About this file
This is a Closed Area of Interest (AoI) issued under the AFIMSC SPEED Commercial Solutions Opening (CSO) procurement vehicle, derived from authority 10 U.S.C. § 3458. The Air Force Civil Engineer Center (AFCEC) at JBSA-Kelly AFB, in coordination with the contracting office AFMISC AFMC 772 ESS/PKA, seeks innovative commercial solutions for the USAFA Chapel White Box Enclosure Concepts project. The AoI was released on 09/03/2026 with responses due by 3:00 P.M. CDT on Tuesday, 8 September 2026. Interested parties must submit a Spiral 1 white paper brief via email to the points of contact listed in the solicitation.
The project requires design, production, installation, operations, and management of an integrated exterior aesthetic experience to mitigate the visual impact of a temporary protective "white box" enclosure surrounding the U.S. Air Force Academy Cadet Chapel during its multi-year restoration. The enclosure's East-facing wall measures approximately 250 feet wide by 190 feet tall (47,500 SF), with aesthetic requirements for both East (primary public viewing) and North (cadet-facing) facades. Vendors must provide durable, large-format graphic scrim/applique or banner featuring a digital replica of the USAFA Cadet Chapel to camouflage the white enclosure and signal the historic venue's presence. Installation must be completed by 15 October 2026 and remain in place through 01 May 2027. Critical constraints include physical independence from the temporary enclosure's framing, structural self-support, environmental durability in Colorado Springs' extreme alpine conditions (80+ mph winds, heavy snow, intense UV), proof of past performance with similar-sized structures, commercially required bonding/insurance, established associate contractor agreements with prime contractor JE Dunn, and adherence to strict safety and security protocols. Evaluation criteria prioritize timely installation of imagery, design rendering and printing within timeline, compliance with operational constraints, and minimal risk to the current restoration project schedule.

3.0 AoI Information
The United States Air Force (USAF) is seeking innovative commercial solutions with a Rough Order of Magnitude (ROM) Cost Estimate to activate the temporary enclosure surrounding the U.S. Air Force Academy (USAFA) Cadet Chapel. This approach will divert attention away from the ongoing construction project, mitigate the stark presence of the physical enclosure, and inspire positive anticipation and excitement for the upcoming public debut of the finished chapel restoration.
This Area of Interest (AoI), issued under the AFIMSC SPEED Commercial Solutions Opening (CSO), solicits innovative technologies, processes, or methods to meet the objectives detailed in Section 4.0. Interested parties are encouraged to review the full SPEED CSO for submission and evaluation details. This effort is essential for preserving institutional heritage, supporting cadet spiritual readiness, and communicating campus modernization.
The vendor shall ensure that all performance, technical solutions, and deliverables adhere to the strategic directives, mandates, and policies set forth by Air Force Materiel Command (AFMC), the Secretary of the Air Force (SECAF), the Air Force Civil Engineer Center (AFCEC), and the United States Air Force Academy (USAFA).
Through rigorous project management, continuous stakeholder engagement, and a comprehensive understanding of the regulatory landscape, the vendor shall maintain a persistent state of compliance and deliver turnkey solutions that are secure, efficient, and fully aligned with the warfighter’s mission.
Interested parties are highly encouraged to review the SPEED CSO in its entirety to obtain more information on the process for submission and evaluation of the AoI responses.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Section 4.0 below. The term ‘innovative’ is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.

The Government is not obligated to make an award as a result of posting this AoI; all awards are subject to the appropriateness or identified usefulness of the proposed offer, is subject to availability of funds, and ability to achieve successful negotiations.
This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response.
Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. The Government reserves the right to modify the requirements of this CSO AoI.
The authority to issue this AoI is derived from the AFIMSC SPEED CSO FA890326SC001, dated 21 January 2026. The CSO authority is 10 U.S.C. § 3458.
4.0 Scope of AoI
The scope of this project encompasses the design, production, installation, operations, and management of an integrated exterior aesthetic experience.
