Department of Air Force

Air Force Installation and Mission Support Center (AFIMSC)

STREAMLINING PROCUREMENT FOR EFFECTIVE EXECUTION & DELIVERY (SPEED)

Commercial Solutions Opening (CSO)

Solicitation Number: FA800325SC001

Amendment 01: Dated 09/16/2025

1. Federal Agency Name. Department of the Air Force, Air Force Installation and Mission Support Center (AFIMSC)

Commercial Solutions Opening (CSO) Summary

Title Streamlining Procurement for Effective Execution and Delivery (SPEED) Type Open, Blanket CSO with Area of Interest (AoI) Calls Number FA800325SC001 CSO Open Period 01 September 2025 to 31 August 2030 CSO Review Period Annually

2. Schedule.

i. Open Period. The CSO Open Period will be from initiation until 31 August 2030. This is the period during which AFIMSC components may post AoI Calls. The CSO will be reviewed at least annually throughout the open period to ensure the purpose of the CSO is being upheld, however the Government may review more frequently as needed.

ii. Ordering Period. The Government may make AoI Call awards throughout the Ordering Period. Efforts awarded prior to 31 August 2030 may include performance that continues no longer than 12 months beyond the end of the Ordering Period. The CSO open period may be extended at any time during the duration of this CSO.

iii. The Period of Performance for individual awards will be addressed in each AoI Call and may vary depending on the complexity of the effort/requirement. The AoI Call is a document inviting companies to provide the Government with information, as applicable to the requirement. Each AoI Call will specify the terms and conditions of the commodity or service sought.

3. Background. The Air Force Installation and Mission Support Center (AFIMSC) is a vital engine for fostering innovation throughout the Air Force. It functions as a dynamic community, bringing together a diverse group of individuals from active duty, Air National Guard, Air Force Reserve, civilian service, and contractor roles. This broad mix of backgrounds and experiences is crucial for generating creative solutions the Air Force needs to meet evolving challenges. AFIMSC acts as a central connector, linking Airmen with the resources necessary to transform innovative ideas into reality. This includes securing funding for promising projects, forging connections with industry experts and companies who offer specialized knowledge and technologies, and providing expert guidance and mentorship to navigate the often-complex path of development and implementation.

A core element of AFIMSC's strategy is cultivating and facilitating agile engagements fostering collaboration with entities outside the traditional military structure. They embrace the principles of open innovation, understanding that valuable solutions can emerge from diverse sources. AFIMSC actively bridges the gap between the Air Force and the wider innovation ecosystem, engaging with established companies, startups, universities, research institutions, and even non-traditional contributors who may not have previously worked with the military. This "bottom-up" approach empowers Airmen at all levels to identify challenges and propose solutions, ensuring that innovation is driven from the ground up. AFIMSC’s mission is to deliver globally integrated installation and mission support to enhance warfighter readiness and lethality for America’s Air and Space Forces.

Solutions presented gain valuable visibility within the Air Force and other government entities, potentially informing future contract solicitations, grants, and agreements. Successful solutions may be selected for prototyping, testing, demonstration, and eventual deployment. Ultimately, AFIMSC contributes to the growth and development of the non-traditional military-business ecosystem, strengthening relationships between the Air Force and the private sector and driving the development of innovative solutions to critical Air Force challenges. In essence, AFIMSC is a driving force, helping the Air Force embrace innovation and adapt to a rapidly changing world.

This CSO will utilize a solicitation process authorized by DFARS Subpart 212.70. Under this CSO, the Air Force will competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO Air Force contracting officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.

4. Authority. This CSO is initiated under DFARS Subpart 212.70 Defense Commercial Solutions Opening. Use of this CSO is considered to be a competitive procedure for the purposes of 10 U.S.C. Chapter 221 and FAR 6.102. Contracting Officers and Agreements Officers shall treat items, technologies, and services acquired using this CSO as commercial items. Contracts or agreements under this authority shall be fixed-price, including fixed-price incentive fee contracts.

