About this file
This is an Areas of Interest (AoI) document issued by the 87th Contracting Squadron on behalf of Joint Base McGuire-Dix-Lakehurst (JB MDL) for a Radio Frequency (RF) Spectrum Monitoring System. Released on April 20, 2026, with responses due by 5:00 P.M. CDT on April 27, 2026, the AoI seeks innovative solutions for a proof-of-concept project to install a Commercial-Off-The-Shelf (COTS) RF spectrum monitoring and Unmanned Aircraft System (UAS) tracking system. JB MDL has experienced increasing drone incursions over the past five years and requires enhanced detection and early warning capabilities to mitigate aerial risks. The primary objective is to develop and refine Tactics, Techniques, and Procedures (TTPs) for employment across typical USAF installations.
The solicitation establishes two Lines of Efforts (LOEs). LOE1 addresses immediate operational needs including sUAS incursion monitoring, general incursion detection (such as personnel in restricted areas), continuous 24/7 RF spectrum monitoring to establish baselines and detect anomalies, and real-time data dissemination to Base Security Forces and the Base Spectrum Manager. LOE2 focuses on proof-of-concept research objectives including data integration methods for Base Operations and Air Traffic Control, system-of-systems integration with counter-sUAS platforms (such as CLUE, MEDUSA, or Anduril Lattice), data management protocols, law enforcement partnerships, operator location and apprehension capabilities, and API utility for other on-base entities. The primary requirement is to establish a pre-qualified vendor pool eligible to compete for future task orders. Vendors must demonstrate capability to handle information up to the Top Secret/Sensitive Compartmented Information (TS/SCI) classification level. Responses should be submitted via email to Contracting Officer Michael Grasso (michael.grasso.3@us.af.mil) or Contracting Specialist Krystle Zapata (krystle.zapata.1@us.af.mil) with subject line "Radio Frequency Spectrum Monitoring System."

Areas of Interest (AoI): 87 CONS Radio Frequency (RF) Spectrum Monitoring System
Issued By Program Office: 87 CONS, Joint Base McGuire-Dix-Lakehurst (JB MDL) Contracting Office: 772nd Enterprise Sourcing Squadron
AoI Identifiers AoI Title: Radio Frequency (RF) Spectrum Monitoring System CSO AoI Number: Closed – 26 – 10. POCs: Mr. Alexander Kouba and Mr. Ramnarine Mahadeo AoI Release Date: 04/20/2026 Responses: See FA890326SC001 for submission instructions in addition to Administration and Submission Instructions paragraph below
Overview The 87th Contracting Squadron (87 CONS), on behalf of Joint Base McGuire-Dix-Lakehurst (JB MDL), is seeking innovative solutions from enterprise and industry partners for a proof-of-concept project. The primary objective is to execute the installation of a proven Commercial-Off-The-Shelf (COTS) Radio Frequency (RF) spectrum monitoring and Unmanned Aircraft System (UAS) tracking system at JB MDL. The overarching goal is to leverage this system to develop and refine Tactics, Techniques, and Procedures (TTPs) for its employment across a typical United States Air Force (USAF) installation. JB MDL is AMC’s lead installation for drone incursions for the last five years and continues to see year-over-year increases in drone activity, incursions, contraband drops, and poses direct risks to our aircraft and airspace. Equipping JB MDL with layered defense systems provides early warning and detection capabilities to mitigate aerial risks and installation breaches.
This AoI invites industry to propose novel solutions that not only meet the technical requirements but also contribute to research objectives aimed at enhancing base security, operational awareness, and future Counter Small Unmanned Aircraft Systems (C-sUAS) strategies. The focus is on the innovative application, integration, and delivery of these technologies.
Concept of Operations 87 CONS is working on implementation of a static and complete sUAS RF Spectrum monitoring system to improve base security and ensure effective response capability to sUAS incursions. The 87th Contracting Squadron established two (2) primary Lines of Efforts (LOEs) to directly address the needs of the emerging strategic and technological environment in which we operate. These lists are intended to be representative, not exhaustive.
LOE1: JB MDL requires a comprehensive solution to address emerging security challenges related to the airborne and ground domains. The proposed system must be capable of meeting the following primary operational needs:
• sUAS Incursion: Monitor known and potential incursion routes for non-cooperative Small Unmanned Aircraft Systems (sUAS).
• General Incursion Monitoring: Detect and monitor for other unauthorized incursions, such as personnel (e.g., hikers) within restricted areas like firing ranges.
• Spectrum Monitoring: Perform continuous, 24/7 monitoring of the RF spectrum to establish a baseline and detect anomalies.
• Data Dissemination: Initially provide real-time situational awareness and tracking data to Base Security Forces and the Base Spectrum Manager.
LOE2: Proof-of-Concept Research Objectives A key goal of this effort is to use the proof-of-concept to research and determine the following:
• Data Integration: What data should be provided to Base Operations and/or Air Traffic Control, and what are the most effective methods for dissemination?
• System of Systems Integration: If the system features an Application Programming Interface (API), how can this API be used to integrate with a holistic counter-sUAS (c-sUAS) IT system (e.g., CLUE, MEDUSA, or COTS solutions like Anduril Lattice)?
• Data Management: How can system data be managed to provide necessary situational awareness to base forces while avoiding undue surveillance of civilian areas outside the base perimeter?
• Law Enforcement Partnership: How can the collected data be leveraged to form effective partnerships with state and local law enforcement agencies?
• Shift in c-sUAS: Can the system enable a shift from solely tracking and engaging the sUAS to a model focused on rapidly locating and apprehending the operator?
• API Utility: Can the system's API be utilized by other on-base entities, such as Test and Evaluation units?
While this includes common commercial products and services, the Government is not seeking to simply procure these items. Instead, the focus is on the innovative application, integration, and delivery of these technologies. Vendors are encouraged to propose novel solutions that leverage these components to deliver significant improvements in performance, cost-efficiency, security, or mission capability for JBMDL, whether through innovation in the technology itself, the proposed architecture, or the business or service-delivery model.
Capitalizing on new industry proven methods is a stated imperative. As such, each LOE requires consistent and iterative access to enterprise and industry partners who are developing new cutting-edge technologies and innovative implementation models.
Requirements The primary requirement of this Area of Interest (AoI) is to establish a pre-qualified pool of vendors who will be awarded a base contract or agreement. This award makes vendors eligible to compete for future “Task Orders” for the specific products and services listed in this AoI.
An award of the base agreement does not guarantee future work beyond a specified minimum.
The intent is to create a competitive environment where subsequent requirements will be competed exclusively among the awarded vendor pool.
A critical requirement for this vendor pool is the ability to support sensitive national security missions. Therefore, vendors must demonstrate the capability to perform work and handle information up to and including the Top Secret/Sensitive Compartmented Information (TS/SCI) classification level. The specific classification for any given “Task Order” will be defined within that order.
Administration & Submission Instructions A written solution should be sent via e-mail submission with subject line stating “Radio Frequency Spectrum Monitoring System” to the POCs listed below by the date and time this AoI closes - 5:00 P.M. (CDT) on 27 April 2026.
