4.0 Scope of AoI

4.1 AoI Background

The Air Force Civil Engineer Center (AFCEC) is tasked with realizing a future where data is a strategic asset, IT resources are efficiently deployed, and innovation is standard practice.

However, AFCEC faces significant challenges in a dynamic and evolving landscape, including resourcing constraints, escalating cybersecurity demands, and a complex data environment.

These challenges hinder the ability to maximize return on investment in enterprise IT systems, ensure robust security, and leverage data for informed decision-making. To overcome these obstacles and meet the demands of global operations in support of the Air Force, Joint Services, and Federal partners, AFCEC requires a modernized IT infrastructure and strategic IT capabilities. The core objective of this contract directly supports AFCEC's ability to implement the CE IT IEO’s strategy by ensuring high-quality data availability, efficient resource utilization for IT acquisition and security, and a culture of innovation focused on delivering future-ready IT solutions.

4.2 Technical/Capability Requirements

Key technical capability requirements are in support of a phased framework, this approach for expected business outcomes is addressed in these overarching objectives within the key elements:

- IT Portfolio Application Rationalization: Streamlining the IT portfolio by consolidating and/or eliminating redundant or ineffective IT systems, services, or products.

- Cost Reduction & Efficiency: Capturing and reporting IT investment across the AFCEC, eliminating redundant IT system, services, or product investment to maximize the return on technical investments.

- Alignment with Strategic Priorities: Ensuring IT investments are aligned with DoD and DAF strategic priorities, and the CE IT IEO's mission.

- Enhanced Governance & Decision-Making: Establishing governance processes consistent with a ruthless approach to efficiency, transparency, and data-driven decision-making.

- Centralization: Leverage centralization initiatives (e.g., software license management) to realize cost savings across the CE enterprise, a mindset of “buy once, used by many”.

- Enterprise Visibility of IT Investments: Bring all IT investments into a managed IT portfolio to increase full-cost visibility, ensure strategic alignment, and to eliminate “shadow IT”.

- Deliver scalable IT capabilities to provide Airmen with future-ready, secure, and effective IT solutions.

- Treat data as a strategic asset, improve data quality across CE Enterprise, and posture data to drive AI/ML automation.

- Foster innovation across the “acquisition valley of death” by providing Artificial Intelligence caoability, IT acquisition and cybersecurity expertise, hosting, and interoperability with existing capabilities.

The business outcomes required to support the identified phased framework will be to develop a strategic roadmap and support the implementation of the roadmap in accordance with the AFCEC IEO strategy, this includes:

1. Drive Transparent IT Management: (CE IT Governance/Enterprise Architecture)

Outcome 1: Optimized IT Investment & Reduced Redundancy - Reduce CE IT costs and increase efficiency through IT portfolio application rationalization, consolidation and/or elimination of redundant IT investments, remainder of CE IT portfolio modernized.

Outcome 2: Documented Alignment of CE IT to AFCEC and HHQ Strategic Priorities - Maximize the impact of CE IT investments by aligning them with strategic priorities, implementing ruthless IT governance, and enabling data-driven decision-making.

2. Secure Systems and Protect Data: (RMF)

Outcome 1: Accelerated RMF Adoption & Compliance - Strengthen the overall security posture of CE IT IEO-managed IT systems, services, and products through automated security assessments, reduced number of security vulnerabilities, and faster cybersecurity incident response, resulting in a more resilient and secure IT environment.

3. Field Scalable, Efficient IT Solutions: (Enterprise system capabilities)

Outcome 1: Enhanced Operational Efficiency Through Streamlined Requirements & Capability Delivery - Improve operational efficiency for 100k+ stakeholders of CE IT IEO-managed IT systems by streamlining the Agile requirements management and capability delivery processes for NexGen IT, ARIS, FES-IMS, GEOMAP, EODIMS, EESOH-MIS, TaMIS, CE Portal SharePoint, as well as any new additions to the CE IT IEO-managed IT portfolio.

Outcome 2: Deliver Scalable IT Solutions Through Agile Requirements - Ensure CE IT IEO-managed IT (NexGen IT, ARIS, FES-IMS, GEOMAP, EODIMS, EESOH-MIS, TaMIS, CE Portal SharePoint, as well as any new additions to the CE IT IEO-managed IT portfolio ) are scalable and efficient through the implementation and continuous improvement of Agile Product Owner business processes, enabling effective communication and collaboration with functional requirement stakeholders and technical development teams, adapting solutions to meet evolving field needs.

4. Accelerate Data Maturity (EDM)

Outcome1 : Implement Robust Data Governance Foundation - Focus is on treating data as a strategic asset - addressing fragmented data sources, ensuring security, and maturing data quality to enhance decision-making. This requires establishing clear policies, procedures, and responsibilities for data management.

Outcome 2: Foster Data-Centric Organizational Culture - This emphasizes a shift in mindset where data is valued as a strategic asset, available, understood, and actively used in decision-making at all levels. Requires training, communication, and tools that empower users.

5. Foster Innovation (TaMIS Cloud Hosting and RMF Compliance)

Outcome 1: Streamlined Application Lifecycle Management (On/Off-boarding) and Accelerate Cloud Re-platforming - Significantly reduce the time and resources required to onboard new applications into the CE IT Portfolio and decommission legacy applications, ensuring minimal disruption to operations and consistent adherence to security standards while expediting optimization of applications to the cloud.

4.3 System Requirements

AOI will involve the following systems: NexGen IT, ARIS, FES-IMS, GEOMAP, EODIMS, EESOH-MIS, TaMIS, CE Portal SharePoint, as well as any new additions to the CE IT IEO-managed IT portfolio.

4.4 AoI Constraints

Vendors are expected to be cleared for Top Secret/Sensitive Compartmental Information due to 1 intelligence system (Explosive Ordnance Disposal Information Management System). Access to government systems and network necessitating a Government Common Access Card. Ability to travel CONUS/OCONUS.