5. Purpose. The purpose of this CSO is to allow for competitive selection of innovative commercial items, technologies, and services to obtain solutions or new capabilities that fulfill requirements, close capability gaps, or provide potential technological advancements in meeting the AFIMSC’s Area of Interest Objectives.

6. Steps. The SPEED CSO AoI Call solicitation process may include a multi-Spiraled solicitation and evaluation approach that is dependent upon specific AoI Calls. The AoI Calls are focused topic(s)/categories that will be published separately via the GPE at www.sam.gov. The following spirals may be used:

Spiral 1 – Submission of solution video -OR- written solution brief Spiral 2 – Presentation/Pitch/Demo (if applicable), and Spiral 3 – Request for Commercial Solution Proposal (CSP) process. (if applicable)

7. Spiral 1 – Solution Video -OR- Written Solution Brief.

7.1.1 Solution Video. The government will evaluate solution videos against the criteria stated in this CSO. The government will not pay companies for the costs associated with solution video submissions; these costs will NOT be considered an allowable direct charge to any resultant contract or agreement. You may submit multiple videos covering multiple solutions. Do not submit a single video covering multiple solutions.

i. Solution video submissions shall conform with the following format requirements or will be deemed ineligible and returned for revision. Videos must be no longer than five (5) minutes (5:00) in length. Video submissions that exceed the length limitation of 5:00 minutes will not be assessed. Submitters will be notified that their video solution has exceeded the allowable length and must be revised and resubmitted. Exceeding the five-minute limit is the primary reason why video submissions are rejected.

ii. Minimum Video production requirements:

1. Resolution: HD 1920x1080.

2. Encoded for streaming as a .mp4 file under 1.0gb.

3. Color Space: Rec709 or sRGB.iii.

iii. Videos shall contain no restrictive markings limiting their use or distribution other than a valid copyright notice. Video submissions that contain restrictive markings other than those expressly permitted herein will not be assessed. Submitters will be notified that their video submission contains unauthorized restrictive markings and must be revised and resubmitted.

iv. Video Submission Content Requirements. There are four required elements that each video must address. The elements are:(1) Defining the Problem; (2) Accelerating the Mission; (3) Advancing the State of the Art; and (4) Business Model. Instructions for addressing the required video content requirements are as follows:

1. Defining the Problem. Begin your video pitch with a clear description of the problem(s)you solve for your customers (or prospective customers). Explain the problem thoroughly but leave time to address all video submission elements. Is this a common problem across the Government? Is it a universal problem across Government and commercial markets? Is it specific to a program, platform, or service, or does it have impacts across the DoD? Even if your existing use cases are at a smaller scale, focus on explaining the broader applicability and potential impact of your solution.

2. Accelerating the Mission. Each video must focus on one solution, though it may relate to multiple areas. (You may submit additional videos to present other solutions). Fully describe your solution and the technical scientific reasoning behind how it addresses the identified problem. Use relevant, properly cited data to strengthen your argument and establish credibility. Identify how your solution addresses the problem you’ve defined. If other technologies (such as hardware, software, licenses, or services) are required to use your solution, identify such dependencies and how technical risk and/or dependencies are managed. Identify how your solution aligns to the Open Area of Interest (AoI). If your solution is at a lower Technology Readiness Level (TRLs 1-5) and needs further development or test, explain your plan to mature the solution to better address the problem. If your solution is at a higher Technology Readiness Level (TRLs 6-9), provide a demonstration within your video of the product or case study of your service.

3. Advancing the State of the Art. Explain how adoption of your solution would impact the current state of technology/services used by the DoD. In what ways does your proposed solution introduce innovations (defined in DFARS 212.7001) that significantly enhance the DoD’s capabilities? If you are already providing your solution to DoD or other Federal Agencies, state that here and explain the impact it has had. Identify current customers using your solution including Government and commercial entities. Is your solution saving your customers time? Saving money?

