About this file

This is a Statement of Objectives (SOO) for a Resilient Expeditionary Permanent Facility Prototype Demonstration under the Department of the Air Force, Headquarters Pacific Air Forces (PACAF) and SAF/IE. The program identifier is PACAF-ACE-FAC-2026-01, authorized under 10 U.S.C. § 4022(i) (Facility and Installation Prototyping Pilot). The prototype project is sponsored by the Department of the Air Force/SAF/IE and HQ PACAF/A4, executed by the Air Force Installation Contracting Center (AFICC)/647th CONS, with the 647th Logistics Readiness Squadron (LRS) and PACAF Civil Engineers as the supported organization. The period of performance is 9 to 12 months from prototype award, with the primary demonstration location at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii, or a screened PACAF spoke site if operational constraints prevent JBPHH execution. This is one of two authorized Air Force installations under the statutory pilot program.

The prototype effort seeks to demonstrate and evaluate a rapidly deployable, reconfigurable permanent facility technology that bridges the gap between conventional Pre-Engineered Metal Buildings (PEMBs)—which require 24–36 months for construction and are non-relocatable—and commercial expeditionary tents that lack structural durability and environmental sealing for Pacific typhoon and salt-fog conditions. The participant must design, engineer, fabricate, stage, transport, erect, commission, operationally demonstrate, and evaluate a prototype facility system across eight sequential engineering milestones: (1) Engineering & Stamped Design; (2) Component Fabrication & Quality Staging; (3) Inter-Theater Transit & Staging; (4) Rapid Field Assembly & Anchoring; (5) Subsystem Integration & Commissioning; (6) Operational Evaluation & Microclimate Testing; (7) Reconfiguration or Representative Relocation; and (8) Data Deliverables & Final Prototype Report. The demonstration must assess rapid manufacturing non-corroding structural frameworks, Pacific-adapted exterior envelopes and roofs, modular utility and building service interfaces, flexible interior layouts for logistics/maintenance/storage operations, optimized multi-modal transportation packaging, component-level lifecycle tracking, and post-erection reconfiguration capabilities.

The SOO establishes eleven core prototype outcome areas with specific success evaluation criteria: (1) Assembly Velocity—erection within 18–40 calendar days with crews of ≤12 personnel; (2) Installation Labor—non-specialized labor using basic lift equipment; (3) Environmental Durability—zero corrosion section loss on structural frame and zero water intrusion; (4) Utility Integration—support for ≥2.0 PSF balanced overhead dead loads with zero ground-support columns; (5) Structural Resilience—IBC 2021 Risk Category II, Exposure 'D' compliance (130–155 mph wind rating); (6) Logistics Footprint—modular packing compatible with standard shipping containers and 463L tactical air pallets; (7) Reconfigurability—internal layout modifications without structural alterations; (8) Component Reuse—≥95% of structural components and membranes fully reusable with zero rework; (9) Maintenance Burden—≤5 man-hours/month during steady-state operations; (10) Operational Utility—maximized column-free clear span for tactical forklifts and vehicle movements; and (11) Lifecycle Cost Model—20-year total ownership cost reduction of ≥30% compared to standard steel MILCON facilities.

Technical specifications mandate that the prototype system meet IBC 2021 Risk Category II, Exposure 'D' standards rated for 130 mph gusts, with preferred capability for 155 mph Super Typhoon survivability. The structural substructure must be constructed of 6000-series aluminum alloy (6351-T6 or 6061-T6) with zero red-rust potential; auxiliary steel components require tri-barrier protection (ASTM A123 galvanization + zinc-hybrid powder coat + zinc flake bolts). The membrane envelope must be tear-resistant, flame-retardant architectural fabric meeting NFPA 701 and ASTM E84 Class A standards, preferably warrantied for ≥15 years UV resistance in tropical environments. Thermal and moisture control systems must prevent internal condensation, with preferred capability for continuous relative humidity ≤30% and dewpoints down to −55°F via industrial desiccant air handlers. The facility must integrate fire protection (1,250 GPM wet-pipe sprinkler interface, automatic fire detection, and addressable alarm systems with Monaco RF transceiver telemetry) and electrical safety systems (120/208/480V 3-phase power, NEMA 4X exterior enclosures, lightning protection, and preferred high-bay smart LED arrays at ≥140 lumens/watt).

