About this file
This is a Question and Answer (Q&A) matrix addressing contractor inquiries regarding the AFCEC Enterprise-Wide Contracting Data Repository and Dashboard solicitation under the SPEED Commercial Solutions Opening (CSO), contract number FA8903-26-S-C001. The Q&A clarifies submission requirements, evaluation criteria, and project scope for interested offerors. Spiral 1 submissions allow for either a solution video (maximum five minutes, HD 1920x1080 .mp4 format under 1.0 GB) or a written solution brief (maximum five pages or 15 slides, including company information, executive summary, technology description, and rough order of magnitude pricing). Spiral 2 presentations/pitches/demos must be submitted by 5:00 PM CDT on April 14, 2026, to 772ESS.Speed.CSO@us.af.mil with copies to Contracting Officer Michael Grasso and Contract Specialist Krystle Zapata; submissions may be in any format (virtual presentation, video, slides, or written brief up to five pages) and should include a technical walkthrough of the proposed solution with ROM cost and schedule for the functional prototype. There is no preferred template or format for any submission materials, and offerors are encouraged to demonstrate innovative capabilities and present solutions in the manner that most effectively communicates value.
The government seeks a solution consolidating comprehensive pre- and post-award contracting information across all seven AFCEC directorates, managing approximately 12,000 to 14,000 contracts/orders with significant historical data stored in PDF documents requiring extraction. The effort encompasses three phases: Phase 1 (Discovery and Planning) analyzing data structures and business processes across directorates; Phase 2 (Development and Integration) building the central repository and dashboards; and Phase 3 (Deployment and Training) deploying to the enterprise. The solution should leverage Microsoft Power Platform (Power BI, Microsoft Dataverse or Azure SQL Database, Power Apps, Azure Data Factory, or Power Automate) to the maximum extent practicable, though alternatives require detailed justification. The work involves Controlled Unclassified Information at Impact Level 5 (IL5) with no security clearances required. Winning offerors must execute a Non-Disclosure Agreement before accessing sensitive information; the government retains ownership and unrestricted use of all final deliverables including custom code, configurations, dashboards, data models, interface specifications, training materials, and AI-related artifacts. The CSO is open to all offerors regardless of prior Spiral 1 participation, though contractors with prior data access must isolate those employees from subsequent bidding activities to avoid conflicts of interest.

AFCEC Enterprise-Wide Contracting Data Repository and Dashboard
| ID | CSO | |||
| Section | Question of Contractor | Government Response | ||
| 1 | NA | Effort outlined in Attachment 6, issued under the FA8903-26-S-C001 SPEED Commercial Solutions Opening (CSO) requires consolidating comprehensive pre- and post-award contracting information from all AFCEC directorates and branches. This includes sensitive data points such as anticipated solicitation dates, dollar values, and set-aside decisions. While we did not find explicit clauses regarding potential conflicts of interest within the provided CSO, the extensive access to future contracting information inherent in this project raises questions about our eligibility to bid on subsequent AFCEC work. We want to ensure full compliance with all AFCEC guidelines and regulations. Could you please provide clarification on AFCEC's policies regarding contractor participation in future bids when such broad access to contracting data has been granted? Our goal is to proactively address any potential for perceived or actual conflicts of interest. | The winning offeror for Attachment 6, issued under the FA8903-26-S-C001 SPEED Commercial Solutions Opening (CSO) with the Air Force Civil Engineer Center (AFCEC) will be required to sign a Non-Disclosure Agreement (NDA) before being granted access to sensitive or proprietary information. This NDA is a legally binding contract that obligates the contractor to protect the information and use it exclusively for the purposes specified within that contract. This policy is a key part of the broader regulations and contractual clauses that govern government procurement, all of which are designed to ensure fair competition and protect proprietary data. An NDA is signed by the specific individuals who access data, not by the company as a whole. When this issue was raised previously, AFICC clarified a contractor can still bid on work even if its employees have accessed our data under an NDA. However, the contractor is solely responsible for isolating those employees from the new bidding process. If a protest is filed, the contractor must prove that they did not have an unfair advantage. | |
| 2 | 9 | Offers currently developing a proposal response to the AFCEC Data Repository and Dashboard AoI. We are seeking clarification regarding the specific format required for the initial submission. Section 9.0, Submission Requirements, requests a Spiral 2 Presentation/Pitch/Demo. We respectfully request specific requirements for this submission as they are not provided in the AoI. Could you please specify the expected mode of presentation (e.g., in-person, virtual, pre-recorded video demo, or paper) and the desired format for submission (e.g., video, whitepaper, or slides)? While Attachment 6 provides comprehensive details on the content expected within the proposal and various deliverables, understanding these practical considerations will help us align our response accurately with your expectations. | Regarding the mode of presentation, please be prepared to conduct your pitch and/or demo virtually. |
For the submission itself, you may submit your response in the format of your choosing. While presentation slides are a common and acceptable format, a short written technical or business attachment is also welcome. We recommend that your submission include a technical walkthrough of your proposed solution. However, you are also encouraged to incorporate demonstrations of existing capabilities, especially if those capabilities introduce innovative tools or approaches relevant to this project.