Reducing Risk? These are just some examples of potential customer impacts. Lastly, identify and discuss alternatives to solving the identified problem, and why they are less desirable. Provide information to support assertions and/or claims made.

4. Business Model. Describe how your company’s business model works. The way your business model is explained will depend on the structure of your business. NOTE:

THIS SECTION IS NOT REQUESTING NON-PUBLIC PRICING. DO NOT SUBMIT RATES OR

OTHER PROPRIETARY PRICING INFORMATION. Items to consider for your submission include: Explain the general structure; for example, do you offer fixed-price licenses, fixed-price services, time and materials services, etc.? Is your business model variable based on volume, complexity, or other factors? Do you offer range pricing or quantity discounts? Are you seeking funding for development work? If your business model includes variable components, describe how you estimate the scope of work to determine contract pricing. If your solution is a commercial product, indicate whether the same business model is issued for both commercial and Government buyers. Where possible, provide evidence that your model is viable in either or both commercial and Government markets. Assure that your business model aligns with the current maturity (TRL) of your technology or service solution.

If you have commercial pricing that is publicly available, include that here.

v. Where to Submit the video solution. All solutions must be submitted through www.vimeo.com. No hard copy or physical submissions (CD/DVD/Blu Ray) will be accepted. To submit your solution, navigate to vimeo.com and post a password protected video that meets the requirements in Section 7. Thereafter, send an email to the Government contacts in Section 9 below that includes the video link and password.

7.1.2 Written Solution Brief. The government will evaluate written solution briefs against the criteria stated in this CSO. The government will not pay companies for the costs associated with solution brief submissions; these costs will NOT be considered an allowable direct charge to any resultant contract or agreement.

i. Written Solution briefs should not exceed five (5) single-sided written pages using 12-point font or, alternatively, solution briefs may take the form of briefing slides which should not exceed fifteen (15) slides unless otherwise stated in the specific AoI Call.

ii. Solution briefs must include the following:

1. Company Name, Title, Date, Point of Contact Name, E-Mail Address, Phone, and Address.

Specifically identify the AoI for which the solution brief is submitted.

2. Executive Summary: Provide an executive summary of the technology or service. (This is included in the 5 written pages limit).

3. Technology Concept: Show and/or describe how your proposed solution or potential new capabilities represent an application of innovative commercial products, innovative commercial technologies and services or adaptations/modifications of existing commercial product technologies and services to the AoI. Describe the unique aspects of your technology and the proposed work as it relates to the AoI. Identify whether the effort includes the pilot or demonstration of existing commercial technology (identified as commercially ready and viable technology), or the development of technology for potential defense application. If development or adaptation is proposed, identify a suggested path to mature technology.

Identify aspects of your proposal, to include date and software, which may be considered proprietary.

4. Price: Provide a rough order of magnitude (ROM) price for the proposed solution and include desired payment terms.

NOTE: The title page does not count against page limit, however, the executive summary does.

7.1.3 Evaluation of Spiral 1 Solution Video -OR- Written Solution Brief.

1. The Government will only evaluate information provided in the solution video or written solution brief; no other sources of information will be considered.

2. Criteria. Solution videos or written solution briefs will be evaluated based on the following criteria, listed in order of importance:

a. Responsiveness of the solution video or written solution brief in addressing the AoI with a commercially available product and/or process readily available to meet the immediate needs;

b. The technical merit of the proposed solution, including the extent to which the proposed solution is unique, and/or innovative to government application; and

c. Price/Affordability. Based on proposed ROM in written solution briefs. Based on commercial pricing, if given, in a solution video.

3. Ratings. Solution videos or written solution briefs will be categorized as Highly Recommended, Selectable, or Not Selectable in accordance with the definitions below.

Rating Definition

Highly Recommended

Recommended for acceptance if sufficient funding is available. Does not require additional development.

