract.
The bus will “drop off” all attendees back at Gott Gate/Truck Gate for lunch – around 1130. The bus will return to pick all attendees up for a question and answer session at 1330 and drop off at Building 3 (PZIOC-Contracting).
The bus will return for pick up at 1445 and return all to Gott Gate/Truck Gate.
Please limit attendees to 5 per Prime Contractor.

The next course for the c-3 for lead training is on 03/18/13-03/21/13 in Vallejo, CA. I have called environmental companies and they have never heard of this training. This is not an state mandated requirement.
An amendment to the SOW will be posted to change this requirement to the following: Section 02800, Paragraph 1.6.1.2 to the lead competent- person having completed approved training and certification by EPA and Oklahoma DEQ.

Contracting
Both firms are based out of another state but performed similar contracts throughout the nation. Typically we set up construction trailers for quick response on-site service. Will this fulfill the "reserved for Oklahoma only"
requirement?
This requirement is set aside for a local 8(a) firm. The office must be in place prior to contract award and remain throughout the lifetime of the contract. There must be a physical address of the office. Please see RFI #1

Do we have to have our certification for SSPC QP 1 before the award of the IDIQ. This certification takes up to eight weeks and is $5,400.00/year. It also states that all subcontractors must have this certification. We have never had to obtain this certification for any other projects. If we are unsuccessful in the IDIQ, we would not need it. Can this be a certification obtained after an award has been made? This certification is for complex steel metal structures.
Will change the SOW, Section 09900, Paragraph 1.3.1 to require a minimum a one employee certified during the life of the contract.

Paragraph 1.6.1.2 state that we must submit a person who has completed the Lead Paint Removal (C-3) course by SSPC. This is a 4 day, $1,195 course. There are no courses offered in Oklahoma. This person is required to be on the project at all times. Our owners have taken an EPA course in Lead Renovator Initial, which allows them to train our employees in-house. Can the requirements be altered?