• Exterior Chapel Enclosure Dimensions: The East facing wall measures approximately 250 ft wide by 190 ft tall (47,500 SF). The overall project requires aesthetic mitigation on both the East (primary public viewing) and North (cadet-facing) facades.
4.1 AoI Background
The USAFA Cadet Chapel is an iconic national historic landmark and a spiritual focal point for the Cadet Corps. It is currently undergoing a comprehensive, multi-year renovation to restore its structural integrity and preserve it for future generations. During this period, the Chapel is completely enclosed in a protective "white box" pre-engineered metal structure.
While necessary for the restoration, this covering obstructs the landmark’s iconic silhouette and presents a functional, sterile, and uninspiring appearance.
The USAF seeks to transform this challenge:
• White Box: Utilize the massive, plain surface of the protective box as a visual and inspirational canvas.
4.2 Technical/Capability Requirements
The solutions must deliver the following key capabilities:
Objective: Daytime Visual Activation (Applique/Graphic) Provide a durable, large-format graphic scrim/applique or scrim/banner on the East and North sides of the chapel enclosure.
• Design Intent: The graphic should feature a digital replica of the USAFA Cadet Chapel.
It must clearly camouflage the white enclosure and signal to the general public, visitors, and the Cadet Corps the presence of the historic venue beneath the white enclosure.
• Impact: It must transform a blank, industrial barrier into a monumental storytelling graphic, reducing the perceived negative aesthetic of the active construction zone during daylight hours.
4.3 System Requirements
N/A
4.4 AoI Constraints
Proposals must strictly adhere to the following operational parameters:
• Project Timeline: Design, print, delivery, staging and staffing plan must support installation for public display no-later-than 15 OCT 2026. The proposed solution must remain in place through 01 MAY 2027.
• Physical Independence: No part of the daytime graphic scrim/banner applique, framing, or hardware may physically impede, or structurally depend on the chapel's temporary enclosure’s framing superstructure. All external visual assets must be structurally self-supporting.
• Past Performance: Provide evidence on past performance with similar sized structures, complexity, and environmental conditions.
• Associate Contractor Agreements: Must be able to establish associate contractor agreements with on-site restoration prime (JE Dunn) for delivery & installation schedule coordination.
• Bonding/Insurance: Proof of commercially required bonding/insurance certificate.
• Environmental Durability: The Colorado Springs climate presents severe weather risks, including high wind gusts (up to 80+ mph), heavy snow loads, and intense UV exposure. All printed materials and structural rigging must be rated for extreme alpine environments for a period not to exceed 12 months.
• Construction Deconfliction: Restoration crews will be working scheduled day & night shifts inside and around the enclosure. Installation shall not impede on prime/subcontractor restoration schedule.
• Safety and Security Compliance: The temporary installation must not infringe upon the active safety footprint of the restoration site. Access points for heavy emergency machinery, cranes, and site personnel must remain completely unobstructed at all times.
• Generated Sample Photo: Must be able to generate a high resolution, photo-realistic image of the East and North facing walls of the Chapel based on photos provided by the Government. The generated photo-realistic images will need to create a natural background, providing a visual camouflage with the surrounding mountain range on the USAFA Campus. If you are interested in this requirement, please reach out to the Contracting Officer, Maj Cynthia R. Arzola, at cynthia.arzola@us.af.mil and copy the Contract Specialist, Dalam “Renae” Siewert, at dalam.siewert.1@us.af.mil to receive additional imagery and supportive content.
5.0 Evaluation Criteria
The following criteria will be used to evaluate the proposals:
• Installation of Imagery ready to display by 15 Oct 26
• Rendering & printing design imagery within the timeline
• Working within the constraints listed in paragraph 4.4
• The Government will determine which solution proposes the LEAST amount of risk to the current restoration project schedule
6.0 Submission Requirements
A Spiral 1 white paper brief must be sent via e-mail submission with subject line stating, “USAFA Chapel White Box Enclosure Concept” to the POCs listed in paragraph 7.0 by the date and time this AoI closes - 3:00 P.M. (CDT) on Tuesday, 8 September 2026.