Data deliverables required include daily Gantt schedule tracking (MS Project XML/PDF format), detailed labor-hour logs (Excel-compatible format with personnel, skill levels, and equipment hours), transportation and packaging dossier (certified gross weight, dimensions, cube utilization), cost summary breakdown (auditable cost tracking across manufacturing, freight, civil works, and commissioning), environmental and energy data (continuous datalogger readings in CSV format plus monthly summary reports), maintenance reports, safety and quality incident logs, and monthly operational readiness scorecards. The participant must provide comprehensive empirical data to allow DAF decision-makers to evaluate technology transition to formal operational fielding. Site preparation requirements specify that within 30 days after order task award, the government shall detail utility requirements, and the contractor shall be responsible for all site prep including water and electrical requirements (electrical transformer, up to 2,000 feet of electrical run, water lines run to structures). The vendor must provide a complete site plan with utility details and project schedule for government review and approval within 30 days after award; the government may terminate for convenience during this review without cost responsibility and will not be responsible for manufacturing costs. The vendor is responsible for all costs associated with providing two complete and useable facilities and shall not proceed with manufacturing until Section 8.2 of the SOO is satisfied. Pursuant to 10 U.S.C. § 4022(f) and 10 U.S.C. § 4022(i), if the prototype demonstration successfully satisfies all performance objectives, environmental criteria, and assembly milestones, the Department of the Air Force reserves statutory authority to award a non-competitive, sole-source follow-on production contract directly to the participant for additional operational permanent facilities, modular maintenance hangars, and war reserve storage structures across PACAF installations without further competitive solicitation.

1.0 PURPOSE & OPERATIONAL BACKGROUND

1.1 Purpose

The purpose of this prototype project is to demonstrate and evaluate a rapidly deployable and reconfigurable permanent facility technology capable of supporting Pacific Air Forces (PACAF) operational requirements within a compressed 9 to 12-month prototype period.

1.2 Operational Background

Under the Agile Combat Employment (ACE) operational scheme of maneuver, the Department of the Air Force (DAF) requires rapidly deployable, austere-capable infrastructure across the First and Second Island Chains. Conventional permanent Pre-Engineered Metal Buildings (PEMBs) require lengthy construction timelines (24–36 months), massive concrete civil works, and are non-relocatable once erected. Conversely, commercial expeditionary tents lack the structural rigidity, wind resistance, and atmospheric sealing necessary to withstand typhoons and extreme marine salt-fog corrosion, frequently causing rapid deterioration of Prepositioned War Reserve Materiel (WRM) and weapon systems.

This prototype effort evaluates whether modern rapid-manufacturing structural systems can bridge this gap by combining the structural permanence, environmental durability, and building-system integration of a permanent facility with the erection velocity, and modular adaptability of an expeditionary shelter.

2.0 SCOPE OF WORK & DEMONSTRATION BOUNDARIES

2.1 Demonstration Scope

The Participant shall design, engineer, fabricate, stage, transport, erect, commission, operationally demonstrate, and evaluate a prototype facility system in a representative Pacific littoral environment.

The demonstration shall assess:

2.2 Prototype Boundary & Feasibility Constraints

The purpose of the demonstration is to prove the feaibility, within a 9 to 12-month prototype period, to design, manufacture, transport, erect, and operationalize an entire full-scale permanent facility in the PACAF theater. Therefore, this prototype establishes a tiered demonstration threshold:

• Primary Demonstration: Full turnkey assembly, subsystem integration, operational demonstration, and environmental stress testing of the complete facility structure at the designated primary testbed site.