Please note there is no preferred template or format for the pitch slides or any supporting documents. We encourage you to present your solution in the manner you feel most effectively communicates its value and capabilities.
3 9 For this AOI, should the Spiral 2 response be submitted as slides only, or would you prefer slides plus a short written technical/business attachment? Offerors may submit their responses in the format of their choosing. While slides are common, a short written technical or business attachment is also acceptable. Submission of the solution video -OR- written solution brief.
Spiral 1: Solution Video or Written Brief In the initial stage, interested parties can submit either a solution video or a written solution brief. The government will not cover any costs associated with these submissions.
Key Requirements:
Solution Video:
Must be no longer than five minutes.
Should be in HD (1920x1080), encoded as a .mp4 file under 1.0 GB, and in Rec709 or sRGB color space.
Must not contain restrictive markings other than a valid copyright.
The video needs to address four key elements:
Defining the Problem: Clearly describe the problem the solution addresses.
Accelerating the Mission: Detail the solution and its technical basis.
Advancing the State of the Art: Explain the solution's innovative impact.
Business Model: Describe the company's business model without revealing proprietary pricing.
Written Solution Brief:
Should not exceed five single-sided pages (12-point font) or 15 slides.
Must include company information, an executive summary, a description of the technology concept, and a rough order of magnitude (ROM) price.
Submissions are evaluated based on their responsiveness to the Area of Interest (AoI), technical merit, and price/affordability. They are then rated as "Highly Recommended," "Selectable," or "Not Selectable."
Spiral 2: Presentation/Pitch/Demo This stage involves a presentation, pitch, or demonstration to provide more detail on the technical and business aspects of the proposed solution.
The presentation must describe the innovative application of the technology, provide a ROM price and schedule, and detail any intellectual property involved.
The government may request an in-person, virtual, or paper presentation.
Presentations are evaluated on criteria such as relevance to the AoI, technical merit, innovation, and risk assessment.
| 4 | 9 | For the Spiral 2 presentation/pitch, would you prefer a technical walkthrough of the proposed solution, a demonstration of relevant existing capabilities, or a live demonstration tailored to this AOI like real-time processing of a selected document list? | A technical walkthrough of the proposed solution is recommended. However, the presentation may also incorporate demonstrations of existing capabilities, especially if those capabilities introduce innovative tools or approaches. |
| 5 | 9 | Is there a preferred template or format for the pitch slides and any supporting submission documents? | There is no preferred template or format for the pitch slides or any supporting documents. Offerors have the freedom to present their solution as they see fit. |

| 8 | 6.2.1 | Does this effort require personnel or organizational clearance at the Secret level, or is work expected to be performed at the CUI level only? | This work will not involve data classified higher than Impact Level 5 (IL5). IL5 is the designated security tier for highly sensitive Controlled Unclassified Information (CUI) and represents the upper limit for this project's data handling. |
| 9 | NA | Is a written submission permitted in addition to (or instead of) the Spiral 2 presentation/pitch/demo? | Yes, a written submission is permitted for the Spiral 2 phase. You may submit your response in the format of your choosing. While a virtual presentation or demo is one option, the government may also request a "paper presentation." Furthermore, a short written technical or business attachment is welcome to accompany your primary submission. The guidance encourages you to present your solution in the manner you feel most effectively communicates its value. |
| 10 | NA | If written submissions are allowed, is there a page limit (e.g., 5 pages)? | Written briefs have a firm limit of five pages. There is no preferred template or format for any supporting documents in this phase. |
| 11 | NA | For the Spiral 2 presentation/pitch/demo: |
Is the video duration limited to 5 minutes?

The video needs to address four key elements:
Defining the Problem: Clearly describe the problem the solution addresses.
Accelerating the Mission: Detail the solution and its technical basis.
Advancing the State of the Art: Explain the solution's innovative impact.
