BID NOTES
The purpose of this modofication is to incorporate the updated Statement of Work and Exhibit line item structure (ELIN) for the basic Protective Coating Solicitation and the seed project to be proposed with the basic Protective Coating proposal.
FIRST: Delete current Specifications for Protective Coating Maintenance dated 29 Jan 13 and replace with Specifications for Protective Coating Maintenance dated 25 Feb 13.
SECOND: Delete current ELIN structure for the basic and Options I, II, and III Protective Coating Maintenance solicitation and replace with attached bid schedules.
THIRD: Delete current Statement of Work for seed project labeled Paint Exterior of B-1086(WO 53790) and replace with attached Statement of Work dated 26 Feb 13.
FOURTH: Add bid schedule for seed project labeled Paint Exterior B-1086 as attached.
FIFTH: Delete current Section J and replace with the following showing changes made above. Changes will be shown in bold and underlined.

SIXTH: Incorporate the following changes in Section L, 3.2.4 Subfactor Two: Business Operations.
3.2.4. Subfactor Two: Business Operations
In order to be acceptable the offeror must provide in detail, an approach to provide plans for all quality, FOD, environmental, bioenvironmental, safety and health functions in accordance with the SOW and each delivery order. As a minimum, the proposal must describe the following:
a) Quality Control Plan. Offerors shall submit a preliminary Quality Control Plan (draft) or detailed paragraphs that shall address the offeror’s inspection processes and procedures relating to the requirements of the SOW and the individual Delivery Order. It should describe the best business practices utilized within the company to ensure quality end products IAW the SOW and individual Delivery Order. Identify all key positions and responsibilities for each. The Quality Control Plan or detailed paragraphs shall describe processes and procedures that will identify, correct and ensure non-recurrence of defective services. (IAW with the SOW, Section 01000, paragraph 3.7; Section 03200, Paragraph 1.5 and other applicable paragraphs).
b) Health and Safety Plan. Offerors shall submit a preliminary Health and Safety plan (draft) or detailed paragraphs proposed for this initiative to ensure the general safety and health and well-being of contractor and government personnel during the course of their work on Tinker AFB. It should describe how the offeror intends to ensure safety and health compliance. The plan or detailed paragraphs should address accident prevention, health protection for employees as well as occupants working near the work site, safety meetings and prevention of personnel exposure to unsanitary, health or safety hazard or conditions. (IAW with the SOW, Attachment 2, Section 00 71 00; Section 01000, Paragraph 1.5.7.2; Section 09900, Paragraph 1.7 and other applicable paragraphs).
SEVENTH: Incorporate the following changes in Section M, 2.2.2 Subfactor Two: Business Operations.
2.2.2. Subfactor 2: Business Operations
The Government will assess the Offeror’s proposed approach to Business Operations. Offerors are required to present all the information as stated in the Instruction to Offerors (ITO), Addendum to FAR 52.212-1. The subfactor minimum threshold is met when the Offeror’s proposal includes and thoroughly describes all of the following components:
c) Preliminary Quality Control Plan (draft) or detailed paragraphs that meet the requirements of the SOW, Section 01000, paragraph 3.7; Section 03200, paragraph 1.5 and other applicable paragraphs to include the following:
1) The offeror’s inspection processes and procedures relating to the requirements of the SOW and the individual Delivery Order. It should describe the best business practices utilized within the company to ensure quality end products IAW the SOW and individual Delivery Order; Identify all key positions and responsibilities for each;
2) A description of the processes and procedures that will identify, correct and ensure non-recurrence of defective services.
b) Preliminary Health and Safety Plans (draft) or detailed paragraphs proposed for this initiative to ensure the general safety and health and well-being of government and contractor personnel during the course of their work on Tinker AFB IAW with the SOW, Attachment 2, Section 00 71 00; Section 01000, Paragraph 1.5.7.2; Section 09900, Paragraph 1.7 and other applicable paragraphs to include the following:
1) accident prevention and health protection for employees as well as occupants working near the work site;
2) safety meetings;
3) prevention of personnel exposure to unsanitary, health, and safety hazard/conditions.
EIGHTH: All other terms and conditions remain the same.