Selectable

Recommended for acceptance if sufficient funding is available, but at a lower priority than Highly Recommended solution video/written solution brief. May require additional development. To ensure a diversity of approaches, a Selectable solution video/written solution brief may be prioritized over a Highly Recommended solution video/written solution brief if the Selectable solution video/written solution brief presents a unique approach unlike any of those that were rated as Highly Recommended.

4. Selection. The time required for the Government to evaluate solution videos or written solution briefs will vary depending on the number of solution videos or written solution briefs received, complexity and scope of submitted solution videos or written solution briefs, and other mission needs. Contractors will be notified, in writing, by the Contracting POC via a request to proceed to a Spiral 2 or 3 submission if a solution video or written solution brief is selected for further consideration.

7.2 Spiral 2 – Presentation/Pitch/Demo

7.2.1 Spiral 2 – Presentation/Pitch/Demo

In Spiral 2, companies must provide a presentation/pitch/demo to demonstrate and provide further details on the technical and business viability of their proposed solution. The government reserves the right to request an in-person, virtual or paper presentation depending on the specific requirement. Specific requirements of the pitch will be covered in the AoI. In the event that the government requires a demonstration, additional information will be provided in the specific AoI highlighting those procedures, otherwise Spiral 2 will be comprised solely of the presentation/pitch. In addition to the presentation/pitch, the government, at its discretion, may request an additional written submission to supplement/clarify the information provided in the Spiral 1 or Spiral 2. During the Spiral 2 presentation/pitch/demo, the company must detail/address the following:

A description or demonstration of how the proposed solution represents an innovative application of commercial technology to the AoI.

1. A rough order of magnitude (ROM) price and notional schedule.

2. Any Intellectual Property (IP) involved in the effort and associated restrictions on the government’s use of that IP.

3. Additional information/detail from the company’s Spiral 1 solution brief, as specified in the government’s invitation to Spiral 2.

7.2.2 Spiral 2 Presentation/Pitch/Demo Basis of Evaluation:

Individual presentations/pitches/demo will be evaluated against the evaluation criteria below and NOT against any other presentations/pitches held under the same AoI. Presentation/pitch/demo submissions will be valid for 120 days after pitch evaluation. The government will aim to complete evaluation of presentation/pitches/demos within 30 calendar days of the presentation/pitch/demo. Individual Review Panels (IRP) will be determined for each AoI posted under this CSO. After completing the evaluation of presentation/pitch/demo submissions, the government will notify the company that: they may submit a CSP for evaluation in Spiral 3; their proposed concept/technology/solution is not of continued interest to the government and they will not be required to submit a CSP Spiral 3 CSP for evaluation; or their proposed concept/technology/solution is of continued interest to the government, but is not currently eligible for an invitation to Spiral 3 CSP submission due to the current lack of government resources and/or funding.

NOTE: 120 days after presentation/pitch evaluation, if government funding or resources are not assigned to a Spiral 3 CSP, the government will provide a notification of non-eligibility and officially close the AoI selection process.

Presentation/Pitch/Demo evaluation criteria are listed in order of importance from top to bottom.

Presentation/pitches/demos shall be evaluated on the following factors:

1. Level of relevancy of the solution in addressing the AoI with a commercially available product and/or process;

2. The technical merit of the proposed solution adequately addressed the AoI need(s) and demonstrated feasibility for the government to pursue the proposed solution;

3. Level of uniqueness, and/or innovative approach to solve the government’s need;

4. Level of technical risk/maturity;

5. Level of risk placed with the proposed ROM;

6. Level of risk in the proposed milestone schedule and its ability to meet the AoI need within a relevant time period;

7. Level of risk in the company’s viability and business solution; and

8. Level of potential risk in anticipated IP and data rights assertions

Rating Definition

Highly Recommended

Recommended for acceptance if sufficient funding is available. Does not require additional development.