Business Model: Describe the company's business model without revealing proprietary pricing.
| 12 | NA | Is there a maximum slide count (e.g., 15 slides)? | PowerPoint briefs have a firm limit of 15 slides. There is no preferred template or format for any supporting documents in this phase. |
| 13 | NA | Could you please specify the submission instructions and confirm whether submissions should be sent directly via email to Mr. Charles Kelm, or if there is a separate submission portal or process to follow? | Please send your Spiral 2 package to the 772 ESS/Speed CSO organization box at 772ESS.Speed.CSO@us.af.mil and CC the Contracting Officer, Michael Grasso at michael.grasso.3@us.af.mil and the Contract Specialist Krystle Zapata at krystle.zapata.1@us.af.mil |
| 14 | 9 | Spiral 2 scheduling vs. materials submission: Section 9.0 states the “Spiral 2 Presentation/Pitch/Demo Basis of Evaluation, along with the proposed cost for future prototype,” must be “communicated and scheduled” by the AoI close (5:00 PM CDT, 14 Apr 2026). Does the Government require offerors to submit the Spiral 2 presentation materials (e.g., slide deck/brief and supporting content) at the time the Spiral 2 session is scheduled, or is the requirement limited to confirming the Spiral 2 session by the close date with materials provided later (e.g., closer to the pitch date)? | Please submit your Spiral 2 Presentation/Pitch/Demo, along with the proposed cost for the future prototype, by 5:00 PM CDT on April 14, 2026. The materials themselves must be submitted by this deadline, not just the scheduling of the presentation.Submission should be submitted to the 772 ESS/Speed CSO organization box at 772ESS.Speed.CSO@us.af.mil and CC the Contracting Officer, Michael Grasso at michael.grasso.3@us.af.mil and the Contract Specialist Krystle Zapata at krystle.zapata.1@us.af.mil. |
| 15 | 9 | Demo expectations for this AoI: For this Closed AoI, should offerors plan for Spiral 2 to include a demonstration, or will Spiral 2 be limited to a presentation/pitch only unless the Government later requests a demo and provides procedures? | For Spiral 2, you may present your solution or prototype in whatever format you deem most appropriate. Whether you choose a presentation, a pitch, a demonstration, or a combination, the format should effectively communicate your proposed solution to the government. |
| 16 | 9 | ROM format: Is there a preferred template/format and expected level of detail for the ROM (total prototype cost), or is an offeror-developed ROM acceptable? | You may submit the Rough Order of Magnitude (ROM) for the total cost of the functional prototype in any format you feel best presents your solution. There is no required template; an offeror-developed format is acceptable. |
| 17 | Please clarify the Government’s definition of a functional prototype for this effort. Specifically, should Offerors assume the prototype is expected to support all seven directorates and all major source systems at initial delivery, or is the Government seeking a phased initial increment limited to a subset of directorates, users, and use cases? | The AOI outlines a multi-phase approach |
Phase 1 (Discovery and Planning) In this phase, the offeror will analyze the data structures and business processes across all seven AFCEC directorates to map data fields and identify gaps.
Phase 2 (Development and Integration) The central repository and dashboards will be built based on the findings from the discovery phase.
Phase 3 (Deployment and Training) The solution will be deployed to the AFCEC enterprise.
18 Please clarify the expected historical data scope for the prototype and initial deployment, including the anticipated lookback period, approximate record and document volume, and whether archived or inactive contracts should be included. AFCEC manages approximately 12,000 to 14,000 contracts/orders. The document notes that a "significant portion of historical and current data" is stored in PDF documents that require extraction.
Archived/Inactive Contracts are not apart of the scope
| 19 | Please advise whether an existing enterprise data dictionary, schema, taxonomy, or standard field definitions are available for the identified source systems. | Will be defined by the offeror following Phase I |
| 20 | Please provide additional information regarding the document corpus associated with the PDF extraction requirement, including representative document types, approximate volume, and percentage of scanned versus text-searchable PDFs. | Will be defined by the offeror following Phase I |
| 21 | Please clarify what Microsoft enterprise services, licenses, and approved components are currently available for use. | The AOI states that the solution should leverage existing enterprise agreements by using the Microsoft Power Platform and native Microsoft Azure services to the "maximum extent practicable." |
The preferred and available components anticipated for the solution include:
Power BI, Microsoft Dataverse or Azure SQL Database, Power Apps, Azure Data Factory or Power Automate
While offerors can propose alternative components, they must provide a detailed justification showing superior value in terms of technical performance, total cost of ownership, or security benefits.
| 22 | Please clarify the Government’s data rights and government purpose rights expectations for deliverables produced under this effort, including custom code, configurations, dashboards, data models, interface specifications, training materials, and AI-related artifacts. | The government's intent to own and have unrestricted use of the final solution. |
| 23 | Are there any additional A4-specific requirements, governance considerations, approvals, or stakeholder expectations applicable to the AFCEC scope that the Government anticipates should be addressed within the Capability Request (CR)? |
