| According to the questions and answers regarding certification of SSPC QP1 I am a bit confused. One person does not get certified it is the company that gets certified. I think our questions are: 1) How do we get just one person certified and 2) Can certification be accomplished after the award of the contract, to eliminate a financial burden on all bidders? |
#1 The SOW will be changed back to requiring a contractor OR a subcontractor will be certified during the life of the contract.
#2 Part of the government’s technical evaluation is that successful contractors have the certifications listed IAW Section L and M.
#3 See SOW, Section 01000, paragraphs 3.4.1 and 3.4.4 stating “all the above publications, either incorporated by reference or attached, are considered as mandatory compliance requirements to this SOW.”
The amended SOW will be posted as an amendment on FBO and will include changes.

| Do we have to have our certification for SSPC QP1 before the award of the IDIQ? This certification takes up to eight weeks and is $5400/year. It also states that all sucontractors must have this certification. We have never had to obtain thes cerification for any other projects. If we are unsuccessful in the IDIQ, we would not need it. Can this be a ceritification obtained after an award has been made? This certification is for complex steel metal structures. Government response to this RFI was “will change SOW, section 09900, paragraph 1.3.1 to require a minimum of one employee certified during the life of the contract. The response implies that a signle individual with this certification can be hired or obtained but this is not the case or the definition of a SSPC QP1 certification – it is a company certification it is not held as an individuual person, and it must be renewed. Certification for a company is a non refundable $5400 fee + and required audit deposit, then it is a 90 day app process initially and then a 45 day corrective action process if any corrective actions are needed after the end of the initial 90 day process. ………. Having this requirement, which no Ok company that is qualified to bid on this project currently posses and literall, by definition, forces a proposed contracto to sub out work seems detrimental to the intent of the IDIQ RFP itself. It is our respectful request for fair and reasonable evaluations and lower costs to the government that the SSPC-QP1 requirement be removed formt he RFP and the contractors submitted proposal be the judgement of merit for the technical capabilities to, financial ability to perform work, previous work history, and capabilities to be site specific requirements. |