Selectable

Recommended for acceptance if sufficient funding is available, but at a lower priority than Highly Recommended Presentation/Pitch/Demo. May require additional development. To ensure a diversity of approaches, a Selectable solution Presentation/Pitch/Demo may be prioritized over a Highly Recommended Presentation/Pitch/Demo if the Selectable solution Presentation/Pitch/Demo presents a unique approach unlike any of those that were rated as Highly Recommended.

Not Selectable Even if sufficient funding existed, the solution is not recommended for acceptance.

7.3 Spiral 3 Proposal Content

Based upon the results of market research, Spiral 1 and/or Spiral 2 evaluation(s) above, the government may request a CSP. If that occurs, a company, or companies will be invited to develop and submit a written proposal as well as negotiate appropriate terms and conditions, as applicable, governing the requirement. At this stage, the selected companies may discuss proposal development details during the proposal writing process with their assigned government expert(s) or government teaming partner(s).

Additionally, companies are invited to provide their own internal terms and conditions that may be consolidated with those of the government. This includes, but is not limited to, Service License Agreements (SLA) and/or User License Agreements (ULA).

Companies should note that there are certain terms and conditions the government may be unable to accept. However, projects awarded through the CSO may provide flexibility to adopt customary industry standards where it is otherwise legal and meets the government’s general public responsibility.

An Invitation to Propose (ItP) will address all or some of the following, as applicable:

1. Anticipated Award Date and period of performance

2. Security. Each ItP will specify the effort’s Security Classification. The Government does not anticipate CLASSIFIED work at this time. ItPs for efforts requiring any level of CLASSIFIED work will specify the personnel, facility and/or storage clearance requirements.

3. Deliverables. Deliverables are anticipated under this CSO and may include data items, software, hardware, prototypes, etc. Each ItP will identify each applicable Deliverable and expectations for delivery, timing, recipients, etc.

4. Government Furnished Property. Government furnished property is not anticipated;

however, any such property will be specified in the applicable ItP.

5. Government Furnished Information. Government furnished information is anticipated and will be identified in applicable ItPs.

6. Base/Network Support/Access. While the Government anticipates that the majority of work will be performed at Contractor or other nonGovernment facilities, some efforts, by their nature, may require access to DoD installations and/or networks.

There are specific, detailed rules governing access to DoD installations and networks, which will be provided in all applicable ItPs.

7.3.1 Section 1 Technical Proposal Volume:

Offerors must not include any cost information in the Technical Proposal Volume.

The technical volume must include a detailed work plan indicating how each aspect of the objectives is to be accomplished. The technical volume should be in as much detail as the offeror considers necessary to fully explain its proposed technical approach or method, including all assumptions utilized to develop its proposed solution and associated costs. The technical volume should reflect a clear understanding of the nature of the work being undertaken. The technical volume must include information on how the project will be organized, staffed, and managed.

Information should be provided that demonstrates your understanding and management of important events or tasks. The technical volume must include a list of suggested deliverables and deliverable dates.

NOTE: The government reserves the right to further define the required technical proposal content based upon the specific AoI requirements.

7.3.2 Section 2 Price Proposal Volume:

The price volume must contain sufficient information to allow the government to perform a basic analysis of the proposed cost or price of the work. If applicable, the proposal shall include labor categories and corresponding number of direct labor hours; fixed hourly rates that include wages, overhead, general and administrative expenses, and profit; and costs for materials, supported by vendor quotes, supplier agreements or other bases of estimate. The government reserves the right to request any other price data or supporting cost information the government deems necessary to determine the total overall price is fair and reasonable. This can include but is not limited to commercial price catalog(s), previous commercial sales receipts, and/or other proprietary information to help the government determine reasonableness and future budgetary cost estimates.

NOTE: The cost of preparing proposals in response to this CSO is NOT considered a direct charge to any resulting AoI award or any other contract. Proposal preparation costs are not recoverable.

NOTE: The government reserves the right to further define the required price proposal content based upon the specific AoI requirements.

7.3.3 Proposal Basis of Evaluation:

Proposals will be reviewed as received by a government subject matter expert(s). In all cases, proprietary information shall be protected from competitors. The CSO evaluation criteria is listed in order of importance from top to bottom. The government subject matter expert(s) will first review the proposal for adequacy and eligibility to determine the extent to which the following requirements are met:

1. The merit and risk elements of the proposed technical approach are acceptable and address the priorities outlined in the AoIs;

2. The proposal performance schedule is realistic and/or adequate; and,

3. The proposed price is fair and reasonable.

NOTE: The government reserves the right to further define the basis for evaluation based upon the specific AoI requirements.

7.3.4 Proposal Evaluation Rating:

1. The Technical Proposal Volume will be evaluated and categorized as follows:

a. Acceptable: The proposal has been evaluated and deemed appropriate for additional consideration and discussion. The proposal is generally considered well-conceived, scientifically or technically sound, and important to program goals and objectives.

Proposal submissions given this designation may proceed into negotiations or directly to the award process.

Note: An acceptable rating does not guarantee contract award. The following will be taken into consideration: program priorities, negotiations, and availability of funds.

b. Unacceptable: The proposal has been evaluated and deemed inappropriate for additional consideration and discussion at this time. Proposals given this designation are not technically sound or do not meet program priorities and will be rejected.

2. The Price Proposal Volume will be evaluated and categorized as follows:

a. Fair and Reasonable: The price proposal has been evaluated and deemed fair and reasonable. Proposal submissions given this designation may proceed to the award process

Note: A fair and reasonable price determination does not guarantee contract award.

The following will be taken into consideration: program priorities, negotiations, and availability of funds.

b. Not Fair and Reasonable: The price proposal has been evaluated and deemed to not be fair and reasonable. Proposal submissions given this designation may not proceed to the award process without negotiations that result in a fair and reasonable determination.

8. Awards

8.1 General Guidelines

Upon favorable review and funds availability, the government may choose to make a fixed price award using FAR Part 12 Acquisition of Commercial Items or other authority. The Contracting Officer reserves the right to negotiate directly with the company on the terms and conditions prior to execution of the resulting contract, including payment terms, and will execute the contract/agreement on behalf of the government. Be advised, in accordance with FAR 1.602, only a Contracting Officer has the authority to enter into, or modify, a binding contract on behalf of the United States Government.

Cost Sharing. Cost sharing is not required; however, if the resulting award is an OT Agreement (OTA), cost sharing may be required. Details will be specified in applicable ItPs.

Award. The Air Force anticipates funding multiple agreements during the Open Period of this CSO, under the Federal Acquisition Regulation (FAR) and/or Other Transaction Authority (OTA), as specified in each ItP.

Receipt of a proposal in no way guarantees an award. The Air Force reserves the right to award no agreements or any number of agreements for all, part, or none of the proposal(s) submitted based on the company’s ability to perform desired work and funding availability.

Only Government COs and Agreement Officers (AO) (for OTAs) are legally authorized to contractually bind or otherwise obligate the Government.

In order to receive either a fixed price award using FAR 12 Acquisition of Commercial Items or other authority:

1. A company must have a Unique Entity ID (UEI) and must register in the System for Award Management (SAM) prior to receiving an award or agreement. Companies are advised to commence SAM registration upon perusing an AoI announcement. A company must also register in the prescribed government invoicing system (ex. Wide Area Work Flow).

2. A company must be determined to be responsible by the Contracting Officer and must not be suspended or debarred from award by the Federal Government nor be prohibited by Presidential Executive Order and/or law from receiving an award.

Receipt of a request for CSP does not guarantee that a company will receive an award and the government reserves the right, at any point prior to award of a contract/agreement, to cancel the request for CSP. The government reserves the right to make awards to all, some, or none of the selected solutions.

NOTE: The government reserves the right to amend this CSO solicitation as necessary amendments for emerging requirements and changes in authority occur. Amendments to this CSO will be posted through GPE.
